Distinguishing Marks/Features: A serpent or dragon on the chest and stomach. The word "Virgo" in blue on the left shoulder. A red and blue flaming Star or planet in the web between the thumb and index finger. A globe surrounded by letters on the left forearm. The tattoos were somewhat recent.

Circumstances of Discovery​

Atlanta police picked up the unidentified man on the side of Interstate 75 late at night on July 20, 1995, and took him to Grady Hospital with severe head injuries. He was hospitalized for almost one year and died in the hospital on June 24, 1996.

It kind of sounded in that one link I posted that they have received calls and letters through the years as had his friend that may have been from him or someone that had him telling them to stop looking for him and the PD did too received one or some. If not hoaxes, very interesting... It also sounds like things he said would indicate suicide but there is no reason to think he committed suicide. And then contact kept coming whether hoaxes, him or someone who had him...

It seems this Kerge's family certainly cared but how much work LE put into it or is putting into it today is debatable.
 
"She" is likely at work right now and more often on at night but one of the mods or someone will see this at some point who has a lot more info on Namus and the Doe thing and all those things. I more follow current cases but follow all types but am not one who has ever had experience with or info of those agencies etc. and matches/how to go about such.
 
Eagan PD has a website too which likely has contact info or email but I couldn't access it probably due to my firewall which I haven't figured out how to get around yet. Here is the google search I did which has the info and link on the right upper side. I just can't access the website when I click it but again it is due to my firewall I think. It will probably work for you.

LE hasn't payed attention in over 30 years, honestly. but despite that, a couple of people have been looking for a name. not many, but just enough. i just cant imagine what they've been through in the meantime. one thing that i just dont want to tell them is that he was mistreated in the hospital. it was just too harsh and thats heartbreaking for a mother to hear. she might have the right to know but it would be better if she just didnt. but they need to know that he didnt end his life. i feel like that would be so much worse to hear.

I think you hit the city link rather than the PD website link? Although you should be able to get to the PD info through the city site but I meant the actual PD info. Let me go see. Also their twitter feed may have it as well.

I would just say you have a serious interest in an unidentified person's case who died in Atlanta and that you research all of the time hoping to find a match to the case and his name and that you think you have and it is to THEIR case of _____________ Kerge and you think the Atlanta Doe may well be Kerge. You could go on to list the reasons or wait for a response and then do so but tell them you think it well worth them checking into and maybe letting the family know of the Atlanta case and the family can see if they think it checks out as well. I wouldn[t necessarily mention your age, etc. but that is up to you.
 
makes sense. and yeah, i never mention my age when making these calls. i can recognize that i should be out doing things people my age do but my brain thinks much differently and i so badly want to put my backward perspectives to use. ill write a script and show you guys before i call.
 
"hello! i have a special interest in a man who was found unidentified in atlanta in 1995. ive been searching for a match for a very long time now and im fairly sure i found one and i think its a teenage boy who went missing from Eagan, MN in 1990. im hoping yall can help look into this and notify the family to get some more information on their son." and then proceed to give my contact info, details, and send some photos and articles to convince them to look into it. of course I'm going to use my professional voice.
 
I don't think his tattoo said Virgo... it says virgon. I don't know how we haven't realized this but it says virgon. it explains why Christopher is not in fact a Virgo, he's a Pisces. anyone know what virgon means?

That sounds good to me. Maybe add that there are many things that match up and to contact you and you can explain further. You can word it better than I just did of couse but actually it is good as you have it already. That would be my only suggestion. Maybe give them more than one way to contact you or a good time to do so.
