    Operation Sweep to continue
    May 11, 1994

    PERTH — On April 27 the state government confirmed that it would be reactivating "Operation Sweep", aimed at getting young people under 18 off the streets of inner city Northbridge and Fremantle.

    The police operation, under which hundreds of teenagers have been taken into custody, has aroused widespread opposition and claims that the operation contravenes the Child Welfare Act.

    The act stipulates that juveniles taken into custody under it must be taken immediately either to their parents or to their school. Young people have been taken to local police stations instead. This apparent violation led to the operation being suspended in March.

    On April 27 the government produced legal advice that the operation did not contravene the act. Taking young people to a police station was deemed the most "practical" way of returning them to their parents. Premier Richard Court also stated that the act would be amended to eliminate any ambiguity.

    A day later, however, Fremantle City Council, one of the two main target areas, wrote to the police department that the operation "would not be welcome" in the port city. The Fremantle local community, including sections of small business, had previously been outspoken in their opposition to Sweep.

    The wide opposition was reflected in a rally, film launch and open forum in Fremantle on May 6. The film, Malbara, Vida en la Calle, Youth Life in the Streets, was made by two young women, Gisella Gonzalez and Rebecca Delalande, who themselves live on the streets and who have been victimised by Operation Sweep.

    The forum, attended by more than 150 people, featured a range of speakers, including from the Aboriginal Legal Service, Fremantle Youth Service, the Drug and Alcohol Unit, Perth Inner City Youth Service, Resistance and Jim Scott, MLA for the WA Greens. The night was organised by Colectiva and Resistance and was preceded by a very lively march through the streets of Fremantle.

    The state government has just approved a plan for the establishment of "work camps" for young offenders and is set to introduce new juvenile justice legislation in June to replace the act passed by the ALP state government in 1992.

    Rebecca has just been added to the Australian Missing database. I have never seen her case before, they’ve just recently added a lot of cases I’ve never heard of before.

    Renewed calls for info in missing Seville Grove woman cold case


    The Cold Case Homicide Squad is appealing to the public for information regarding the 2001 disappearance of then-23-year-old Rebecca Anne Delalande.

    Detectives became aware of Ms Delalande’s disappearance in late 2017 as they conducted inquiries into an unrelated matter. Further inquiries with Ms Delalande’s family and friends revealed she had not been seen or in contact since November 2001.

    “Rebecca was a young mother who had a network of family and friends who cared for her,” Cold Case Homicide Squad Detective Senior Sergeant Craig Stephen said.

    “She had infrequent contact with her family, and they had formed the belief that she had relocated to the Eastern States to establish a new life.

    “We believe Rebecca was the victim of a serious crime and we are working hard to establish the circumstances surrounding her disappearance.” Det-Sen. Sgt Stephen said Ms Delalande had challenges in her life, "but those challenges should not overshadow the fact that she was loved by her family and she may have become a victim of a serious offence."

    “Someone in the community will know what happened to Rebecca and we appeal to them to come forward with information.”

    Ms Delalande was described as 161cm tall with a slim build, brown hair and brown eyes. She attended a dental appointment on 5 November 2001, and was seen at a home on Fortunella Grove, Seville Grove, soon after that.

    At the time of her disappearance Ms Delalande’s son was six-years-old and has been raised by other family members. “News of Rebecca’s disappearance have obviously come as a shock to her family, and we are committed to finding answers for them,” Det-Sen. Sgt Stephen said.

    Murder charge laid over missing WA woman after industrial site searched

    Detectives investigating the disappearance of a Perth woman last seen in 2001 have charged a Rockingham man with murder.

    Police on Wednesday put out a call for information on the whereabouts of Rebecca Delalande, who was last seen going to a dentist appointment on November 5, 2001.

    In the wake of the call for information, a search was launched at a Bayswater industrial site on Friday and overnight police charged a 45-year-old Rockingham man with murder.

    The man is due to appear before the Perth Magistrates Court on Saturday, November 3.

    Detectives first raised concerns about Ms Delalande’s disappearance in late 2017 while investigating an unrelated matter.

    Further inquiries revealed she had not been seen by family or friends since November 2001, and her mother — who spoke to media on Wednesday — said she believed the young woman had moved east after falling in with the “wrong crowd”.

    Cold Case Homicide Squad detective Senior Sergeant Craig Stephen thanked the community for coming forward with information on the young mother’s disappearance.

    “News of Rebecca’s disappearance has clearly been distressing for her family and friends, and we are committed to resolving this matter,” he said. “Rebecca was in infrequent contact with her family prior to her disappearance, and they had formed the belief that she had relocated to the Eastern States.”

    The investigation is continuing and police have urged anyone with information to contact Crime Stoppers on 1800 333 000 or by making a report online
