    New images released of missing Gaithersburg siblings depicting what they may look like now

    New images have been released of a missing brother and sister who disappeared from Gaithersburg more than two years ago.

    The National Center for Missing & Exploited Children has released age-progressed photos that show what Jacob and Sarah Hoggle might look like today. Jacob and Sarah went missing in September 2014.

    Jacob was last seen on September 7, 2014 around 4 p.m. while Sarah was last seen on September 8 around 5 a.m.


    Missing Hoggle Kids: Dad, Grandmother React to New Pictures

    The father and grandmother of two Montgomery County children who have not been seen since their mentally ill mother took them in September 2014 are urging the public to look closely at newly released age-progression images of the youngsters in hopes that someone will spot Sarah and Jacob Hoggle. The new images of the siblings, prepared by the National Center for Missing and Exploited Children, have been criticized by some people on social media for aging the children more than the two years they've been gone from home.

    "My feelings remain the same — there is someone else involved in their disappearance," Hoggle said. "My hope is that the photos help make it easier to identify them. Children change a great deal at this age so I remain hopeful."

    Catherine Hoggle will remain confined in a state psychiatric hospital for treatment after a Montgomery County judge on Dec. 12 agreed with doctors that she is still not mentally competent to stand trial for the September 2014 disappearance of her two youngest children, Sarah and Jacob Hoggle.

    Ramon Korionoff, spokesman for State’s Attorney John McCarthy, would not comment on whether prosecutors are ready to seek murder indictments, although McCarthy has said they were building a case, WTOP reports. Turner says the office has told him it is building a case to indict Catherine Hoggle on murder charges.

    Father of Hoggle children: Prosecutors have enough evidence for murder indictment

    The father of two young children who were last seen in 2014 said Montgomery County prosecutors told him they have enough evidence to indict the children’s mother, Catherine Hoggle, on charges of murder.

    Troy Turner spoke to reporters after a Montgomery County Court judge agreed with doctors at Clifton T. Perkins Hospital that Hoggle remains incompetent to stand trial in connection with the disappearance of Jacob and Sarah, who were 2 and 3 when they disappeared in Sept. 2014.

    Hoggle was charged in 2014 with neglect, abduction, and hindering — all misdemeanors. She initially gave different stories of where her children are, eventually saying they were left with an old friend.

    Catherine Hoggle still 'not' competent to stand trial in disappearance of her kids

    Catherine Hoggle, the woman charged in the disappearance of her two children in Sept. 2014, has been ruled "still not competent" to stand trial on Monday, according to ABC7 News' Kevin Lewis.

    A status hearing is scheduled for 8:30 a.m. on Thursday, July 6.

    Hoggle's defense attorney claims she is "restorable" and has been doing better lately, Lewis reports.

    How experts use age progression technology to help find missing kids

    Years after they went missing, Sarah and Jacob would look older now.

    Age-progression technology predicts what a person may look like after years of going missing.

    The National Center for Missing and Exploited Children (NCMEC) produces the photos for their missing children database.

    So Lindsey Hoggle sifted through family albums. She looked for the best photos of her daughter around age 4 and 6 to send to NCMEC.

    Colin McNally, the NCMEC forensic artist, uses those original prints to update their missing posters.

    "We have an older sibling to work from when creating the age progression for the younger sibling," said McNally. "So, I can look at Jacob, his photo, and compare it to Sarah, and see how he looked when he was four years old."

    McNally also explains how he uses the older sister's face as reference for how Jacob may look as he ages.

    "We're using Sarah's mouth as a reference point for how large to make Jacob's mouth," he said.

    McNally will pair them with photographs of the children's biological parents. Family snapshots are additional tools to draw out the common characteristics they all share. The artist pays close attention to details of the head and face.

    "You need characteristics like the father's curly hair. I see that in Jacob's original photo. I'm going to keep that. They both sort of share the father's nose. So, I'll make sure to maintain that uniqueness. They both share characteristics, the eyelids, similar to the mom's. The pattern in his ear is unique like a fingerprint. Once we get the face stretched to the approximate growth from 4 to 6, we'll then go in to add those mature features," said the forensic artist.

    Mother of missing Md. children still not competent to stand trial

    The Montgomery County mother who was the last person to see her two children before they disappeared almost three years ago is still not competent to stand trial.

    According to a new report, Hoggle’s doctors at the state mental health hospital say she still can’t assist in her own defense, but could be restored to competency.

    She’ll be back in court for another competency hearing at the end of August. Hoggle has a history of mental health issues, including paranoia and schizophrenia.

    Under Maryland law, if a person charged with a misdemeanor is not found competent within three years, the charge must be dismissed.

    3 years after kids vanish, Md. mother wants her charges dropped

    Almost three years after Catherine Hoggle’s two young children disappeared, her lawyer has asked a Montgomery County judge to dismiss the three misdemeanor charges against her Thursday.

    Since January 2015, after being ruled incompetent to stand trial, Hoggle has been undergoing treatment at the Clifton T. Perkins Hospital, the state psychiatric hospital. According to her attorney and the children’s father, she has a history of mental health issues, including paranoia and schizophrenia.

