WSP needs help finding missing boy last seen in Yakima park​

Washington State Patrol needs help finding a missing and endangered 4-year-old boy, last seen in a park in Yakima.

Authorities say Lucian Munguia was at Sarge Hubbard Park with his parents, but walked off, heading southeast from the parking lot.


Statewide alert issued for missing 4-year-old in Yakima​

Lucian Munguia was reported missing Saturday evening. Sunday, Yakima Police issued a statewide alert for the missing 4-year-old.

The alert is similar to an amber alert, but does not meet the requirements to be considered an amber alert.

The alert is being issued so law enforcement agencies and communities of the missing child.

Lucian is 4-years old, 4' 0" tall, 40 pounds with black hair and brown eyes.

He was last seen wearing wearing a long sleeve shirts with a shark picture on it, blue shorts and black shoes.

He walked away from his parents and was last seen walking southeast from the Sarg Hubbard Park parking lot.

Federal, local teams searching pond at Yakima park for missing boy​

Sarg Hubbard Park is closed as federal and local search teams scour a pond looking for a missing 4-year-old boy.

Greenway Executive Director Kellie Connaughton said the FBI came in Friday afternoon about searching the pond at the park where Lucian James Munguia was last seen Sept. 10.

The park was closed to the public Saturday, with signs along the Greenway path blocking entrances, while a security guard was turning away people. Yakima Fire Department’s technical rescue team’s truck was seen in the park, with another fire vehicle parked outside.

Yellow tape could be seen cordoning off the area near the large pond in the park.
 

Lucian Munguia is confident, smart and sea-loving, family says as they continue to search​

Lucian Munguia is independent, confident, capable and smart.

These are the traits described by his family that give them hope as they continue searching for the 4-year-old, who has been missing from Yakima for two weeks.


Lucian is autistic and nonverbal. Though he isn’t able to have a conversation, he can speak and communicate about the things he cares about, namely sea creatures.

He can name all sorts of sea creatures, from fish to sharks to whales. He says “echolocation” and “sea anemone,” words some adults may have difficulty pronouncing, and he knows what they mean, his family says.

“It was his 3rd birthday, and he had just opened a package of sea creature toys from his grandpa, when he said his first full sentence,” his mother Sandra remembered: “A beluga whale has echolocation.”

This fascination with all things sea has led the family to say, in both humor and certitude, that he’ll be a marine biologist by age 16.

“His capability and the drive he has — it’s amazing to see the passion he has as a 4-year-old,” said his aunt, Amy Bailey of Spokane.


Family members have been leading the search for Lucian since authorities pulled back their search about four days after the boy went missing. The family’s efforts include searching the area on foot as well as in rafts, kayaks and other watercraft, distributing flyers and garnering community support.

They remain in touch with law enforcement officials, who are still actively investigating the boy’s disappearance. Officers walk the perimeter of the pond near Sarg Hubbard each morning looking for signs of Lucian and check in with the family each day.

Many family members are staying in a motel to be near the park. Lucian’s mother said she can’t stand to be far from the scene.

Each evening, the family gathers for a vigil and prayer to recenter.

“When we have that moment, that’s when we call everyone over who’s nearby. We pray every night for his safety and that we’ll see him soon,” said another aunt of Lucian’s, Angela Flores.


Lucian’s love for the sea translates to other bodies of water, including pools, baths and even puddles.


“He loves to swim,” Sandra said. “For a 4-year-old, he knows how to swim. He knows how to swim underwater and come up for breath.”

Angela Flores remembers a recent afternoon at Lucian’s grandmother’s house, which has a pool in the backyard for the grandkids. Lucian was so excited to show her he could swim, Angela said.

“He’s brave,” she said.

Getting him to leave the pool when it’s time to go home is always a challenge, multiple family members recalled.

“His real meltdowns are when you try to leave the pool,” said his uncle, Trevor Bailey. “You have to pry him away.”


This fall, Lucian started in a program for autistic children through Catholic Charities called Applied Behavior Analysis. It’s a program that focuses on helping autistic children learn to communicate and develop social and learning skills, his mother said.

She said he attended the program for about two weeks before he went missing. One of the communication skills he picked up in that short amount of time was to point at his mouth when he’s trying to speak or communicate.

“That’s something they use there, and he was already catching on,” Sandra said. “He learns so quickly.”

And although he doesn’t often speak in full sentences or carry on conversations, he is able to communicate.
 

Last October, Amy and Sarah Bailey spent hours decorating for Lucian Munguia’s 4th birthday, twisting blue streamers to mimic the curl of ocean waves and hanging a sea of fish from the ceiling.

His aunts gave him his first betta fish. Lucian, who is autistic and nonverbal, has a fascination with sea life, and his family said he loves the pet.

