The victim's remains were located in a ditch near mile post 5 on the west side of Interstate 90, approximately five miles south of the Wyoming/Montana border.

It is believed the victim was murdered at another location and dumped at the discovery site.

In September 2019, the FBI released a Violent Criminal Apprehension Program (ViCAP) alert regarding the cases of Bitter Creek Betty and Sheridan County Jane Doe. It states that the unknown killer of Bitter Creek Betty and Sheridan County Jane Doe has also been linked to the murder of Pamela Rose McCall through DNA. It also states that Sheridan County Jane Doe was approximately 10 weeks pregnant at the time of her death.

“On 03/10/1991, 03/01/1992, and 04/13/1992, three female bodies were found along the Interstate Highways in Tennessee (TN) and Wyoming (WY), which have been linked to an unidentified white male DNA profile.

On 03/10/1991, Pamela Rose McCall’s body was discovered approximately 100 feet from the Saturn Parkway, west of Interstate 65 (I65), in Spring Hill, TN. Pamela was 32 years-old, 5’6” tall, 120 pounds, with shoulder length brown hair. She was dressed in a black miniskirt and tan panty hose (no shoes or socks). She was last seen at the Union 76 Truck Stop, ten miles north along I65. She was sexually assaulted and died as a result of manual strangulation. She was 20 weeks pregnant at the time of her death.

On 03/01/1992, the unidentified nude remains of a Hispanic/Latina (based on ancestral DNA) female were found off the westbound lane of Interstate 80 (I80), along the bottom of a slope, at the rest area known as “Bitter Creek”, 40 miles east of Rock Springs, WY. The victim was between 24 – 32 years-old, 5’8” tall, 130 pounds, with collar length brown hair. She had a long vertical scar on her abdomen, potentially a caesarean scar, and a red rose tattoo with what appears to be Chinese characters between the stem and the right leaf on her right breast. The cause of victim’s death could not be determined; however, due to the circumstances on how and where victim’s body was recovered this case is considered a homicide. The victim had evidence of trauma to her neck, face, and jaw as well as a potential puncture wound of the left nostril, which penetrated her spheroid bone. It could not be determined if this wound was by the offender or if it was the result of postmortem recovery. (Refer to figures 1 and 2 and National Missing and Unidentified Persons System (NamUs) database, case report numbers UP8894.

On 04/13/1992, the unidentified remains of a white female were found in a ditch along southbound Interstate 90 (I90), approximately 5 miles south of the WY and Montana (MT) state line, in Sheridan, WY. The victim was between 17 – 23 years-old, 5’5” tall, 115 pounds, with shoulder length sun bleached brown hair. The victim was fully clothed with the exception of her shoes and socks, which were never recovered. She wore size 5 Kayo of California medium blue jeans with a white plastic belt having a gold color buckle; a size large Sauci brand blue and white checkered midriff blouse with pearl colored ornamental buttons; a size 38C Chic brand light blue lacey bra, and size 5 – 6 Bill Blass brand dark blue and pink paisley print bikini panties. The victim was approximately 10 weeks pregnant at the time of her death. The cause of victim’s death could not be determined; however, due to the circumstances on how and where victim’s body was recovered this case is considered a homicide. (Refer to figures 3 and 4 and NamUs database, case report number UP9970.)

The public is encouraged to provide any pertain that could assist in identifying the victims and the perpetrator responsible for their deaths.”
 
A few things that I am sure they already realize jumped out at me.

First, and I think most women would agree, that to have the size of breasts that Sheridan Doe does and wear a size 5 jean makes me think of breast augmentation but if so, I would think they know that. I am not saying no woman can wear a small sized jean but have good sized breasts, but I have only known a few in my lifetime in which it was natural. On the other hand, it is not unheard of and I don't mean it is extremely rare at all, but many of us wish I am sure. At the very least, it should help identify her, because one would think even if all real, she would have narrow hips but a fair sized bust. Many have a size of waist that would fit in a size 5 or 3, etc. but if you have hips of much size, you wouldn't get them over the hips.

Two of the three were found without shoes. Are shoes a memento he takes? Where does he dump them? Somewhere separate from the bodies apparently. At a wayside garbage, out the window but before dumping the bodies?

A trucker comes to mind due to the different locations and crossing of the state line in the Sheridan case at least; worse would be a serial killer who is on the move hunting who is not a trucker and there may be more victims.

The woman who was pregnant I do not add as meaning he knew her. He could well have abducted someone who he had no idea was pregnant as she was not that far along.

They all seem to have been dumped on interstates and again, it brings a trucker to mind.

