Four comments:

1. The area where this man was found appears to be out in the desert past Lamb Blvd.
2. In 1970, the mob was (allegedly) still running Las Vegas and the casinos. (cough, cough, cough). The mob did not leave Las Vegas until the 1980s. By 1986, they were pretty much gone as the casinos became corporate.
3. Many people come to Vegas to gamble, lose everything, then commit suicide.
4. Wire wrapped around neck to commit suicide?

I agree about the wire around the neck. And you don't need to go into the desert to commit suicide.
