TRACEY Howard did not deserve to die the way she did.

    No innocent person does.

And to rub salt into the emotional wounds of her family, and the resolve of the detectives who have investigated the case, her killer has never been charged.

A reward of $100,000 has been offered for the capture and conviction of the person who strangled the Ballarat woman to death 16 years ago.

According to the Victoria Police cold case squad’s Acting Det-Insp Boris Buick, investigators have a suspect — but not enough evidence to charge that person.

“Investigators believe the killer was from the local area and remains in the local area,” Acting Det-Insp Buick told the Herald Sun.

The cold case squad boss also said investigators believe they know why Ms Howard was killed.

Her strangled body was found naked on a desolate country road at 4pm the day after she disappeared.

Anyone with information is urged to call Crime Stoppers on 1800 333 000.

They seem to stress that belief, in the media.. maybe to jog someone's conscience, or just keep him sweating?

Tracey Howard murder: Best friend calls for justice 20 years on

Imagine if one day you were with your best friend, and two days later they were gone forever. No chance to tell them how much they mean to you, no chance to say goodbye, no chance to tell them you love them.

That was the nightmare Tracey Howard’s friends and family have had to live through for the past 20 years.

Now they are still waiting for justice.

“She was taken by evil and selfishness,” said her best friend Kate*, not her real name.

“We need reasons why. We need to know whoever did this can never do this again.”

The police have yet to charge anyone with her murder.

Two decades on from the horrific incident, Kate still reminisces about the lifetime of memories she shared with Tracey before her tragic departure.

After 20 years of grieving, all Kate wants is justice – not just for Tracey’s murder, but for the heartache suffered by her family and friends.

“If you know anything, please put her family at ease, put her friends at ease. Nothing will bring her back, but we need closure.”

While the investigation into the death of Tracey remains unsolved, police are still confident her murder can be solved and encourage anyone with information to come forward.
