‘Person of Interest' in Death and Dismemberment of Four Oklahoma Men Found in Florida After Going Missing​

A man police have called a "person of interest" in the slayings of four Oklahoma bicyclists was arrested Tuesday more than 1,100 miles away in central Florida, authorities said.

Investigators in Okmulgee told reporters a day earlier that they wanted to question Joseph Kennedy about the slayings of Mark Chastain, 32, Billy Chastain, 30, Mike Sparks, 32, and Alex Stevens, 29.

The friends were last seen riding their bicycles more than a week ago and were later found shot and dismembered in the Deep Fork River, police said Monday. They said Kennedy had disappeared.

The men were believed to have left a house in Okmulgee on bicycles the evening of Oct. 9. The police chief said that the official cause of death was pending but that all four men had gunshot wounds and that their bodies had been dismembered.

Police interviewed a man Friday who owns a scrap yard in the area, but that man -- believed to be Kennedy -- was then reported missing and possibly suicidal, Prentice said.

Kennedy was arrested in Daytona Beach Shores, Florida, in a car "that was reported stolen to the Okmulgee County Sheriff’s Office" on Monday, according to an Okmulgee police statement.

He was also booked in connection to a 2012 shooting in Okmulgee, police said.

The bodies were discovered Friday after a passerby saw something suspicious in the river near a bridge, police said. The bicycles have not yet been found, Prentice said.
The men were all from Okmulgee, which has a population of around 11,000 and is about 40 miles (65 kilometers) south of Tulsa.
He was also booked in connection to a 2012 shooting in Okmulgee, police said.

A person of interest in the grisly killing of four Oklahoma men has been arrested in Florida, police said Tuesday.

According to the Okmulgee Police Department, Joe Kennedy was taken into custody in Daytona Beach Shores. He is charged with grand theft auto and being held without bond.

Officials have begun the process of getting Kennedy back to Okmulgee County.

WESH sister station KOCO reports that Kennedy was a person of interest in the case of four missing men who were found shot and dismembered in the Deep Fork River.

KOCO reports Kennedy owned a salvage yard that was connected to a property where police said a "violent scene had taken place."

Mark Chastain, 32, Billy Chastain, 30, Mike Sparks, 32, and Alex Stevens, 29, were believed to have left a house in Okmulgee on bicycles the evening of Oct. 9. They were planning to commit a crime, according to the police chief.

"That belief is based off information from a witness, who says they were invited to go with the men, to quote, 'hit a lick big enough for all of them,'" Chief Joe Prentice, Okmulgee Police Department, said.
Guess I don't know my slang. What is a "lick"? How much can they steal on bikes? If that is what is meant. These are pedal bikes right, not motorcycles?

I'm pretty sure it means the 4 were going to go break into the scrap yard. Whether it was for cash on hand or if the scrap yard had something they wanted but didn't want to buy it. They were the ones on the bikes. I'm pretty sure the "bike ride" was just an excuse they gave family or friends of what they were all going out to do.

While I still think this was more drug related, I dunno. Catalytic converters have a wide range of scrap values. But either way, it's just not smart to theft by bicycle.

They are clamping down on the selling of those here now. The scrap yards are supposed to get the id of any person bringing titanium in any form so for them to get rid of those would not be easy, but not saying they just weren't very bright. Not sure if that is just a local thing though, but scrapyards are required to do that here.

It would also depend on just what kind of scrap yard it is. We have many different types here that have different product they buy and sell. Some don't take autos.

Drugs and money make much more sense to me. A couple of those 4 appear to live a very rough life.
 
Salvage or scrap yards around here often have high fences and sometimes dogs. Not always but not unheard of. The fences are as much because people don't like a junk yard next door to them as much as probably for protection. Meth and stealing scrap seem to go together. Quick cash. I am thinking of course more auto body parts and then they take them to the place that pays by pound to get rid of them and get instant money.

Where my ex worked was not such a place but they always for some reason have had their shop fairly remote and private (dead end, etc.) and often suffered thefts of things they kept outside whether materials, equipment, etc.

Bikes is different BUT easily not seen, no GPS, no headlights, etc. And maybe they had something parked somewhere else... Covering their tracks. Like a truck and trailer. Or were going to take something. Load it up and stick the bikes inside.

But also it could just be they didn't have a pot to pee in or a car.

For some reason this sounds like drugs. Although there are many scrap yards that are legit and run by great companies or private owners, there is a type that has them that I don't think it is their only business sometimes... And sometimes they are very back woods types for lack of a better way of putting it. Just talking around here through the years. Never knew of anything real bad like this but in other areas it probably is bigger drugs, more cash goods and other things going on, hard to say.

This man owned two such places it sounds like. Why would he risk it all and kill four people?? It does sound a bit like maybe something bigger, a vendetta, a constant problem where they can't call for LE help, etc. Drugs. Tons of cash on premises. Etc.

HOW do you kill four people without any issue or them killing you first? Did he expect them? Strange case really.

My guess is the owner was observing what they were up to, whether physically or by camera, and then picked them off one by one from a distance. Just a guess though. I'm not thinking up close and personal contact.

He even may have considered himself in danger but not going to be an easy self defense claim if it was at a distance.

Yeah, he would likely have a security system that maybe got triggered. That would not be too hard to believe.

He also could have quite possibly been tipped off? That crossed my mind. They had at least one friend who declined participation. Who knows who else they told their plans to or talked of them in front of. This also could though be some ongoing thing between the owner and them.

Years ago there was a guy around here who had I think a second home, vacation home or one they weren't always home at and he kept finding his shed broken into and things taken. So he set up if i recall a sawed off shotgun or something so the next time the repeat burglar forced the door again or broke in, it triggered it and it shot the intruder. I can't recall but I don't think it resulted in death but he was shot in the leg I think. He truly thought he had the right. He was frustrated the cops couldn't do anything and he kept losing things and having to fix the door and lock, etc. He was charged but most didn't want to see him in too big of trouble as the intruder was in the WRONG. I think he got a pretty easy deal and no time but they couldn't ignore it. Personally I think you should be able to protect home, property and self and most people think you can or used to but we see cases all the time now where it is questionable if you had the right to shoot a criminal in the wrong.

My point is if he had been robbed more than once OR by this bunch, he may well have been prepared for it or even forewarned somehow.

Several near here have a place for somebody to live onsite to keep an eye on things. Most of the storage places do too. Seems like a pretty good idea if the right person lived there.

Pulling trailers makes me think they may have wanted to steal safes.
 
New info. Sounding like we were right on the drug angle

I'm not sure her cartel angle is correct. They tend to behead their victims. Plus, they were near a scrap yard. Plenty of tools to dismember bodies. It's gross and I'd rather not ponder standing over a body with a Sawzall but it would work.
