Search Continues for Missing Toddler’s Remains​

The search continues for the remains of missing toddler, Khaleesi Cuthriell.


Royer and Brown have waived extradition but are still being held at the Westmoreland County Prison. Royer and Brown are scheduled to stand trial in Pennsylvania on Nov. 24, 2021 and will not be returned to Virginia before then.

While Royer and Brown agreed to not fight extradition, Smith describes them as being less than forthright during continued questioning regarding where Khaleesi’s remains may be.

“They are not being as cooperative as we would like when it comes to locating Khaleesi,” Smith said. He described Royer and Brown as not providing information as to pinpoint the location needed to locate Khaleesi.

At this time, ACSO has reported that each were charged with a single felony count of abuse and neglect of children. Commonwealth’s Attorney Tim Martin stated, “My office has worked closely with the investigators since we became aware of this terrible situation. We are reviewing all of the available evidence and will decided precisely what to charge and when, based solely on what is best for the ultimate prosecution.”

In the mean time, ACSO continues its search for the missing toddler’s remains. The department is using digital records to help ascertain more information that may aid in the search.
 

“Right now we need to get the two suspects back from Pennsylvania and once we have them back in the commonwealth, we’ll be able to do more with them,” Smith said.

South Greensburg District Attorney Allen Powanda said Royer and Brown’s official arraignment date is Nov. 24, and they can’t leave Pennsylvania until then. Once their charges are settled out of state, they will be able to return to the commonwealth.

The two are currently being held at Westmoreland County Prison.
 

Augusta County community to honor missing child​

The search for the remains of three-year-old Khaleesi Cuthriell from Augusta County continues.

She was last seen by her family in January while in the care of Candi Royer and Travis Brown. Investigators believe the little girl is dead.

In the meantime, some in the community are making sure she’s never forgotten. A group is putting together a celebration of life on her birthday, Dec. 5, when she would have turned four.

Event organizers say it’s important to remember her story.

“She can look down on us and see no one forgot about her. People do care. Other people need to think about this little girl. Any little kid could be in any scenario,” said Crystal Riddle.

They say it’s important to continue conversations about her, so this never happens again.

“We’re not letting this go away. We’re not brushing this under the rug. We will not forget her until she is found, and poor baby deserves some justice,” said Stacy Brown.
 

Royer, Brown plead guilty to all charges in Pennsylvania court​

Candi Jo Royer and Travis Brown were in a Pennsylvania court on Wednesday for a plea hearing regarding charges placed against them in the Keystone State.

Both Royer and Brown pleaded guilty to all charges and were sentenced to 2 to 12 months in prison. They were released to Virginia detainers to brought back to Commonwealth to face charges against them in Augusta County.

Royer and Brown were arrested in South Greensburg, Pennsylvania in September on charges related to stolen property and possession of drugs.

The two are suspects in the death of 3-year-old Khaleesi Cuthriell and have also been charged in Virginia with a single felony count of abuse and neglect of children. They have not yet faced a court for these charges.
 

Augusta County Sheriff’s Office establishes Khaleesi Cuthriell memorial​

The Augusta County Sheriff’s Office announced that it has established a memorial site for Khaleesi Cuthriell.

The sheriff’s office is located at 127 Lee Highway, Verona. The memorial is for the family, friends, and the community to remember her life.

The memorial is outside to the left of the main door of the sheriff’s office. The sheriff says the memorial is open 24/7 for those wishing to come, to remember and to honor Khaleesi’s precious life.

“This memorial was established to honor this child and remind the family and our community that the ACSO is working diligently to bring justice for Khaleesi,” said Sheriff Donald L. Smith.

Sheriff Smith requests that those attending the memorial do not paint, attach or deface the building. Toys, flowers, balloons, etc. are welcomed, but not a necessity.

Suspects in Khaleesi case extradited to Virginia​

Suspects Candi Royer and Travis Brown have been extradited from Pennsylvania to Virginia this week.

Royer was arrested for abuse and neglect of children with injury regarding the death of 3-year-old Khaleesi Cuthriell. She is currently being held at Rockingham-Harrisonburg Regional Jail. Brown is at Middle River Regional Jail for the same charges.

Officials say Royer is at Rockingham-Harrisonburg Regional Jail instead of MRRJ for safety reasons. She was booked Thursday, Dec. 2, and Brown was booked Wednesday, Dec. 1.

Augusta County officials say the couple has been arraigned on their charges, and they’ll have preliminary hearings next. At that hearing, the court will determine whether or not to proceed with a trial.

Brown’s preliminary hearing is set for Jan. 12 in Augusta County, while officials say Royer doesn’t have a date yet.
 

Valley residents decorate Christmas tree to remember Khaleesi Cuthriell​

Information about Khaleesi Cuthriell’s disappearance was released Sept. 10, three months ago.

A memorial now stands at 158 N Delphine Ave. in Waynesboro, and community members are invited to add to it.

Robert Roper and Jessica Jackson put up a Christmas tree to celebrate the child’s birthday and Christmas, and they’re asking for help with decorating it. The Christmas tree, adorned with purple lights and ornaments, is a reminder that the community won’t forget her.

“It’s the least we could do for her to show support,” said Jackson.

Augusta County Sheriff’s Office still investigating Khaleesi case​

It’s been about four months since we first learned the name Khaleesi Cuthriell, and the investigation continues.

Royer and Brown are in custody, but investigators don’t know where the girl is.

