Missing 4-year-old presumed dead in Philadelphia, mother and boyfriend facing homicide charges​

A West Philadelphia mother is facing charges in connection with the disappearance of her 4-year-old son, who is presumed dead, Action News has learned.

Police also announced charges against the mother's boyfriend on Saturday night.

The boy's family members first reached out to Action News, saying the child was last seen on November 25.

The mother, Dominique Bailey, 28, allegedly claimed to family members that the boy was struck and killed by a car, but there were no services for the child or report of this happening.

"I just knew. He's blood, so I gotta do whatever it takes to make sure my family is OK," said Aiyana Parrish, the boy's cousin.

"Everybody was just holding out hope that he was going to be found OK, just like a bump or a bruise or something like that, that she didn't want to get in trouble for," Parrish added, referring to Bailey.

6abc looked into this tip and forwarded it along to the police.

Following an investigation this week, police say no record of a car crash was found.

"Once everybody started to get cops involved because we're calling the children's hospital and they're like, 'We've never heard of Damari Carter ever,'" said Parrish.

The investigation also led police to the 3800 block of Reno Street, where Bailey's 30-year-old boyfriend Kevin Spencer lives.

Sources tell Action News investigators believe Damari was beaten to death.

"How could anybody look at and put their hands on him and hurt him like that? It broke my heart," said Parrish.

At this point, they've been unable to find the young boy's body.

"It's heartbreaking to think that people are out there that are so ruthless and selfish and only think about themselves and what they want to do," said Parrish.

Investigators were back in the West Philadelphia neighborhood Saturday looking for clues.

They searched vacant lots and a dumpster on the 800 block of Union Street.

Family members are still pushing to find out what happened to Damari, who they say had a life full of hardship.

"There were people out there that would have taken him and given him a better life," said Parrish.

Bailey is currently being charged with murder, endangering the welfare of a child, false reports, abuse of a corpse, and related charges, according to police.

Spencer has also been charged with criminal conspiracy, murder, endangering the welfare of a child, false reports, tampering with evidence, abuse of a corpse, and related charges.

Philly mom accused of murdering child and lying about car crash​

A Philadelphia mother is accused of murdering her child and then falsely claiming the child was struck and killed by a car.

Police said the Special Victims Unit started the investigation on Dec. 30 after receiving information about a missing child in the West Philadelphia area.

During the investigation, police said various sources reported that the child's mother Dominique Bailey, 28, had informed family members that the child had been fatally struck by a car, but the assigned investigator found no evidence supporting that claim.

Bailey was located on Jan. 4 and brought in for questioning, according to police.

On Jan. 5, police executed a search warrant at a home on the 3800 block of Reno Street in connection to the investigation and apprehended a man who has been identified by police as Kevin Spencer.

That same day, Bailey told police she was involved in her child's death, according to investigators. Police said they have not yet found the child's body, however.

They were looking in dumpsters on Saturday? This happened in November? Don't get me wrong, I don't mean they shouldn't if they are out there looking but pretty unlikely anything is going to be found in one now.

Good for the family who questioned her! And purgatory eternal for her and her bf. The cousin knew he had a life of hardship and family would have taken him so smh. What is wrong with these people?

We all know the obvious answer and that it is a fact in many cases. Most of the ones who don't want their children, can't be a decent parent, abuse their children, but won't give them to someone else to raise and love in their family even, won't do it because the kid is a paycheck of government benefits. In some cases they likely only have kids or ore kids get those benefits.

So another kazillionth baby abused, beaten and killed. And if not jailed, they'd probably have another child next year.

RIP Damari.
 

Search continues for missing 4-year-old presumed dead in Philadelphia; boyfriend's home searched​

The search continued on Sunday for a missing 4-year-old who is presumed dead in Philadelphia.

Police searched the home of a man connected to the case for more evidence to try and find the young boy, Damari Carter.

Carter's mother, Dominique Bailey, 28, from the Overbrook neighborhood, and her boyfriend, 30-year-old Kevin Spencer from West Philadelphia, are facing several charges in this case.


The investigation into this incident began on December 30, after family members said they had not seen Carter in weeks.

Bailey reportedly told the family that the 4-year-old had been struck and killed by a car, but police found no evidence of this incident.

On Sunday morning, police searched Spencer's house on the 3800 block of Reno Street.

In a video obtained by Action News, officers can be seen carrying out bags of evidence collected at the scene.

Police have spent the majority of the weekend searching for Carter, canvassing neighborhoods, and even examining dumpsters blocks away from Spencer's home.

Unfortunately, officers have not found anything in connection to Carter.

