Amber Alert issued for missing 6-year-old from Everman, Texas​

An Amber Alert has been issued for missing 6-year-old Noel Rodriguez-Alvarez from Everman, Texas.

Everman police say he has not been seen by his family since November of 2022 and that he suffers from physical and developmental challenges. Family members are concerned for his safety.

Police believe he may have been abducted by his mother Cindy Rodruguez-Singh , 37, and that she may also be accompanied by her six other children. Police have issued a warrant for her arrest.

Police say she was last known to be driving a gray 2012 Chevrolet Silverado, license plate number PLS7091.

The truck has a unique mural of Santa Muerte across the entire back window.


Authorities in Everman search for 6-year-old missing since November​

Police in Everman, Texas, issued an Amber Alert Saturday after they were notified by Child Protective Services of a missing 6-year-old child named Noel Rodriguez-Alvarez.

“Family members have expressed great concern for his safety,” said the Everman Police Department. “Information was received that the child may be with his father located in Mexico. Authorities have determined that information was false. The Mother has since absconded and law enforcement has been unable to locate her.”

Ground Search Begins in Everman for Search of Missing Noel Rodriguez-Alvarez​

Everman authorities resumed their ground search this weekend in hopes of finding evidence that may lead them to Noel Rodriguez-Alvarez.

The search Saturday stretched more than 200 acres, including two large areas beginning along Shelby Road. Everman Police Chief Craig Spencer said there were also two smaller spots being handled by a small team of investigators. Spencer said in total, the search Saturday included about 50 people including TEXSAR.

The volunteer-based organization is comprised of experts trained in search and rescue.

“For the last week and a half, our investigative team has been focused on the analytics and data that we have been able to collect through various search warrants and things. For the purpose of being able to establish purposeful search areas,” Spencer said.

Spencer said the case of Noel Rodriguez-Alvarez has included between 30 and 40 investigators, so far.

“Everybody from detectives, investigators, state officials, to federal partners. We’ve had trafficking experts on the case. I couldn’t ask for a better team,” Spencer said. “The search areas we’re conducting today [Saturday], there’s data to support those search areas. One of the things we wanted to avoid was just a broad, wide-spectrum random search. We can’t afford, with this case, to miss anything.”

Missing Everman boy: Area where authorities searched for Noel Rodriguez-Alvarez Saturday cleared​

A search for possible remains of 6-year-old Noel Rodriguez-Alvarez on Saturday was focused within a couple square miles surrounding the shed he lived in with eight family members.

Though the all-day effort is leading investigators back to the drawing board.

"It’s important to all of us that we find closure on this case," Everman Police Chief Craig Spencer said.


The chief of police maintained they will not randomly search areas.

"I can tell you that we’ve got data to support the locations that we’re searching [Saturday.] That’s about all I can say at the moment," he added.

The area they searched Saturday was cleared in the evening.
 
She's a good argument for forced sterilization. Stop her from having puppies. Seems to be the way she thinks of them. No big deal to lose some of the litter. She makes absolutely sick. People like her seem to have alot of children they should not have. Don't take care of. And neglect and abuse to the point of death. They don't even have enough sense to use birth control. The fathers are just as responsible l. But they feel they are free to walk away. Abd I couldn't even have one child. I just don't get it. A child that never had a happy day in their life.

EVERMAN, Texas — The Everman Police Department provided an update Tuesday about their ongoing search for missing 6-year-old boy Noel Rodriguez-Alvarez, including new details about his stepfather.

Investigators do not have any more ground searches planned as of now, according to Everman Police Chief Craig Spencer. Police and crews conducted ground and drone searches Saturday in two different areas.

Investigators will use recently collected data to figure out if they'll have more ground searches, Spencer said.

Noel’s stepfather, Arshdeep Singh, reportedly used his credit card back in March to buy plane tickets less than 24 hours before he and some of Noel's family boarded a flight for India. Noel was not listed as a passenger on that flight.

Singh altered his company's cash deposit records and removed $10,000 in cash before depositing $8,000 of that into his own account, Spencer said. Singh reportedly worked for convenience stores, and police have surveillance video of him depositing money into the bank. Singh now faces felony theft charges.



As of Tuesday, the mom currently has the following charges:
  • Misdemeanor: False info on missing child case
  • Violation of probation
  • Felony: Abandoning and endangering a child

Police in Everman say that the mother of the Fort Worth-area child that has been missing since last fall planned her escape around the same time the boy went missing. Police say that Cindy Rodriguez-Singh began searching for trips to India around November 6, 2022, about a week after 6-year-old Noel Rodriguez-Alvarez was last seen by other family members, the Fort Worth Star-Telegram reports.

