Fayetteville police are asking for the public’s help to find 17-year-old Blake Deven, who disappeared several years ago.

While conducting interviews in a separate police investigation, several members of Deven’s family said they had not seen him in several years.

Police said due to the unusual circumstances of his disappearance, the Fayetteville Police Department’s Homicide Unit, which also investigates missing and endangered persons, is leading the investigation.

Fayetteville police requested the National Center for Missing and Exploited Children create an age-progressed photo to better depict what Deven might look like today.

On Wednesday, the police department and the FBI searched three locations in Fayetteville as part of the investigation to find Deven.

The mother was stating she voluntarily put them in foster care, And it was very difficult for her to do so. She wouldn't have been barred most likely from seeing him. Documents obtained by WRAL News on Tuesday revealed how two missing people from Fayetteville are related to one another.

According to documents from the state civil court database, Avantae Emerald Deven adopted both Blake Deven and London Devon years before their respective disappearances.

Both Blake Deven and London Deven went missing between 2019 and 2022. London was last seen in 2019 in Fayetteville.

Fayetteville police have not confirmed how long Blake has been missing, but The Missing Children Database said Blake has been missing since 2022.

Avantae Deven filed a petition for London Devon’s adoption in January 2011, which was approved two months later. Then, In April 2013, another petition was filed for Blake Deven’s adoption and approved.

According to Blake Deven’s biological mother, Felicia Chandler, Blake went into foster care because of abuse allegations, which she denies.

It's been seven years since James Howard moved into a house on Berriedale Drive. It's across the street from the one that Blake and London Deven lived in as children.

Howard said he last saw them about six years ago, but remembers Blake like it was yesterday.

"I've seen him enough because he was actually roaming the yard and the house and stuff doing things," Howard said.

Howard said the picture of London is younger than the teenage girl he saw at the house but is pretty sure that's who it is. Howard says they were foster children being taken care of by Ava Maxwell.

Maxwell still lives at the house. We knocked on the door but got no answer.

Howard said the last time he saw the children was around Christmas, six years ago.

"The girl would come out and stand by the mailbox and she would smoke a cigarette," Howard said. "At the time, she was probably about 17 years old."
Investigators say London Deven is now 27 years old. Court papers show they're siblings.

He said Blake was a little mischievous and recounted a conversation he had with Maxwell.

"I saw him run across the street and he almost got hit by a car," Howard said. "That's what really brought him to my attention. Maybe, probably about a month later, the lady came across and said she had sent him back to the state."

Howard is doing exactly what investigators want. They'd like for folks to share their last interactions with Blake and London to help them resolve this case.

Why are we seeing kids not being reported as missing. Never, Or years later?. I can't understand that. No one notices their absence that it seems suspicious?. These days of MYOB is causing harm in alot of areas.

This is why every state needs some sort of a Caylee's law! Caylee's Law makes it a felony for a parent or a caregiver not to report a child missing to law enforcement within 24 hours.

I agree. All should adopt such. And federal mandate it should be. Yet like the Amber Alert it will pass and then change where we have no cluse until realizing later it has changed and not always for the better.

I agree though that an parent, regular caregiver pr amupme regularly seeing a child should be mandated to report ifall of a sudden they aren't and they have no idea where that child is. ESPECIALLY PARENTS or be charged.

On my initial couple of reads I am not believing ANYONE not buying he has only been missing two years as LE won't confirm such. WTF is wrong in this country? In this world? Seriously!! Even the bio parents that lost them had no clue and this is a double right with the same fosters/adopters, do I have that right, that they have likelky been gone in my opinion even with Deven far longer than know. If he has been gone longer then someone who gave a sighting two years ago or whatever if iis is LYING.

I don't even get the lack of yelling about this sh*t. And maybe it is never known for years as people do NOT speak up! With Daybell going on how can anyone not wonder other than Larry and Kay,, NO ONE wondered where Tylee and JJ were. Not a single one of their group, either Mel or anyone.

This kind of thing these days has me thinking back to kids I went to grade school with for a time whose families moved or were not there long and I never saw them again. Who the F knows.

While I entirely agree with home schooling and with hindsight if one had a choice would DEFINITELY do it versus the school system (not that there aren'tn teachers that care, there are) if one could and could afford it BUT there needs to be a known thing of that the kids are alive and okay because it is so abused by the wrong types. No one yells. Everyone it seems does a MYOB and/or worries about being sued if getting involved or who knows. That is so alien to me if it has gotten that way that I can't even go there. Partial human remains were found during an investigation into the disappearance of a Fayetteville teen and his adult adopted sibling, authorities said Friday.

According to the Fayetteville Police Department, police investigators along with agents with the FBI "developed information that led Fayetteville detectives to locate partial skeletal human remains."

A news release Friday afternoon did not say when or where the remains were recovered but noted that they were not found in the Berriedale home where the missing duo had lived.

The release said the bones were sent to the state Office of the Chief Medical Examiner for identification.

"At this time, investigators have not confirmed who the remains belong to, testing could take weeks or months and do not always result in a positive identification," the statement said.

Since March 27, investigators have been actively searching for 17-year-old Blake Deven and 27-year-old London Deven — both of whom were adopted more than a decade ago in Western North Carolina by a woman named Avantae Deven, court records obtained by WRAL show.

According to a police department incident report, Avantae Deven reported Blake as a runaway on Jan. 19. The report indicates the 61-year-old woman said she last saw the teen in 2022.