On January 5, however, police say Bailey provided information on her involvement in the death of her son.

Sources tell Action News that investigators believe Carter was beaten to death.

Carter's family spoke with Action News about this incident, saying the situation is devastating.

Detectives in West Philadelphia are searching dumpsters in the area for the body of a missing 4-year-old, police sources said on Monday.

Police sources said the detectives are working with private contractors that own the dumpsters in West Philly to figure out where the shipments of trash may have ended up in the search for 4-year-old Damari Carter.
 
As the search continues for a missing 4-year-old who is presumed dead in Philadelphia, more family members are speaking out to try and find closure.

It has been over a month since anyone has seen the young boy, Damari Carter.

Damari's aunt, Nakia Bailey, told Action News they last saw him on his birthday, November 25.

"It didn't have to happen. That baby was wanted. If not by her, by everyone else. His father wanted him," said Nakia.

"For you to take him away from me, it really hurts," added Darryle Carter Jr., the boy's father.

Carter spoke with Action News over the phone on Monday to tell us how heartbreaking the situation is.


"She was telling us that he was fine. Then, when she did say that he got hit by a car, she stopped contacting us, period," said Nakia.

On Sunday morning, police searched Spencer's house on the 3800 block of Reno Street.

In a video, officers can be seen carrying out bags of evidence collected at the scene.

Police do not believe they will find 4-year-old Damari Carter’s body​

Investigators do not believe they will recover the body of 4-year-old Damari Carter, who police say was fatally beaten by his mother and her boyfriend, who then discarded his body in the trash over a month ago, according to law enforcement sources.

Prosecutors say the boy’s mother, Dominique Bailey, and her boyfriend, Kevin Spencer, beat the toddler inside their West Philadelphia apartment during the first week of December. The child, covered in bruises and with a swollen forehead, died Dec. 8, Bailey told police according to arrest records.

Spencer then placed his remains in a trash bag, and disposed of them in an unknown area, the records say. Spencer and Bailey have not told police where his remains were left, and police have used large machinery to comb through dumpsters and hidden alleyways across West Philadelphia, without success.

Since more than a month has passed since the child’s death, investigators believe his remains were likely swept up in the city’s waste system, taken to an incineration plant in Chester or to a distant landfill, said three sources who spoke on the condition of anonymity to discuss the ongoing investigation. Given the volume of waste taken to landfills each day, it would be nearly impossible to recover his body there, the sources said.



Damari’s relatives, most of whom live in Texas and South Carolina, grew concerned after they had not seen the child since his birthday in late November. When they reached out to Bailey, records show, she told them Damari had been hit by a car and died, and that his body was at the Hospital of the University of Pennsylvania.

The relatives, including the boy’s father in Texas, were confused. They called the hospital and searched online for news reports of his death without success. After Bailey stopped responding to them, they started posting online that the child was missing, asking for help finding him. In late December, the family reached out to 6abc for help. A reporter who is a former police officer spoke with them, then sent information to a detective who found no recent record of a child who had been struck and killed by a car.

On Jan. 3, detectives met with Bailey at work. She told them she and Damari were walking to the Dollar Store on Dec. 9 when his toy fell into the road. When he went to retrieve it, she said, he was struck by a car. She said medics took him to the hospital, where he died.

Bailey’s story shifted through multiple police interviews, and eventually, she told investigators Spencer had beaten Damari.

Investigators recovered videos and photos in Spencer’s phone that showed Damari covered in bruises, his eyes blackened and head swollen on the morning of Dec. 7. Bailey said she had seen Spencer had beaten her son before, including on that day. She said she and Spencer left that evening to go buy Black & Mild Cigars, and when they returned home, Damari was not responsive. Spencer put him to bed in a wicker chair in the living room, she said, and when she went to kiss him goodnight a few hours later, Damari was cold to the touch.

Her son had died, she told police. She said Spencer then placed his small body in a trash can next to the television, and carried the bag outside. She told police she is not sure where he put the child’s body.

Police have searched in dumpsters and facilities throughout West Philadelphia without success.
 

Body of young child found in duffle bag in West Philadelphia: police​

Philadelphia police are investigating after a disturbing discovery was made Monday morning.

CLIP workers found a black duffle bag with juvenile remains inside while picking up trash in an alleyway on the 600 block of North 38th Street.

Police say they confirmed that the body was a child aged 2–4 years old when officers arrived at the scene.

"Who would have thought that right behind our home there's an innocent 2-4-year-old baby gone," one neighbor said.

It is unclear how long the child's body was inside the bag, but police believe it was "probably a while."

"The child was in a poor state of decomposition," said Philadelphia Police Inspector Kpana Massaquoi.

