It’s been nearly a month since police shared surveillance images of the man suspected of killing 37-year-old Rachel Morin.
“Initially the family was very hopeful,” said Randolph Rice, Managing Partner of Rice, Murtha, and Psoras.
The law firm is representing Morin’s family.
Though surveillance images only show the suspect from the side and back, law enforcement said the video evidence generated dozens of tips in the days following its release.
“Unfortunately, the trail has gone a bit cold because they have not been able to put a name to that DNA or to the video itself,” said Rice.
Now the Morin family attorneys are getting creative to generate new leads in this murder investigation.
The revelation prompted a new digital ad campaign, which Rice hopes will move the case forward. On Wednesday, he shared a list of 30 online news publications where ads with the suspect’s photo will run in Spanish.
“[The family doesn’t] want this story to lose steam because the more people that see the video the better chance we have of somebody recognizing this individual,” said Rice.
On Wednesday, a spokesperson for the Harford County Sheriff’s Office said there were no new updates to share in the investigation. The spokesperson said the HCSO is also engaging with the Hispanic population in its search for Morin’s suspected killer.
A video update from Sheriff Jeffrey Gahler, which was shared on social media last week, had both English and Spanish subtitles.
“If we do not apprehend this individual, he will kill again is he has not done so already,” Gahler said, in part.
Makes me think of Dulce's case where the Hispanic community is not going to come forward if they don't have legal status. They need to tell more. How big of a population of Hispanic is there in this area? Has anyone come in recently for seasonal work? This man traveled from coast to coast. That recent case where that poor was it 12 or 13 year old girl was killed and raped and she called her dad at work that someone was pounding on the door, they had lived in like three different states or some such all due to his getting work. And I'd bet they were illegal. Of course that is never said. My point is travel is not unusual with a work out fit or on their own to where they can get work. What places there are known to hire them, etc.? In the IA case of Mollie Tibbets, he was working on a farm there. Again, they tend to stay away from talk of the illegal status AND never come down on the employer either but I'm not saying all this to get into a convo of illegals or opinions on it.
Where I live, there is a large number of Somali. There are also quite a few Asians. I never though knew of much of a Hispanic population until just this past year. Where I work I am starting to realize there are quite a number and maybe that has happened in recent years or was always the case since I've been here b utSteve Goncalves said that his daughter was stuck in her bedroom because of the property layout in

One thing I notice is they ALL use cash. Once in a blue moon, one will have a debit card. And I mean if they have a purchase for $5,000, they get out that many hundred dollar bills. Dumb me, at first when I was realizing it I figured they had a penchant for cash more than cards and I do think there may be some truth to that, their counries are generally behind on technology and such some years later than us or used to be anyhow. But of course I quickly realized they are PROBABLY illegals and that's the reason.
Where I am headed here , and my point is, if they look for this man in the area geting gas, eating out, etc. they very likely may NOT be able to match him to a purchase with a card and a name. And even if a vehicle, it may well not match up with him and a name either. In Tibbetts, the car came back to I think it was a cousin or niece or some such who helped him out and put it in her name and so on. She had to testify if I recall.
I think it VERY likely he traveled coast to coast for work. I think it unlikely he was rich, legal and traveling to see the country and visit people. Of course he COULD be involved with drugs or something but more likely I am thinking like Tibbetts who also by the way was out jogging, that guy was working at a farm in the area again. Somewhat transient, going where the work is... He may well have traveled to Maryland however to get away from the crime in Cali and may have friends or family there...
There is another message they need to put out in Spanish and that is that anyone with knowledge who helped, aided, harbored can be subject to charges and that they need not worry about coming forward, etc. if they do the right thing.
I'm not saying he is illegal, who knows, and am not commenting on the issue. The ones who come through our store are very likable but there are a LOT here in crimes we hardly hear of who are hard core criminals and drug cartel types and so forth. I think most of the ones I see would love to be here legally if they could swing it or navigate the b.s. However, they aren't the only ones that cross our borders.
This man could well be wanted in his own country for crimes. Came here to hide and to work and commit more crime. Or, maybe, he has never worked a day in his life. Maybe he is legal and has been for years on end. One would think then though he'd have some kind of record but I guess when you don't have a name you can't determine that...
My speculation and guess on this one: Illegal. Working in the area and traveled there with a group or himself to do so. Staying in housing for the job or with family or friends or coworkers, other illegals in the Hispanic population there. Apparently there is one. He is a bad apple of course and SOMEONE/ONES know him. And know it.
There was a time you mostly only saw such populations in the south, the warmer states, the border states. I think some still think that's the case but it isn't. Who would've thunk? This is Maryland. Dulce's case was in some eastern state too, can't remember which, Connecticut? We don't know who her abductor is but we know they worried about tips from her community of Hispanics since many were illegal.
it doesn't help solve crimes that's for sure when you can't feel safe coming forward.
