Florida cold case marks 18th anniversary: 'There's always hope' for Terrance Williams

A Florida missing person case involving an ex-deputy that's drawn speculation nationwide marked its 18th anniversary Wednesday. But despite the time passed and a recent legal defeat, there's still hope, an expert said.

"There's always hope. I've witnessed it myself in 28-year cases. Something gets found that was missed. Somebody comes forward with a conscience," said Monica Caison, founder of Community United Effort-CUE Center for Missing Persons.

"There are so many different ways, even all these years later, that information can still come forward."

Calkins has never been arrested or charged in the disappearances but was fired from the sheriff's office in 2004 following an internal investigation that found he lied and gave inconsistent statements about Williams’ disappearance.

Filmmaker and actor Tyler Perry has long advocated for the families and is offering a $200,000 reward for meaningful tips. Williams was last seen near Naples Memorial Gardens. Santos was last seen at Green Tree Center.

Tyler Perry Seeks Answers for Police-Involved Disappearance in 'Never Seen Again' Series Premiere

Paramount+ is bringing subscribers a new true-crime series that shares the stories of mysterious disappearances from the perspectives of their loved ones.

Every episode of Never Seen Again focuses on a single case that "starts with a gut punch," as a loved one recounts the last time they saw their son, daughter, brother, sister, boyfriend or girlfriend before they vanished into thin air.

According to the synopsis, the series invites viewers to "join the search" and help families find closure by contacting police departments and Crime Stoppers. "Never Seen Again poses a crucial question: Someone out there knows something … Is it you?"

The trailer highlights the first episode's mystery, which features a case that caught the eye of award-winning filmmaker Tyler Perry. "I was shocked and outraged. I had to get involved," Perry says of the case. "I immediately thought, 'What can I do to help? What can I do to bring attention to this?'"

Terrance Williams, a 27-year-old Black man, disappeared in Naples, Florida, in 2004 after he was last seen getting into a Collier County sheriff's patrol car. Initially, the officer claimed he never met Williams, but after questioning by police investigators, he said he gave Williams a ride to a gas station. But those claims came under suspicion when another man, Felipe Santos, disappeared after getting into the same officer’s car.

"They're both disappearing with the same deputy after being put in the same deputy’s car," Perry says. "If this is a coincidence, then he is the most unlucky man in the world, that this could actually be something that happened to him twice. I just don’t see how that is possible. And I think that anybody in law enforcement can look at this and go, 'What happened to them?'"

The first episode of Never Seen Again will be available for free Saturday, May 7 through Monday, May 10 on the CBS News app. The entire first season will be available to stream Tuesday, May 10 on Paramount+.

The podcast is called "The Last Ride." WGCU is a partner in the audio production of the podcast which will be distributed through the NPR Network. The investigation and the story, however, come from Zeitlin and her team's extensive research.

"It's an 8-part investigative podcast that takes a really deep look into these disappearances, into the background of the former Collier County Sheriff's Deputy Steven Calkins. I went to Chattanooga, Tennessee, where Terrence Williams was from to interview his stepfather. I've spoken to Terrance’s mother,' said Zeitlin. "We went to Iowa where Steven Calkins lives to try to talk to him, as well. We've reviewed all the public records to try to put together the most comprehensive look at this case that we're capable of providing."

The podcast is only a part of Zeitlin's dogged determination to find a resolution, if not the men themselves.

"Personally, I want everyone in Southwest Florida and beyond to be aware of these cases," she said. "And because there's gotta be a way to resolve them. There's gotta be some kind of resolution."

And while, Tyler Perry and Terrence Williams' mother Marcia are pushing for further investigation by the U.S. Department of Justice, Zeitlin hopes that her podcast will also make a difference.

Can't believe nothing happens in these cases, good that there are people who advocate for these victims.
I agree! But I do know that some of them have detectives quietly working behind the scenes. But what do you do when all the tips dry up?

Marcia Williams reflects on son's disappearance. He was last seen with a CCSO deputy 20 years ago

Two decades ago two young men disappeared in Naples under mysterious circumstances. Terrance Williams and Felipe Santos were both last seen with the same Collier County Sheriff’s deputy, Steven Calkins.

They were both men of color in their 20s. And they were both last seen in Deputy Calkins’ patrol car. Deputy Calkins was fired after his story changed when questioned. He denied wrongdoing. He’s the only person of interest in the cases, but law enforcement never found evidence against him.

This week, on Friday, Jan. 12, it will be 20 years since Terrance went missing.

This story is told in the podcast series, The Last Ride, which aired here and can be found wherever you find podcasts. It’s a deep look — eight episodes — at the disappearances.

CNN’s Laura Coates Reports in “The Deputy and the Disappeared” for The Whole Story with Anderson Cooper

The Whole Story with Anderson Cooper, a CNN Original, returns with an in-depth investigation into two missing person cases with one mysterious connection that has drawn national intrigue. “The Deputy and the Disappeared” with CNN Anchor and Chief Legal Analyst Laura Coates premieres on Sunday, March 17 at 8pm ET/PT on CNN.

In 2003, two men of color, Felipe Santos and Terrance Williams, went missing three months apart in Naples, Florida. Both vanished on the same road after getting in a patrol car driven by the same white deputy sheriff, Steven Calkins, who remains the last known person to have seen either of them alive. Twenty years later, Santos and Williams are presumed dead, the cases are cold and Calkins has never been arrested or charged and maintains his innocence. The case garnered little media attention until 2018, when filmmaker Tyler Perry enlisted Civil Rights Attorney Ben Crump to file a wrongful death lawsuit against Calkins on behalf of Terrance William’s mother. Following up on CNN crime reporter Thomas Lake’s meticulous reporting, Coates and Lake return to the scene of the disappearances to explore new leads and speak with a witness coming forward for the first time.

“You will be spellbound by this unbelievable story of a mother’s determination to find her son in the face of every obstacle,” said Coates. “What do you do when you don’t know who to trust—even the investigators?”

Coates and Lake uncover disturbing allegations about former deputy sheriff Calkins’ background, speaking with investigators on the case as well as a former colleague of Calkins who comes forward alleging newly revealed details about their time working together. Coates also speaks with family members of Williams, including his son Tarik, who speaks publicly for the first time about his father’s disappearance.

The Whole Story with Anderson Cooper is executive produced by Susan Chun.

The Whole Story with Anderson Cooper will stream live for pay TV subscribers via CNN.com, CNN connected TV and mobile apps on Sunday, March 17. “The Deputy and the Disappeared” will also be available on demand beginning Monday, March 18 to pay TV subscribers via CNN.com, CNN connected TV and mobile apps, and Cable Operator Platforms. Past episodes of The Whole Story are available to stream on demand now on Max.

The Whole Story is also available as a CNN Audio showcast. Visit CNN.com/audio or listen wherever you get your podcasts.