EVERMAN, Texas — The city of Everman is set to consider a resolution that will honor the life of a missing 6-year-old boy whose story has touched the hearts of so many across the state of Texas and beyond.

It’s been nearly two months since the Everman Police Department began its search for Noel Rodriguez-Alvarez. There have been numerous developments in the case since the initial AMBER Alert came out in March 2023, but law enforcement has yet to find the young boy, who they believe is dead.

To bring some light to the community that has banded together in search of the boy, the city of Everman says it will use funding awarded through Tarrant County to help with the expansion of Pittman Park and the construction of a new inclusive playground to honor the memory of Noel.

The Everman city council will consider a resolution that will name the new inclusive playground -- designed for all ages, abilities and disabilities -- after Noel.
Noel had severe health problems and at times required oxygen to breathe, according to officials.

The new playground will have specialized equipment for children who have physical, social, developmental and sensory challenges.

“We cannot think of a more fitting way to honor the impact that Noel has made on this community, and so many more across our state and country,” Everman Mayor Ray Richardson’s office said in a news release.

FORT WORTH, Texas — More than 40 years ago, a 6-year-old’s disappearance led to the establishment of National Missing Children’s Day. Etan Patz disappeared from a New York City corner on May 25, 1979. In 1983, then-President Ronald Reagan declared May 25 as National Missing Children’s Day.

Just a year later, the National Center for Missing and Exploited Children (NCMEC) was launched. Since the center’s inception, more than 400,000 missing children have been found. In 2022, NCMEC had 27,644 cases of missing children.

Noel Rodriguez-Alvarez disappeared in 2022 but was not reported missing until March 2023. An unknown caller requested a wellness check from the Department of Family Protective Services for the 6-year-old. Everman police visited the home of Cindy Rodriguez-Singh, the mother of Noel. The mother informed authorities that the child was living in Mexico with his biological dad.

It wasn’t long before law enforcement and DFPS learned that was false.

Nearly two months later, the 6-year-old has not been found. His mother and stepfather, Arshdeep Singh, have not been extradited.

“We ultimately would like to have them here so we can interview her and him and the rest of the children and find out what happened,” said Spencer.

Despite the lack of cooperation from Cindy and Arshdeep, the Everman community has rallied together to seek justice for Noel.

“We followed it [leads] until there was nowhere else to go with,” said William Morgan, lead detective of Everman Police Department. “If it was out of state, out of town, if it was close by, we would drive out there.”

However, Everman police are not giving up.

“We want to make sure we’re going over everything with a very fine-tooth comb, double checking,” Morgan said, “and then once we’re done checking, we have some of our partnering agencies are assisting us, triple checkout work.”

Chief Spencer urged people to recognize Missing Children's Day but to be mindful every day, and if you suspect abuse, report it.

EVERMAN, Texas - Newly released surveillance images from late March at DFW Airport show the family of a little boy now presumed to be dead: 6-year-old Noel Rodriguez-Alvarez of Everman.

Moving through airport security authorities say Noel's mother, Cindy Rodriguez-Singh, and her husband, Arshdeep Singh, carried out a plan to leave the country with their six children just days after police began questioning the whereabouts of Cindy's missing son.

We've known for some time about the images, but they were only recently cleared by Homeland Security to release.

EVERMAN, Texas — It’s been nearly a year since family members laid eyes on 6-year-old Noel Rodriguez-Alvarez -- a story that has captured the hearts of North Texans.
The Everman Police Department provided an update Monday on the search for the missing child, who is believed to be dead.

At the center of the criminal investigation is Noel’s mother and stepfather, who fled with six of Noel’s siblings on a plane to Turkey, then to India in March 2023.

In a press conference held Monday, Oct. 30, 2023, Everman Police Chief Craig Spencer said a Tarrant County grand jury issued four indictments against Noel's mother, Cindy Rodriguez-Singh, which includes capital murder, two counts of injury to a child and one count of abandoning without the intent to return.

Spencer said these new indictments will support the continued efforts to bring Rodriguez-Singh and her husband Arshdeep Singh back to the United States.

Police had previously obtained arrest warrants for Rodriguez-Singh and Singh on charges of abandoning or endangering a child.

"I can't wait until they get her and bring her back," Spencer said.

EVERMAN (CBSNewsTexas.com) — The City of Everman will host a grand opening and ribbon-cutting ceremony for the Noel Angel Alvarez Playground later this month.

The playground is named after 6-year-old Noel Rodriguez-Alvarez, who was last seen in October 2022, but ultimately wasn't reported missing until five months later in March 2023.