I mean no offense whatsoever to the victims but were they prostituting? The one known victim was at a truck stop in a black mini-skirt and another was wearing a shirt showing cleavage, not that that means that at all.

They are all under 32 by their estimations and all fit together in the sense that not a single one is overweight.

Trying to tie my thoughts together, all interstates, different states, one at a truck stop last seen so all could have been at truck stops due to the interstate dumping, one in a shirt showing cleavage, one in a mini skirt (again NO offense to the victims), so it fits with a trucker and prostitution. The fact that two of three are unidentified also fits as no one either has reported them missing or they have not been connected to a reported missing person. Could they have just been looking for rides out of state is another possibility?

Finally, the three are in 1991 and 1992 and each one in the spring, March or April, although Sheridan is estimated to have died in February. The first two mentioned above are almost exactly a year apart, at least when they are found and the last two are both in the Wyoming area.

Long winters, married, laid off in the winter and stuck home perhaps and once he is back out on the road working and away from the wife and/or kids, etc. he strikes? Construction worker, trucker...

Age? Not a youth, he has the ability to travel, hide evidence, dump bodies and shoes separately, a place to take them (truck again?), funds to travel, etc. I know of a man who has a home in one state and another in Montana, states away. His job allows that as the one state often has work in the other state. His wife, to my knowledge, hardly ever has been to the Montana home, too remote for her, etc. So it could be a job like that. In no way is that the guy lol, I am just using him as an example that the perp's job could play into this.

Either they have not connected other murders or he has stopped. Is he dead, moved out of country, in jail but with no DNA taken(?), the urge has left with age (can't think of a better way to say that, sorry)?

Whatever DNA they collected does not find him in the DNA database.

I don't suppose they have DNA of the baby in the case of the pregnant one to try to find or match to the father?

The last two were very close together in time and both in Wyoming. Tennessee is a long way from there. The first victim here was found in TN. If not a trucker or some such, did he move from 1991 to 1992?

None of the articles I’ve read about Pamela Rose McCall (the only identified victim) state that she was a sex worker. However, they state that she was a hitchhiker.

"I think whoever did it came along after he dropped her off," said Lyell.”

I believe the tattoo artist that tattooed Bitter Creek Betty (the victim found on 03/01/1992) stated that Bitter Creek Betty was transient and a hitchhiker as well. So I’m assuming Sheridan County Jane Doe was a transient hitchhiker also, which is why she hasn’t been identified. She probably lived in a different state, hundreds of miles away.

I am not surprised there is more info they have. I just went by what was here and didn't look anything up. I appreciate you filling me in.

Hitchhiking was a thing in the 70s but I don't know many women who would do it by the 90s, for certain by the time they are a bit older than teenaged or so. That doesn't mean they were sex workers but transient as you say. I just have known more than a few friends who either are truckers or have husbands that are and have heard a lot about who they encounter, at truck stops of course. One woman told me her husband, who she trusts implicitly, a lot about it and shared a lot of it with me so I tend to think that way when it is a truck stop and/or trucker, etc. or at least wonder.

So with the known victim, there is/was someone of interest who she dated that she had an issue with the week before. He sounds like a very likely suspect. She was the one in Tennessee and the first of the three right? I wonder if they were able to determine whether he would have been near Wyoming the following year or whether that may have cleared him?

So a fingerprint match was also made on her from Virginia and New Jersey and someone said she had no permanent address and liked to travel and had headed to Tennessee to see friends? This was the one that was pregnant and had a son in South Carolina right?

A lot to think about in this case. Again, I appreciate the answers. I am going to guess a lot more is known than what is shared.

Could she have been wearing a larger size bra because someone gave it to her and she didn't have anything else to wear? Or she was trying to look larger than she was? Just trying to think outside the box.

Could be, great point, I never thought of that. I know it was an odd remark for me to make but I used to wear that size jean (some years back) and I had no breasts and most women naturally do not in smaller jean sizes. Now on the other hand, I have known women from an entire family who have no butts but they do have large breasts so it is not unheard of I guess but I also would put it down to genetic then. In that case though, some of them have stomachs so again, the smaller jeans would not fit great.

My mom always said when one loses weight, it's the first place you lose it lol.

But yes, if transient, etc., it could have been an ill fit or padded to look larger or have cleavage. That is an outside the box thought you had!