    During a competency hearing Thursday, Hoggle’s attorney, David Felsen told District Court Judge Sherri Koch he filed a motion to have the charges against his client dismissed.

    Felsen said under Maryland statutes, if a defendant is deemed incompetent, misdemeanors or non-violent crimes must be dismissed after three years.

    The final of Hoggle’s three misdemeanors was filed Sept. 15, 2014.

    Even if misdemeanor criminal charges are dropped, if a judge believes Hoggle is still a danger to herself or others, she could be kept at Perkins under a civil commitment.

    Mother of missing Hoggle children indicted on murder charges

    The mother of two Montgomery County children who went missing three years ago has been indicted for their murders, according to a source.

    Authorities said Hoggle, who has been diagnosed with paranoid schizophrenia, has refused to disclose where the children are and has been held in a mental facility. She has previously been ruled not competent to stand trial by a judge.

    With the indictment, Hoggle has been moved from the mental facility to a jail and is facing two counts of murder.

    Hoggle's attorney, David Felsen, told FOX 5 Thursday night that he has not been made aware of these new charges, but is waiting to see what happens in court on Friday. Felsen has filed for dismissal of the previous charges related to this case and a hearing had been scheduled for Friday morning on this matter.

    Catherine Hoggle Deemed Not Competent To Stand Trial for Deaths of Two of Her Children

    An effort to prosecute Catherine Hoggle, who for years has been in psychiatric care and deemed not competent for trial, for the murder of two of her children hit another impasse on Friday.

    But on Friday, Judge Michael Mason again deemed Hoggle not competent to stand trial in a hearing in Montgomery County Circuit Court.

    Hoggle will be given a yearly evaluation and has been scheduled for a hearing on Nov. 30, 2018, according to Ramón Korionoff, spokesman for the State’s Attorney’s Office. If her mental health status changes, she will come back before a judge.

    McCarthy had said his office made the decision to pursue murder charges partly because a person accused of misdemeanors can only be held under medical care for a maximum of three years—which ran out in September.

    Now accused of a felony, Hoggle can be held under medical care for up to five years.

    When asked in September what would happen if, after five years, doctors still have not found Hoggle to be fit to stand trial, McCarthy said, “I pray that that’s not the case.”

    People magazine January 8, 2018 issue has a multipage article on the missing children. Their father, Troy Turner, is interviewed. Cannot link to article, still at dentist office reading it. Turner believes that Catherine is exaggerating theseverity of her mental illness to avoid trial.

    Father of Kids Missing for Three Years Wants Answers From Their Mom, Who Is Charged With Murder

    Troy Turner doesn’t recall the exact moment when he met the future mother of his three kids, but he knows what attracted him to her.

    “She was cool, she was fun to talk to, she was fun to hang out with,” he says.

    Now, 10 years later, Catherine Hoggle resides in a state psychiatric hospital in Jessup, Maryland, and the two youngest of those three children are missing. Their mother — who was charged in September with their murder after years of court battles — is still keeping quiet about what she may have done with them after they were last seen alive in 2014.

    She has yet to enter a plea because the court has repeatedly found her to be not competent. “As she sits in the hospital, she is innocent,” says her attorney, David Felsen. Her next hearing will be in 2018.

    The twists in his story have left Turner, 45, in agony, convinced that Catherine, 31, is faking the severity of her mental illness to avoid a trial and answers.

    Md. Bill Would Change Law Concerning Dropping Charges Against Mentally Ill Defendants

    No one knows what happened to two Montgomery County children, Sarah and Jacob Hoggle, who went missing while in their mother’s care three-and-a-half years ago.

    Catherine Hoggle is charged with murder, but rules incompetent to stand trial.

    According to WJZ political reporter Pat Warren, lawmakers are considering a change in the way people declared incompetent are prosecuted.

    Last year, she was formally indicted for the murders of her children, but having been ruled incompetent, the charges could be dropped in five years.

    “The father of those children is very distressed that he has to spend almost 24 hour a day now just to be worried about when she does get released she may harm his surviving child,” says Sen. Susan Lee, (D-Montgomery County).

    Hoggle has a history of paranoid schizophrenia. Sen. Lee’s bill would include cases like hers in the definition “extraordinary circumstances” to protect a minor child.

    “Right now, the current standard of extraordinary circumstances or extraordinary causes is very restrictive,” Lee says. “You can still be very dangerous and you can be a threat to the community but you can still be released.”

    Her bill gives judges the discretion to extend the time before charges are dropped. But others oppose repealing or amending the law regarding the rights of the mentally ill in the judicial system.

    The Office of the Public Defender stands in opposition to the bill.

    For decades, the state of Indiana has had a "guilty but insane" plea. That eliminates the "Not guilty by reason of insanity" plea attempts/game playing. Maybe Maryland should consider following Indiana's model. MOO.

    In 2014, Turner’s daughter, 3-year-old Sarah Hoggle, and his son, 2-year-old Jacob Hoggle, left with their mother, Catherine Hoggle. The two young children haven’t been seen since.