Everman City Council passed a resolution earlier this year, choosing to omit Noel's mother's name from the playground and to instead replace it with his middle name, Angel.

Patricia Paris, who once fostered Noel and his siblings, remembers him as sweet and loveable. "That was our boy. He loved to give hugs."

Although born prematurely, Paris said Rodriguez-Alvarez could walk, talk, operate his tablet and was overcoming his challenges.

In honor of this, in 2022, Tarrant County selected Everman to receive CDBG-CV funds for the construction of the inclusive playground, which city officials say is ADA compliant and "contains items that are specifically designed for children with certain disabilities."

The ceremony will take place at 10 a.m. Monday, Nov. 20 at Clyde Pittman Park, located at 301 N. Race St. All are invited to attend and children will be allowed to play on the playground afterward.

Along with child endangerment, Arshdeep Singh was charged with felony theft; and in October, a Tarrant County grand jury indicted Cindy Singh for capital murder. They're still believed to be on the lam in India, and Spencer said they're still working to find them and bring them back to Tarrant County to face justice.

It goes without saying that what happened to Noel shook the Everman community to its core. Last month, the city opened an all-inclusive playground in Noel's memory. Naming it after him was never in doubt, but Mayor Ray Richardson noted that some people had a problem with the name "Noel Rodriguez-Alvarez" attached to the park -- specifically, the middle name.

Thus, kids of all abilities can now enjoy themselves at the Noel Angel Alvarez Playground at Clyde Pittman Park.

Understandable about the name. And the park is such a nice thing as are vigils and all the other things they do in the names of victims.

I went in to read this link though as been awhile on this one, just to refresh. He hadn't been heard from since November and something was done in March. Not the longest we've seen but long enough. Perhaps in the meantime the evil mom and stepdad were giving stories as to his whereabouts. STILL it talks of known abuse of this child by these two.The substandard housing is one thing and isn't from what I know something they can necessarily take children based on but abuse sure the heck is. I seriously doubt the rest of the children are okay with these two either even IF this child is the one they killed and left behind. And yeah, I've always wondered how they could afford to fly all those people out of the country but sure, job theft. Real winners.

A worthless dad in this one too, in MX I take it leaving at least this child and possibly others of his in the hands of these monsters. She goes from Rodriguez to Singh, mom sure gets around and likes to marry.

Just lashing out and being nasty as it's just another awful case.

If they didn't have a home, they likely didn't have a car unless he stole one of those too (sarcasm). Most likely is the common dumpster although anything is possible and he may still be nearby even. And of course MONTHS went by before there was a case. And these two are free, out of country and with other children. They should be jailed IMMEDIATELY and the children taken. Personally I don't want them back in our country BUT I don't want them free. Smh.

One year ago Sunday, police in Everman announced a 6-year-old boy was missing. An Amber Alert was issued, police began scouring the property where his family lived and they determined that the boy’s mother and stepfather fled the country with his siblings on a flight to Istanbul, Turkey, to connect to India.

Noel Rodriguez-Alvarez hasn’t been seen since November 2022, but he wasn’t reported missing until March 2023. Police launched a massive search for Noel, calling in support from other local departments, the state and even federal authorities.

They followed leads given to them, from reports that Noel was in Mexico with his biological father to a claim that his mother, Cindy Rodriguez-Singh, had sold him outside a grocery store. None of them appear to be true.

In reality, Noel is dead, police say. They suspect he was killed by his mother. His body has not been found.

NORTH TEXAS – The FBI is offering a $25,000 reward for information leading to the arrest of Cindy Rodriguez-Singh, who is wanted for the murder of her 6-year-old son, Noel Rodriguez-Alvarez.

In October 2023, a Tarrant County grand jury indicted Noel Rodriguez-Alvarez's mother on capital murder and additional charges related to the disappearance of her son who was reported missing in 2022.

Dallas FBI Special Agent in Charge Chad Yarbrough said Thursday morning that the FBI has teams continuously working with international partners and government agencies overseas to locate Rodriguez-Singh. The child's stepfather, Arshdeep Singh purchased one-way plane tickets to India for Rodriguez-Singh and her other children days after he was reported missing.

"The work on this case has never stopped," Everman Police Chief Craig Spencer said. "It means a lot to our community."

Both Yarbrough and Spencer said they hope and believe that the reward will lead to additional tips on Rodriguez-Singh's whereabouts.

Spencer said the primary goal now is to seek justice for the little boy.

"There have been many failures with this child, starting with this family…which is why we're here today to seek justice on those failures," he said.