The Police Department has said that days later, investigators learned London Deven was also missing and hadn't been seen since 2019 when she would have been 22.

Along with the Berriedale Drive home listed on the incident report, police and FBI agents have searched at least three other locations in the hunt for London and Deven.

"We're asking the public to think back over this long period of time and if anyone came in contact with Blake and London or other members of the Deven family, we want to hear from you," the chief said last week. "Detectives are piecing together a timeline of events and seeking information from anyone who had interacted with or made observations of Blake and London at any time.

Anyone with information on the whereabouts of Blake or London Deven is asked to contact the FBI at 1-800-CALL FBI or the Fayetteville Police Department tipline at 910-578-2697.

So SHE was seen at 22 years of age? Not unheard of but generally an adoptive parent killing a child it is a minor. I am going to guess more is known here from SM or something than I know.

Even with him at teenage years not unheard of but not as typical as younger children.

Of course clearly there's something I don't know. Was it just her who adopted or was there a man in the home?

Hey, maybe you'd be willing to fill me in on everyone's _________ (blanks). Must be a word or term to bad to say? It was either this or that ________________. Murder? We can say that? Trafficking I think we can say that? SA? Been said in many cases. Blanks I think in two now and no one seems to have time to inform but thought you might be nice enough to or ind a moment. I can only guess a bio mom or a family member of the adoptive mom was like where are these kids how is he doing, he will be 18 soon right, haven't seen him in years. I somehow doubt it was the system as they were adopted and no checks unfortunately are done with that generally. Almost every case we see like this (too many but heck this is a long time and when they were grown or almost grown compared to some) has something that spurs the parent or adoptive parents, foster parent etc. to then report the kid missing. Someone wants to see them, a bio is wondering, family hasn't seen them in a long time wants to know how they are doing and get in touch with these children adult and almost adult to attend a family reunion trying to get ALL there (adoptive family even). Something spurred this that seems like a no brainer. I'd have to look back do we know, does the woman have other younger adopted children and there was some report or suspected abuse? So CPS/DCF got involved and actually did their job (some do I'd hope, we see many who don't) and looked into where are these other kids she adopted first that are older and so on as they investigated?

I may for the fun of it say he77 ____________________ is obvious. And ________ and blank are the reason. Because she did __________ on Monday and he wasn't there BUT ___________ and then they saw the dog.

'I thought she didn't want to see me': Missing Fayetteville woman's mother prays remains are not her daughter's

Sherry Foster, London Deven's biological mother, said she's praying that one of the sets of remains does not belong to her daughter, who she hasn't seen in over a decade and didn't learn about her disappearance until Thursday, April 4.

The biological mother of a missing Fayetteville woman spoke to WRAL News after authorities discovered skeletal remains on Friday.

Sherry Foster, London Deven’s biological mother, said she’s praying that one of the sets of remains does not belong to her daughter, who she hasn’t seen in over a decade and didn’t learn about her disappearance until Thursday, April 4.

“All these years I thought she didn’t want to see me [and] now I find out she’s missing,” she said. “You see it on the news and never think, ‘Oh, it’s not going to happen to me.’”

Authorities discovered the remains during the search for Blake Deven and London Deven. The last time anyone saw London Deven was in 2019, and the National Center for Missing Children reported Blake Deven missing in 2022.

According to the North Carolina Civil Court database, London Deven, born Moriah Elizabeth Foster, was adopted in 2011 by Avantae Emerald Deven, who adopted Blake Deven two years later in 2013.

According to Foster, false abuse allegations and an ex-husband in and out of legal trouble led to London leaving her care.

Foster said she met Avantae Deven before London’s adoption.

“She was wanting to adopt her,” she said. “She seemed like a nice person. You put somebody you love and cherish in somebody’s care and hope for the best.”

WRAL News has reached out to Avantae Deven on the disappearance of the two children but has not heard back.

Investigators have not confirmed if the remains belong to Blake Deven and London Deven, adding they did not discover the remains at a home where the Deven family lived.

According to a Fayetteville Police Department news release, the Deven family, including the missing Blake and London Deven, moved to Fayetteville in 2015 and lived at 1834 Eichelberger Drive from November 2016 until June 2019. The family relocated to 1433 Berriedale Drive, the release said, and the adoptive mother still resides there.

Blake, now 17, was reported missing in January by his adoptive mother, Avantae Deven, when police came in contact with her at the Walmart on Ramsey Street. The 61-year-old woman reported last seeing Blake in August 2022 and he is listed on the incident report as a runaway.

During the investigation into Blake's disappearance which kicked into gear in March, police learned another of Avantae Deven's adopted children — London — was missing, officials said.

According to a police incident report released Thursday, the investigation into the disappearance of London, 27, was opened on April 4. The report states she was last seen June 6, 2019.


Both London and Blake were adopted more than a decade ago in Western North Carolina by Avantae Deven, court records obtained by WRAL show.

A member of Blake's birth family told the Observer she last saw her nephew, born Trenton Dawayne Shuler, when he became a ward of the state at the age of 6. London's birth mother, Sherry McClelland, told the Observer this week that she last saw her daughter when she was 4 or 5 years old. She said in a video posted to social media Tuesday that London was born Mariah Foster and asked that people pray for both birth families.

Police Chief Kemberle Braden has said that several locations were searched on March 27 including the Berriedale Drive address. His comments at an April 5 news conference suggest the Eichelberger Drive address was also searched. Braden noted that the family living in the home now is cooperating with the investigation.
