On July 24, 2000 the partially skeletonized remains of an older man were found floating in the Atlantic Ocean between Maine and Canada 27 nautical miles off Jonesport, Maine. He was unrecognizable due to insect/animal activity. Forensic scientists determined he was White/Caucasian, possibly of mixed race, 6’2, estimated 170-190 lbs. with a thin build, and gray or partially gray hair. He had an unusual dental appliance: a removable Nesbit partial denture, and possibly was a pipe smoker. He wore typical men’s clothing, but with two pairs of white tube socks. The man died approximately 2 months prior to being discovered.

Washington County John Doe was a male found in the Atlantic Ocean in 2000.

The male's remains were found floating in the Atlantic Ocean, near Jonesport, Maine. Insect activity was noted; his body was unrecognizable.

In 2019, the case was taken by the Parabon Nanolabs, which provided estimations of previously unknown characteristics.

    • Cardiac hypertrophy
    • Coronary Atherosclerosis.
    • Moderate Emphysema
    • Nephrosclerosis.
  • He was possibly a pipe smoker.
  • DNA phenotyping suggested the following features:
    • Hazel or green eyes
    • Light brown or brown hair
    • A light complexion
    • Possible presence of freckles.

AUGUSTA, Maine —
A skeleton found 27 miles off the coast of Maine nearly 23 years ago has been identified.

The remains were found near Grand Manan Banks on July 24, 2000. Fingerprints and DNA samples were taken, but no leads were found.

In 2019, investigators analyzed a DNA sample and learned the man was Ashkenazi Jewish, but still didn't know who he was.

Then in May of last year, the FBI analyzed fingerprints which were then linked to the dental record of Philip Kahn, 84.

Kahn flew from Las Vegas to New York City in July, shortly before he was reported missing, but why or how he ended up off the coast of Maine still remains a mystery.

Philip was nearly 20 years older than the estimated age range! Also interesting that they originally got no results off of his prints, but they re-ran them in 2022 and got a match.

When the remains were located in 2000, the OCME did an autopsy and took DNA and fingerprints. The fingerprints were submitted to the FBI but did not produce any matches. The DNA sample was uploaded to the FBI's Combined DNA Index but was not matched.

In 2019, the OCME contracted with Parabon Nanolabs to analyze the DNA and attempted forensic genealogy, but it did not produce any viable leads.

However, in March 2022, the OCME met with the FBI's Criminal Justice Information Services, Deceased Persons Identification Services Division regarding updated technologies available through the FBI. The OCME submitted the unidentified person's fingerprints to DPI Services in May 2022, and the FBI was able to match the fingerprints and dental records to Mr. Kahn, who had been reported missing in Las Vegas in 2000. Mr. Kahn's next of kin has been notified of the identification.
