Circumstances of Discovery
This victim was found deceased at the Whitehall Motel in El Dorado, Arkansas on July 10, 1991. Her identity is unknown; she apparently used several aliases throughout the years prior to her death. Authorities have determined that she resided in the Dallas, Texas region; Shreveport, Louisiana; and Little Rock, Arkansas before she died. At the time of her death, she was a resident of El Dorado. The victim may have initially been a runaway from the Florida area, which may be the reason she did not use her true identity.

The victim came to El Dorado from Dallas in early 1991 where she used the name "Kelly Carr/Karr". She had worked as a prostitute at the Carousel in Dallas. After leaving Dallas, she stopped off in Shreveport and then arrived in El Dorado. The victim was frequently at the hospital emergency room from beating and was arrested in May of 1991 for bad checks and she gave the name "Cheryl Ann Wick" from Minneapolis. Previous to her death, she worked as a topless dancer in Little Rock and that is where she told her "friends" she was originally from Florida.

After her death, Police found a Bible in her belongings. There were several names in it: Willie James Stroud, Sharon Yvette Stroud, Ladonna Elaine Stroud, Johnny Lee Stroud, Viola Elizabeth Ross Stroud, Donna Jean Stroud, Bobbie Joan Stroud and Willie James Dantzler Sr. They subsequently found that this was a Black family in Irving, Texas and believe that she lived with the family for a while. At some time she was arrested in Dallas and Houston with the aliases: "Cheryl Wick", "Sharon Wiley", "Kelly Carr" and "Mercedes".

When found, she had an Arkansas ID card which read "Cheryl Ann Wick". Police located the parents' address and when they called, Cheryl herself answered and said that she did not know the vitim. The police believe that this was a case of identity theft. A detective found a copy of a letter sent from the police to the FBI stating that the suspect had said that her name was "Kelly Lee Carr" age 24, and that she was wanted in Virginia and along the East Coast for bank robbery.

DNA Just Led To A Major Break In A Murder Case That’s Stumped Police For 27 Years

We did a genealogy background and a woman in Alabama was our first link to it,” the detective told HuffPost on Wednesday. “I couldn’t find a phone number for her, so I contacted the family on Facebook. At first, they thought I might be a quack, so they did some checking and found out you did a story on it and then it went from there.”
Phillips said a genealogist she is working with has since identified Doe’s father as a descendant of Daniel Wood and Mamie Carter, who had nine children and lived in Virginia. The couple is the great-grandparents of Christina Tilford, the Alabama woman whose DNA provided the first link in the case.
Tilford, who learned she’s Doe’s second cousin, told HuffPost she didn’t recognize Doe but could see a family resemblance. She said she shared her DNA with the website about a year ago in hopes of tracing her family roots.
“I was really shocked,” Tilford said of being notified by the detective about the match. “I didn’t expect something like this to come from my DNA test.”

I wish the DNA Doe project would take this case. I don't think it will be solved any other way at this point.
They did and have gotten closer than ever before to identifying her! They found distant relatives, yet it's still a mystery. I am hopeful that it will be resolved soon!
The note that her killer/"boyfriend" left, claiming that he could give details that would solve her case and couple other cold cases- if he was paid $2000 before and $2000 (pretty sure that's right, off the top of my head) after divulging the info- seemed tempting. I know (or think I know) that police don't make such deals. I am curious, however, why no others have been tempted by the bribe for information. Do investigators not believe he has this knowledge, or do they refuse his offer/bribe out of principle (which is understandable)?

I'll bet he was so wishy washy that they didn't trust him. I've never heard of someone getting a bribe, though.

Someone posted this on Reddit nearly a year ago. Someone found a picture of what may (or may not) be our Jane Doe. It was part of someone's online album on Flickr and the album was titled "Willie James Stroud III", which was in fact one of the names that was in the diary (minus "The Third"). This family is also black and the only white person in any of these pics appears to be the woman who could possibly be Jane Doe.



I personally can't make up my mind whether I think it's her or not, but there's a lot of other stuff that lines up.
 
Back around to this case and re-reading just because ;). As many times as I read about this case it just now stuck out to me that she had children taken away from her. It's sort of a small snippet in the abundance of information and misinformation about this woman.
They say they have located her family, as linked in the above post. I wonder when we will get further updates?

Just going back and reading over all the information available for this woman and came across this article, I hope that she can have her name back soon. It always amazes me that a person can just drop off the map so to speak and never be reported missing or have people searching for her. Now that they have found at least one person in her family I think it will only be a matter of time before the dots are all connected and she has her name back.
 

El Dorado Jane Doe: Investigators identify woman nearly 31 years later​

The story of 'El Dorado Jane Doe' is a case that's been actively investigated since 1991, when an 'unidentified' woman was murdered by her ex-boyfriend on July 10 on that year.

Now, nearly 31 years later and Arkansas investigators have officially closed Kelly's case-- identifying 'El Dorado Jane Doe' after years of DNA testing.

Investigators have identified the woman as Kelly, whose last name is being withheld out of privacy for the family. The confirmation of Kelly's identity comes after authorities, like former lead detective Cathy Phillips, continued to push the case throughout the years.

The discovery of Kelly's identity also comes after investigators Yolanda McClary, Jean Grier, and Michael Leclerc worked with Phillips to pull together and test pieces of DNA.
