Woman missing for months as cannibalism rumors swirl; image of partially nude caged woman found​

As bizarre rumors of cannibalistic behavior and multiple murder victims flooded social media Saturday, authorities had confirmed little about a missing woman and two suspects now under arrest in South Central Missouri.

Federal authorities ramped up their search for 33-year-old Cassidy Rainwater. Investigators said two men held Rainwater in a cage on Moon Valley Road near Lebanon.

Federal investigators said no one has seen Cassidy Rainwater since July.

Someone reported her missing on Aug. 25.

Two weeks ago, FBI investigators from Kansas City got an anonymous tip that someone was holding Rainwater in a cage on some property near Lebanon. Authorities arrested Timothy Norton and James Phelps.

Prosecutors charged the two men with felony kidnapping. Court documents said investigators found photos on Phelps’ cellphone showing a woman partially nude and in a cage.

Investigators said Norton admitted he helped Phelps to restrain Rainwater.

Beyond the photos, investigators had not disclosed what they found on the Phelps property. Hostetler briefly spoke with Phelps just one time during the past year as his neighbor and heard the rumors of cannibalism.


Cassidy Rainwater is still missing. Anyone who knows where she is should contact their local law enforcement agency.

Murder charges filed on the Cassidy Rainwater case On 08/25/2021 We received a missing person report on Cassidy Rainwater. While talking with the reporting party, Cora Terry, it was revealed the last time Cassidy had been seen was approximately six weeks ago prior to the missing person’s report. Terry advised the last person she believed to have seen Cassidy was James Rainwater. We later learned James Rainwater was in fact James Phelps, who lived at 386 Moon Valley Road, Lebanon, Mo. On the same day as 08/25/2021, after taking the missing person report, Deputies drove to 386 Moon Valley Road to follow up on the missing person report. After arriving at 386 Moon Valley Road, Deputies met James Phelps. Deputies asked Phelps if he knew Cassidy Rainwater. Phelps advised he did but he had not spoken to her in about a month. Phelps advised Cassidy had made a statement about going to Colorado. On 09/01/2021 a Dallas County Detective drove to 386 Moon Valley Road where he spoke with James Phelps concerning the missing person case of Cassidy Rainwater. Phelps told the Detective that Cassidy had been staying with him until she got back on her feet, and she had been there for a couple of weeks. Phelps repeated to the Detective that Cassidy had been talking about going to Colorado. Phelps stated that about a month prior, Cassidy had met a vehicle at the end of the driveway and left in the middle of the night. Phelps stated he had not seen Cassidy since. On 09/16/2021 the FBI contacted Dallas County Detectives and provided a series of photographs. The FBI had received the photographs as a cyber-tip that was titled “Cassidy” by the person who sent them. The photos depicted a partially clothed female in a cage who we recognized as Cassidy. The other photos depicted Cassidy’s body bound to a gantry crane, commonly used for deer processing, and her evisceration and dismemberment. On this same day 09/16/2021, Dallas County Detectives responded to 386 Moon Valley Road. Upon arriving, Detectives recognized items in Phelps back yard that coincided with the photos. Detectives placed Phelps under arrest and had him transported to the Dallas County Jail, while he remained on scene keeping the scene secure until a search warrant was obtained. The search warrant was obtained through Dallas County Prosecutor Jonathan Barker and signed by the Honorable Judge Lisa Henderson. The search warrant was executed by Dallas County Sheriff’s Office with the assistance of Greene County Sheriff’s Office Crime Scene Unit and the FBI. For the next seven days, investigators processed the entire crime scene. Collected during this time was physical evidence including the gantry device, cage, and items from the freezer that appeared to be human flesh with a date written on them of 7-24. Skeletal remains believed to be Cassidy were located on the adjacent property. Also recovered from the scene was digital evidence from electronic devices. In total, over 200 pieces of evidence were recovered. The remains found in the freezer were confirmed by the crime lab to be Cassidy Rainwater. Digital evidence revealed messages between James Phelps and Timothy Norton planning the murder of Cassidy Rainwater. On 09/17/2021 Dallas County Deputy and an FBI agent interviewed James Phelps. Phelps invoked his right to an attorney. On 09/20/2021 Timothy Norton was interviewed by FBI agents. Norton confessed to the murder of Cassidy Rainwater. Norton told FBI agents that Phelps had him come over while Cassidy was sleeping in the living room floor, so he had easy access to attack Cassidy. Norton stated, after entering the house, he held Cassidy’s legs down while Phelps strangled her and placed a bag over her head. Norton stated that after Cassidy was deceased, he and Phelps took a short break before carrying her body outside. Norton stated that Phelps bound her to the gantry crane and Phelps began evisceration and dismemberment of Cassidy’s body. Norton stated he helped Phelps carry Cassidy’s body into the house and placed her into the bathtub. We have not located any evidence that would lead us to believe there are any other victims associated with Phelps and Norton at this time. This is still an ongoing investigation. Cassidy Rainwater death: Preliminary hearing for James Phelps rescheduled for July​

A preliminary hearing for one of the men accused of kidnapping and killing Cassidy Rainwater has been rescheduled.

James Phelps will have a preliminary hearing on July 14, 2022. The original date of that hearing was June 3.

In March, Phelps’ public defender Tom Jacquinot filed a motion to dismiss a charge of abandonment of a corpse. The judge was expected to hear the defense’s reasons for filing that motion at Phelps’ next hearing, so those arguments could be made during the July 14 court date.

Timothy Norton, who is also charged in connection with Rainwater’s death, is scheduled for an arraignment on April 26.

Both Phelps and Norton are charged with first-degree murder, kidnapping, and abandonment of a corpse.
What?! Not for "Abuse of a corpse". That was the the 2nd worst thing they did besides killing her. Evisceration, Dismemberment. And what they did with some of her remains. Some in the freezer, Some on the adjacent property.

A man charged with kidnapping, murdering, and abandoning the corpse of a thirty-three-year-old woman was in court on Friday.

There was a hearing in Dallas County Court for James Phelps.

During Friday's hearing, the judge scheduled a change of venue hearing for April 21.

Dallas County Prosecutor Jonathan Barker said there are three possible locations for a change of venue: Boone, Clay, or Jackson Counties.

The judge also predicts the trial, scheduled for the fall of 2024, will take three weeks.

My kindle acts like a teen that thinks it knows better at times. Its great for reading but not so much for typing.
When those who read this 100 years from now, they'll be asking what's a Kindle? Lol. And what's typing? Like those nowadays who don't know what a landline phone is.

Yeah my phone does it too at times. I shut all that stuff off on phone and computer and then it seems like updates or something turns it all back on. I give up.

I have repeatedly asked why a smart phone is called a "smart" phone as it's a dumb phone quite often.

Under an Alford plea, Phelps does not admit guilt but acknowledges enough evidence exists to convict him.