“He just stood in front of it, his face pressed against the glass as close as he could get,” Amy remembered.

His family is marking his 5th birthday Wednesday at Sarg Hubbard Park, where he was last seen Sept. 10.
 

Family offering 10,000 dollar reward for the safe return of Lucian​

As the search for Lucian continues, the family is now offering a 10,000 dollar reward for the safe return of Lucian or for information directly resulting in the safe return for of Lucian.

In a statement, Sandra Munguia, Lucian's mom said, "We would like to offer a $10,000 reward at this time for the same return of Lucian James Munguia, or for information directly resulting in the safe return of Lucian."

Right now, an attorney is drafting the official statement that will be finalized and published after the weekend.
 
I don't like this one. Not saying there is any foul play just a lack of details. And clearly he hasn't been found and here it is October 8th.
 

Five Yakima residents gathered outside the Yakima Police Department on Monday morning to ask for more information and transparency about a 5-year-old who went missing at Sarg Hubbard Park on Sept. 10.

They put up and carried signs calling which read “Did you forget,” “We need answers” and “Justicia para Lucian.”

Authorities launched an extensive search of the park, Yakima River and nearby lakes and ponds in the days following his disappearance. Family members are now leading search efforts, and community members have come together to raise supplies and money for the effort.

Yakima police are still actively investigating the case and there is no indication of foul play, said Yakima police spokesperson Yvette Inzunza said Monday.

The Yakima Police Department and the Sheriff’s detectives say there is no evidence of foul play and that they do not believe the parents did anything to Lucian.

The parents’ refusal to talk to the media has fueled suspicion about them on social media, but police have not reacted to the wave of suspicion against the family.

“I would just ask people to be patient,” Chief Matt Murray of the Yakima Police Department said. “Let’s support the family, love the family. They’re going through horrible things none of us would want to endure.”

Juan Munguia, who is the father of the missing boy, explained he and his wife’s absence from the public eye was nothing more than not wanting to take the time away from searching for his son.

On Wednesday night on NewsNation, the parent agreed to their first interview since their child went missing.

“I haven’t stopped searching. I’ve been searching this entire time,” Munguia told NewsNation.

The parents say they think he was taken, or he would have been found already. The police feel strongly that he wound up in the water and just hasn’t been found yet.

“We had just got to the park. My kids are usually entertained with the slides for at least five to 10 minutes. It only took me about one minute to change (my daughter’s) diaper. And in that one minute, he was gone,” Juan Munguia said.

Yakima police chief backtracks on claim of video showing missing 5-year-old boy​

Despite previously stating that investigators obtained footage of 5-year-old Lucian Munguia at the time of his disappearance from Sarg Hubbard Park, Yakima Police Chief Matt Murray now released a statement claiming otherwise.

In a video published on the Yakima Police Department’s Facebook page, Chief Murray confirmed that there is no new information regarding Lucian’s disappearance. This announcement comes on the same day that Yakima Police rejected an open records request submitted by KAPP-KVEW’s Emily Goodell to release the footage.

“Early in investigation, when we were providing updates to the community immediately after Lucian’s disappearance, I was told that there was video of Lucian at the park,” Chief Murray stated. “After six weeks and exhaustive search, there is no video of Lucian.”

This video from Chief Murray, who claims this release was at the request of Lucian’s parents, was published mere hours after the request was denied. For weeks, Goodell had been denied any information about the video and interview requests on the subject were repeatedly denied.

“We have no interest in hiding information, that’s not what we’re trying to do,” Chief Murray stated. “We feel an obligation to be transparent, I feel an obligation to be transparent, unfortunately, there’s just no information right now to share.”

“Unfortunately at this time, we still don’t know where Lucian is, where he went, how he’s gone,” Chief Murray said. “It’s an awful situation.”
 
So he is saying there is no video and that the parents requested he release the video or does he mean the parents claimed there was a video? That part is unclear to me... As to who said there was a video in the first place that he thought such...

I don't have an opinion in this case yet but would like to know who saw him other than family and where he was last seen by others as we want to know in all cases.

A reporter has been requesting the video. (I'm sure the family has requested it too but this was about the reporter.) She put in an official request for the video to be released. Now police are stating that there was never a video at all.

I knew I had read somewhere there was a video stating just that and thought it was LE that had stated that, but wasn't for sure. Why would they do that???

It does. I think you know I often lean towards the parents and that's just because it is so sadly common and if there is indication or some story that doesn't add up then naturally I do. But here I figured they had video and LE seemed to not feel it wasn't just a child wandering off and proof the child was with them and had been there. i wondered but they said as much. Now as you said no video would change everything.