The child's identity and exact age is not yet known.

However, police say they will investigate whether the body is possibly connected to any missing children cases in the area once their identity is determined.

The discovery of the body occurred just a few blocks from the 3800 block of Reno Street, where, back in January, police said they executed a search warrant in connection to a missing four-year-old boy, identified by family members as Damari Carter.

Although Damari’s body was never found, investigators say they charged Carter's mother, 28-year-old Dominique Bailey, and 30-year-old Kevin Spencer with his murder, among other charges.

Damari’s cousin told FOX 29 Monday that they are still waiting to hear from investigators to find out if the body found belongs to the four-year-old.

4-year-old boy identified as body found in duffel bag, PA cops say. ‘It’s devastating

“Innocence lost for what?” Nakia Bailey, Damari’s aunt, told the Inquirer. “I’ll never get to see him grow up. It’s devastating.”

“The way they found him is appalling,” Aiyana Parrish, Damari’s cousin, told WPVI.

“I wouldn’t wish that on my worst enemy for someone to find him like that. And I applaud that worker who found him.” Parrish described Damari as a “smiling, happy little boy.”

Darryle Carter Jr., the boy’s father, said in an interview with People his son was “his heart.” He gave Damari his name, which translates to “strength” in Yorurba.

“I miss my little man,” the father said. “This is a nightmare to me. I just wish I could wake up.”

Bailey and Spencer are due in court June 18.
 

Neighbor reported abuse of 4-year-old to DHS days before police say he was fatally beaten by his mother’s boyfriend​

The haunting sounds from the second floor apartment on Reno Street were intensifying each day: the booming music, the maniacal laughs, the sounds of whips, and a toddler’s screams.

Tiajuana Jennings, who lived in the apartment below, said the disturbing noises began in early December, not long after she had seen a woman and her young son move in with her upstairs neighbor, Kevin Spencer.

Spencer, she said, was “crazy” — he had once pulled a gun on her boyfriend and now she believed he was abusing that little boy. So on Dec. 7, she said, she called Philadelphia’s child welfare agency to report the beatings. An employee took down her information, she said, then called back a few minutes later to tell her to call police. Jennings said she feared retribution and was afraid to, and the agency said they would look into it.

But it appears employees never intervened, Assistant District Attorney Josh Myers said Monday. Just days later, police say Spencer beat 4-year-old Damari Carter to death, then stuffed his body in a duffel bag, and left it in an abandoned lot filled with trash.

The new detail, shared during a preliminary hearing Monday, added another troubling layer to the case, and raised questions about the city agency’s handling of Jennings’ report. Myers said additional information about what happened after her call wasn’t yet available, but prosecutors have subpoenaed records from Philadelphia’s Department of Human Services.

Jessica Shapiro, assistant deputy managing director of the city’s Office of Children and Families, said Monday that Damari was not in the custody of DHS, nor was he receiving services at the time of his death.

She said that while the agency is deeply saddened by his death, state law “prevents us from providing further information.”

During Monday’s hearing, law enforcement shared in the greatest detail yet how they say Spencer abused the child — and how the boy’s mother, Dominique Bailey, allowed the abuse and then tried to cover up her son’s death.

Bailey, 30, has been charged with third-degree murder, conspiracy, abuse of corpse, and related crimes, while Spencer, 30, faces first-degree murder and similar crimes. Municipal Court Judge David Shuter on Monday said prosecutors had established sufficient evidence for the case to proceed to trial.

Bailey and Damari moved to Philadelphia from Texas in early 2023 and started living with her father in West Philadelphia. Things were going well, said Frank Bailey. He enjoyed spending time with his grandson, who was nonspeaking, and he and his wife were working on his speech.

Then, in November, Frank Bailey said he realized his daughter was leaving the child alone at home. When he confronted her, he said, Dominique Bailey left angrily with the child. Police said she moved in with Spencer, her new boyfriend, on the 3800 block of Reno Street in Mantua. She did not tell her father where she had moved, he said, and wouldn’t let him see the child.

Dominique Bailey worked as a security guard for the University of Pennsylvania, Myers said, and would leave Damari with Spencer during the day. It was on those afternoons, during the first week of December, Jennings said, that she started to hear what she believed was Spencer yelling, slapping, and stomping, and Damari’s cries.

Myers played a series of disturbing videos. In one, recovered from Spencer’s phone, he is seen towering over Damari, poking the boy’s forehead and ordering him to eat his breakfast. The child stared ahead blankly, nearly unresponsive, as an ABCs song played loudly in the background. Damari had bruises on the side of his face, Myers said.

