    Melbourne siege a 'terrorist incident'

    Heavily armed officers arrived at an apartment building on Monday after reports of an explosion and found one man already dead in the foyer.

    Another man, Yacqub Khayre, was armed with a shotgun and holding a woman inside the building against her will.

    Khayre, 29, called a broadcaster during the siege to say he was acting in the name of the Islamic State (IS) group.

    A news outlet for the group claimed it had carried out the attack, but police said there was no evidence of it co-ordinating with Khayre.

    Three police officers suffered injuries after Khayre engaged them in a firefight in which he was shot dead. The hostage was rescued unharmed

    Victoria Police Chief Commissioner Graham Ashton said the victim who died, a building employee, was "in the wrong place at the wrong time".

    Gunman known to police
    Authorities were investigating whether Khayre, a Somali-born Australian citizen, may have lured officers to the wealthy suburb of Brighton with the aim of confronting them.

    Mr Ashton said comments Khayre made referencing IS and al-Qaeda had prompted the terrorism investigation.

    One man shot dead and a woman held hostage in Melbourne siege that was an 'act of terrorism', says prime minister

    Australia’s prime minister has said that Monday night’s siege in the city of Melbourne, in which one man was shot dead by an attacker, is being treated as an “act of terrorism”.

    “This is for IS, this is for al-Qaida,” gunman Yacqub Khayre is reported to have told staff in the newsroom of Australia's Channel 7 during the hours-long siege.

    Police surrounded an apartment complex in the late afternoon after reports of an explosion.

    Mr Khayre had taken a woman who worked as an escort hostage inside the building, but emerged and locked police in a firefight at about 6pm.

    The gunman, who was shot dead by police at the scene, had a long criminal history including an acquittal on charges that he plotted to attack a Sydney army base in 2009.

    he attack in the suburb of Brighton saw three police officers wounded in the shootout as they surrounded the apartment complex.

    The female hostage was released unharmed, but a 36-year-old building clerk was found dead by police who said he’d likely been shot when the attacker first arrived.

    Australian PM says Melbourne siege 'a terrorist attack'

    He first came to the attention of counter-terrorism police in 2009, when he was one of five men accused of plotting an attack on Sydney's Holsworthy Army base to kill soldiers. Three of the men were convicted, while Khayre and the fifth man were acquitted.

    The Victorian Supreme Court was told during that case that Khayre had been a worshipper at a Melbourne mosque and at a nearby prayer hall regarded by police as an "incubator" of extremist ideology.

    Prosecutors unsuccessfully argued that Khayre traveled to Somalia to obtain a fatwa, or religious ruling, in support of the Sydney plot.

    Court documents show Khayre migrated as a child with his family to Australia through a Kenyan refugee camp. He was recognized as a refugee under Australia's humanitarian migration program and later became a citizen, police said.

    "There is no place in Australia for such cowardly violence," the Somali Australian Council of Australia said in a statement.

    Forensic investigators were at Khayre's family home in Melbourne's suburban Roxborough Park, according to a Reuters witness. Police said they were also conducting "reassurance patrols" to calm the neighborhood.

    He was jailed in 2012 over a violent burglary in Melbourne, where he was found to have repeatedly struck a woman and her father. Khayre was given a five-and-a-half year prison term, according to court documents. He was granted parole in December.

    Tightening of parole conditions is now likely to form a centerpiece of the next meeting between Turnbull and the state government leaders on Friday.
