An Oklahoma woman was arrested after allegedly giving her 2-year-old child to a man selling her drugs.

That child hasn't been seen in more than two years.

The Moore Police Department arrested 39-year-old Ashley Rowland last week after she admitted to giving the child to a man who she was buying meth from. Police are investigating every lead to help find the little girl.

In April 2023, the Oklahoma Department of Human Services was asked to pick up the little girl, but she couldn't be found, according to an affidavit.

DHS got in contact with Rowland at a house in Moore. That's when the mother claimed the child was "with her father in Georgia."

The department found out that she wasn't telling the truth.

Rowland was interviewed by police, admitting that she gave the child to a man named "Carlos," and that she hadn't seen him or the girl since April 2022. She told investigators that "Carlos" could be the child's father, but she wasn't sure.

She said she doesn't know his last name or have any identifiable features for police to find him, but that he was going to Mexico.

People living near the home where Rowland was arrested said they see children in the yard occasionally, but they don't really know her or the family.

KOCO 5 reached out to DHS about the case. They said they can't comment on the investigation, but the situation is "heartbreaking and unimaginable," and they are grateful for those working to find her.

The little girl would now be 5 years old, according to an affidavit. Moore police said they weren't yet able to release the child's name or a photo to help search for her.

That little girl has been missing for two years.

Ashley Rowland, 39, was booked into the Oklahoma County Detention Center on a $3,000 bond. A judge was in the process of raising that bond to $100,000, but she was let out before that paperwork was processed.

KOCO 5 reached out to the judge. His office said the paperwork wasn't complete in time, and an arrest warrant will be issued for Rowland.

Rowland would have to be taken back into custody then post that higher bond he ordered.

Child advocates said she shouldn't have been booked on that low of a bond in the first place.

"Far too many of these kids fall through the cracks," Joe Dorman, CEO of Oklahoma Institute for Child Advocacy, said. "They need to do what they can to make sure that she is detained and assisting in trying to locate this child."

Rowland told police she hasn't seen her daughter since April 2022, and that she gave the child to a man named "Carlos," who may be in Mexico, according to court documents.

"After two years, you just don't know. The fact this went unreported – where were family members? Where were neighbors?" Dorman said. "Anybody who suspected this child was in danger, by law, was supposed to pick up the phone and make that call."

I'm kind of wondering how long he ordered the raise was to the time she was released. How long did it take this paperwork to be completed and/or did somebody drop the ball (besides making the original bail so low).

The Moore Police Department (MPD) has called the Oklahoma State Bureau of Investigation to help with a missing person case involving 5-year-old London Kerr.

London is the daughter of Ashley Rowland, who was arrested in October for child desertion.


Since Rowland's arrest, MPD officers and detectives reportedly have been searching multiple properties, storage units, and electronic devices regarding London's birth certificates, social security information, clothing, toys, or anything that could lead to identifying London or her whereabouts.

Investigators said they have not found any records. They said they only found one picture of the child when she was around 1 or 2 years old.

Unfortunately, London is still missing, and this case remains an ongoing investigation. The Moore Police Department has done everything in its power to locate London within our jurisdiction. - Moore Police Department

Rowland is currently out of jail after posting bond.

MPD said more charges will be filed related to the London's disappearance.

Police continue searching for child allegedly given away by mother in 2022 drug deal: Reports​

Police in Oklahoma are searching for a child who vanished three years ago after her mother allegedly gave her to a man selling her drugs, according to reports.

The Moore Police Department has been investigating the disappearance of London Kerr, who has reportedly been missing since she was 2 years old. The child would be 5 years old right now.


Moore police said investigators have been searching for clues to track Kerr down.

"Since Rowland's arrest, Moore Police and Detectives have searched multiple properties, storage units, and electronic devices regarding London's birth certificates, social security information, clothing, toys, or anything that could lead to identifying London or her whereabouts," the department said in a press release.

Despite their efforts, they have only been able to obtain photos of her. The department has formally tapped the Oklahoma State Bureau of Investigation to help them with this case.

"The Moore Police Department has done everything in its power to locate London within our jurisdiction and plans to file additional charges related to the disappearance of London Kerr," the department explained.

On Wednesday, a spokesperson told USA TODAY that Kerr has been added to the National Crime Information Center(NCIC).