Yes, the first victim in Tennessee is Pamela McCall. Pamela had an issue with the man she'd been dating on the night she was murdered. They were in the car on the interstate, got into an argument, and then she got out of the car. I don't think he is the killer, as I think law enforcement would have compared his DNA to the DNA at the crime scene. Since the DNA profile is unidentified, I guess it didn't match (that's if they tested the DNA of the man she'd been dating). Also my presumption is that this serial killer only kills random women he doesn't know and has no connections to. If he did, he'd be quickly caught. That is what happened with Keith Hunter Jesperson (a truck driver serial killer). He only killed random women until he killed his last victim, which was his girlfriend. That lead to him being arrested.

I don't think Pamela McCall was this serial killer's first victim either.

He could be dead now, or he could've stopped working as a truck driver which gave him less access to potential victims. Or maybe he got married and had children. Another possibility is that he was arrested for another crime and is currently in prison in a state that doesn't require retroactive DNA collection from prisoners. For example, Alex Ewing (the perpetrator of the Colorado hammer murders) committed multiple murders in 1984 and subsequently after, he was arrested and incarcerated for other violent crimes. He had been in prison since 1984, was never connected to the murders, and his DNA wasn't in the database until Nevada passed a DNA collection law and made it retroactive. In 2018, his DNA profile was uploaded to CODIS and it linked him to the Colorado hammer murders. If more states can pass retroactive DNA collection laws, maybe this serial killer will be identified too. However I think their best shot at identifying him, and his unidentified victims, is to use genetic genealogy.

Wow. I agree on the retroactive DNA collection, I think it would solve many unsolved crimes. I also thought of the genealogy angle. It sure seems like with three victims, DNA and the things they do know, there is a good change of cracking this or at least of identifying the victims.

Year wise it was before cell phones were real common so there is probably little there (at least I did not have one yet lol). What about video? Did any nearby truck stops or businesses in the radius of any have video inside or outside? Not as common either I imagine.

Wyoming DCI arrests suspect in ‘Bitter Creek Betty’ and ‘I-90 Jane Doe’ homicides

The Wyoming Division of Criminal investigation, a statewide law enforcement agency, has announced the arrest of a 59 year old Iowa Man on a cold case murder investigation dating back to Wyoming in the early 90s.

Agents with the Wyoming Division of Criminal Investigation, Federal Bureau of Investigation, and Investigators with the 22nd Judicial District Attorney’s office of Tennessee arrested Clark Perry Baldwin, age 59, of Waterloo, Iowa for the death of “1-90 Jane Doe”, “Bitter Creek Betty” and Pamela McCall.

The arrest was made in Waterloo, Iowa at Baldwin’s residence.

Baldwin is being charged in Wyoming with First Degree Murder in two Wyoming cases that DCI identified as “I-90 Jane Doe,” out of Sheridan County, and “Bitter Creek Betty,” out of Sweetwater County.

Additionally, Baldwin is being charged in Tennessee with two counts of First Degree murder in the 1991 death of Pamela McCall and her unborn fetus.

DCI reports the case began in March of 1992, when a female was found deceased near the Bitter Creek turnout in Sweetwater County Wyoming. “Investigators did all they could and exhausted all the technology available to them at that time. I-90 Jane Doe and Bitter Creek Betty remain unidentified,” a DCI statement said Wednesday. “The Wyoming Division of Criminal Investigation joined the investigation of ‘Bitter Creek Betty’ and ‘I-90 Jane Doe’ and worked hand in hand with local Investigators and prosecutors.”

“Due to advances in technology, they were able to link Baldwin to the crime and arrest him on first degree murder charges from Sheridan and Sweetwater counties,” DCI continued.

Wyoming DCI arrests suspect in ‘Bitter Creek Betty’ and ‘I-90 Jane Doe’ homicides

The Wyoming Division of Criminal investigation, a statewide law enforcement agency, has announced the arrest of a 59 year old Iowa Man on a cold case murder investigation dating back to Wyoming in the early 90s.

Agents with the Wyoming Division of Criminal Investigation, Federal Bureau of Investigation, and Investigators with the 22nd Judicial District Attorney’s office of Tennessee arrested Clark Perry Baldwin, age 59, of Waterloo, Iowa for the death of “1-90 Jane Doe”, “Bitter Creek Betty” and Pamela McCall.

The arrest was made in Waterloo, Iowa at Baldwin’s residence.

Baldwin is being charged in Wyoming with First Degree Murder in two Wyoming cases that DCI identified as “I-90 Jane Doe,” out of Sheridan County, and “Bitter Creek Betty,” out of Sweetwater County.

Additionally, Baldwin is being charged in Tennessee with two counts of First Degree murder in the 1991 death of Pamela McCall and her unborn fetus.