Other videos, taken by Jennings outside the apartment, appeared to offer an audio of the beatings. They were so disturbing that some in the courtroom covered their ears. Sheriff’s deputies gripped their vests tightly and closed their eyes.

Even amid the violence to her son, Bailey was devoted to Spencer, Myers said, texting him love notes throughout the day.

“You are my whole world,” she wrote.

It’s not clear exactly when Damari died of his injuries, Myers said, but investigators believe it could have been Dec. 8 or 9 — around the time when Jennings said she stopped hearing the child’s cries. Surveillance video showed Spencer leaving the apartment on Dec. 9, with a black Puma duffel bag over his shoulder. It is inside that bag, Myers said, that Damari’s body was later found.

By mid-December, family members were growing concerned they hadn’t seen the child. Bailey told her father, he said, that the boy had been fatally hit by a car. The child’s father, who lives in Texas, was so desperate for information that he called area hospitals and medical examiners, but none had heard of the case.

They were especially suspicious, Frank Bailey said, because his daughter had left her kids with abusive strangers before. A few years ago, he said, another one of her sons appeared to have been seriously beaten, though Dominique Bailey blamed a babysitter. Bailey lost custody of that child, he said, and the boy was adopted by his aunt in Texas.

Eventually, in late December, a reporter from 6abc reached out to Philadelphia police, and an investigation was launched. Bailey and Spencer were arrested and charged in early January. Damari’s body was not recovered until March, when city workers cleaning out a lot discovered the duffel bag.

Bailey’s attorney, Paul DiMaio, said the woman is remorseful and also likely a victim of Spencer’s abuse. She cried throughout the proceeding, and at one point, asked to leave the room to avoid watching the videos of Spencer allegedly beating her son. The judge said no.

Spencer’s attorney declined to comment. Throughout the proceeding, he showed no emotion, appearing, as Myers said he did throughout police interviews, “completely detached.”

I'd have to refresh some on this one but recall some.

I do not recall whips and these details from the neighbor. Someone TRIED to save this CHILD RIGHT about when they moved IN or shortly thereafter. Another huge failure of CPS!! HUGE. What this child endured every single day! I am not going to blame her for not calling police but calling CPS and that I'm sure was scary enough for her as many a person reported may think it is a neighbor depending on the claims. Hearing such definitely would mean neighbor most likely. She was already fearful of the guy. CPS is supposed to and SHOULD keep confidential, however, it can be determined and found out by a parent who called by not too much effort so she risked enough doing that. And THEY should have went and/or called an officer to go with them and DONE something, NOT HER.

They referred her to LE?!! IF LE showed up like just called, it will immediately be known to them someone called on noticing something that day. LE responds to emergency calls!

The mother is remorseful? LIke HE77 she is!! She was leaving this child home alone likely when she wanted to see him or go party and meet men when she lived with her dad!! She then left when told to stop doing such and moved her son in with this monster and herself a monster who at least neglected if not worse when even with her father. She is sorry for HERSELF. And not wanting to watch has to do with having people know what she did and allowed her son to go through!! Imo. Oh AND did not let grandpa ever see him again either.

And I don't want to say this and don't know how to say it in terms that describe what I mean without just saying it but we see a case every now and then these last few years for sure where the child abuser actually has video or pictures of the abused child and as in these hearing his awful pain and screams and more so much people in the room could not listen and even officers did not want to. That says PLENTY. This is what bothers mom imo, she was likely raised to be a decent person, look she even had a parent willing to help her if not two (don't recall if mom and dad or just her dad) and house them and everything and she went to this man and put her son in his hands AND stayed despite it all. She KNOWS what that courtroom is hearing and how bad it makes her. Again sorry for HERSELF.

Anyhow to finish what's hard to put into words, why would the abuser want these kinds of videos? On their phones, etc.... I can only think of one reason and that's that instead of shame or guilt theya actually enjoy such abuse giving and get off on hearing it again, etc. And that makes me wonder if physical abuse was the only kind of abuse he heaped on this porch child. Either way it gave him some kind of sick kick.

Hopefully both rot forever.

Terrible details enough just in the post, can't imagine being one like the neighbor to hear such or those in the courtroom hearing such.

She had options and a parent who would help but nope. All for self and men and then this monster of a "man". I don't need to hear any sob story of how she was abused by him either, not in this one. She HAD OPTIONS. She WORKED, she could have made up with dad and quit leaving him home alone and been a responsible MOTHER. SHUT UP WOMAN AND HER ATTY!

He's as bad as they come but she's no better. It was HER child and she cared less. All SELF.

RIP Damari, we know you went through total HE77 on earth.