To me that article is unclear. It sounds like maybe LE believed there to be video because someone/the parents said there was? Or were they keeping questions and doubts at bay and they believed such until they determined there wasn't video? It is really unclear...

It also sounds as if he disappeared like in a split second and I have no doubts a child can do so but if immediately looking and no sign I don't know plus limiting that time stretch would also make it understandable that not many at this park saw him if anyone aside from the parents so there may be a reason for saying that...

Then there is the explanation by the parents of why no one is hearing from them publicly. Don't take me wrong, the way the internet and things are I can see why they wouldn't go public. But at the same time, we see it over and over and over where it is parents and I wonder why they try to pull what they see in other cases didn't work and yet another set of parents or one parent does it... Just like others... But sometimes I think they think they have planned for it and think they are doing it smarter... Each seems to think they will get away with it even though others didn't and they vary it a little...

I honestly am not accusing because there just isn't enough but nothing here either convinces me this happened as we have been led to believe in the way it supposedly did. And now it seems there isn't even a time we know of others last saw this child. Possibly.

And they very well could be grieving parents and this truly is a tragedy and total accident. And if it is, I feel for them wholeheartedly.

Just a total change or doubts now with what truly isn't clear about this supposed video evidence...

But our team learned recently from sources close to the investigation that the video didn’t exist. We requested a conversation with Yakima police about that evidence and filed a public records request to try to clear up the confusion.

However, Thursday, shortly after receiving an email notifying us our request had been denied, Murray posted a video statement on social media, saying they had determined there was no video evidence of Lucian leaving the park by himself that day.

KAPP-KVEW’s Emily Goodell contacted YPD again after the chief’s statement on social media and talked with Murray exclusively about what happened. We’ve also now learned how the confusion surrounding the video has been affecting Lucian’s family.


“I was specifically told — somebody said hey, there’s a video with Lucian walking southeast from the park,” Murray said.

However, Murray said once detectives started going back through all the video, they had difficulty finding that video.

“I started hearing, hey, we haven’t seen a video with Lucian in it and that was weeks after the initial case,” Murray said. “So at that point, again, I said okay, get through all video. We have to be absolutely certain.”

“I think what’s happened and that happened even in the course of this information is there’s miscommunication. Nobody’s intentionally hiding any information, nobody’s trying to verify something’s true that’s not true. That just isn’t the case. What we’ve been saying all along, if you look at our press releases, is that we will provide information when we have new information. That’s the intent of our message. If we blew it, I apologize. That’s certainly not our intent. We’re focused on trying to find Lucian and and resolve the case,” Murray said.

Recently, two sources close to the investigation — including one in law enforcement — told us the video of Lucian didn’t exist and that it was a mistake that never got corrected publicly.

“That was a big thing to the community, that we were saying there is no video but the chief of police said that there was a video at the beginning of all this,” Munguia said. “And for him to finally clear it up, that there is no video, it’s just kind of helped bring peace, I guess, to some of the community.”

Munguia said despite the police chief reiterating that they still do not suspect foul play, she believes it’s unlikely that information will stop people from attacking them on social media. However, she said she’s still grateful that the police updated the public.

“There’s a lot about this folks don’t know. There’s a lot of things I can’t share. Whether there’s video of Lucian walking in a park or not really did not change any of what it is we’re working with. And it doesn’t change any the nature of the facts that we’ve been repeating: That there’s no indication of foul play. We have no suspects in this case. We also have no evidence of what happened to Lucian. All of those things are still true,” Murray said.

Well this certainly isn't satisfactory. Miscommunication or whatever, which employee or person said this to him and why did they think there was video.

And one thing that really stands out now like it or not, is they are not saying at all that anyone else saw this child and that it can be verified by more than one person, etc. or EVEN one.

No reason to suspect parents, no reason to suspect foul play and yet no video evidence he wandered off in this park. So in other words, who knows?

So give us his last independent confirmed sighting then or proof of life.

LE has provided nothing against and nothing for. What they did do with saying there was a video is give us all a false idea that yes this child did disappear this day from that park. And it isn't true.

So they are nowhere. At least in what we know now. This was in SEPTEMBER. It is now NOVEMBER.

I'm not one to make it a rabbit hole or say it means one thing or another as we don't know anything. And that's the point. There is NOTHING indicating he even went missing that day at that time. Is there? Or that he didn't? Is there?
 
What I can't understand is the exact description of seeing him leaving and what direction he took and now they claim that didn't exist??? Somebody is lying. Period. My question is why and which part is the lie. If the video didn't exist, why provide the description of seeing him leaving the park? IF the video does exist, why lie about it not existing? They can't have it both ways here. This "explanation" does NOT make people feel better. It makes it far worse.