“We’re still investigating what has happened in this case. We’re still trying to hone in on a definite area to find Khaleesi’s body,” said Augusta County Sheriff Donald Smith.


They’re working through social media accounts, as well as text messages sent between Royer and Brown to determine where to look for Khaleesi.

“We’re hoping that we’ll catch a break in this case and their attorneys will let us re-interview them and talk to them and hopefully get additional details in the future,” Smith said.
 

Hearings begin in case of missing Khaleesi Cuthriell​

Prosecution has begun for the two people charged with felony child neglect in the case of a missing three-year-old. WMRA's Randi B. Hagi reports.

Three-year-old Khaleesi Cuthriell was living with Candi Jo Royer in Waynesboro early last year, when authorities believe the child died in her care. On Wednesday morning, Royer had a preliminary hearing on probable cause in the Augusta County Juvenile and Domestic Relations Court. Travis Brown, the other person charged with felony child neglect in the case, had a preliminary hearing last month. Now, their cases will go before a grand jury in late March, according to Commonwealth's Attorney Timothy Martin. If the grand jury indicts Royer, Brown, or both, they will then have the chance to plead guilty or not guilty – if they plead not guilty, Martin said a trial would be held roughly 10 months later, based on the court's typical timeframe.

The group is accusing Augusta County Sheriff Donald Smith of hiding information from the community and not doing enough to find the child. The investigation is ongoing with no new public leads on where the sheriff plans to look for her body.

The group is asking the U.S. Department of Justice and the FBI to step in and handle the case.

Khaleesi Cuthriell case heard in front of grand jury​

The woman connected with the disappearance of a three-year-old out of Augusta County had her case heard by a grand jury Monday, March 28.

Candi Royer’s case was heard by a grand jury to decide whether or not the woman should be indicted on felony child abuse. In the end, they decided to indict.


According to court records, Royer’s next court date will be May 17 at 3:30 p.m.

Royer is scheduled for court on May 17 for the abuse of a child resulting in serious injury, according to Virginia Court Case Information online. The charge is listed as a violation of code section 18.2-371.1, and it is listed as a class four felony.

Travis Brown, Royer’s boyfriend, also had custody of the child but doesn’t have any charges directly related to Khaleesi’s disappearance listed online. He’ll be in court May 23 for various violations of probation charges.
 

Khaleesi Cuthriell court case continued, rescheduled for June​

Candi Royer appeared in court by video Tuesday, May 17 at 3:30 p.m. in Augusta County.

The scheduled hearing was continued for June 8 at 2:00 p.m. Royer’s attorney requested the continuance, and there were no objections.
 

Khaleesi: Aggravated murder charges filed against suspects in case of missing Staunton girl​

Eight months after authorities proclaimed that 3-year-old Khaleesi Cuthriell was missing, Augusta County Sheriff Donald Smith and Commonwealth's Attorney Tim Martin announced Tuesday morning at a press conference that murder charges have been filed against a couple that was supposed to be taking care of the child.

Travis R. Brown, 30, and Candi Jo Royer, 42, have both been charged with aggravated murder in Khaleesi's death.

There was no announcement the child's body has been found.


Besides the aggravated murder charges, Brown and Royer also face charges of felony murder, unlawfully concealing a dead body, conspiracy to commit aggravated murder, conspiracy to commit child abuse and conspiracy to conceal a dead body. Brown faces an additional charge of child abuse.

Local, state and federal authorities are involved in the investigation. "And I can tell you from first-hand experience, after 15 years in this line of work, I have never seen a more thorough or intense investigation than this one," Martin said.

At the press conference, Martin said he couldn't discuss the facts of the case. "These folks are gonna to be tried one day, and it's incredibly important to me that ... the integrity of that trial is just unimpeachable," he said.

The prosecutor did make a specific request at the press conference, and asked that anyone who came into contact with Khaleesi while she was in the care of Royer and Brown to contact the sheriff's office in the next day or two.

"But do so sooner than later if you intend to do it," Martin said.

Brown is incarcerated at Middle River Regional Jail. Royer is being held at the Rockingham-Harrisonburg Regional Jail.

The Augusta County grand jury indicted the suspects Monday on the charges. They face the possibility of life in prison if convicted of aggravated murder.

"When harm comes to a child in this community, we will leave no stone unturned," Smith said.
 

Trial set for Valley woman charged with Khaleesi Cuthriell’s death​

A Waynesboro woman charged in the death of a Valley toddler has a trial set for next year.

Candi Royer attended Augusta County Court on Wednesday, June 8 at 2 p.m. by video chat. Attorneys and the judge decided her court date will be May 8-12, 2023.

The Augusta County Commonwealth’s Attorney has requested a five-day trial, and those days are the first available to fulfill that request.

Under Virginia law, courts have five months to grant a trial to be considered “speedy.” Royer’s attorney advised her of that. She decided to waive her right to a speedy trial.

Royer has been indicted on child abuse and, most recently, homicide, aggravated murder and concealing a dead body. Those charges are in connection with the disappearance of three-year-old Khaleesi Cuthriell.


Royer’s partner, Travis Brown, is set to appear in court to have his trial set Friday, June 10.

A group in the Augusta County area is collecting “journey bags” to help local foster kids transition from home to home with a few of their own belongings.

Journey bags can include diapers, toys, toiletries, clothes and many other items. The bag also allows the child to have their own bag, rather than carrying their belongings in trash bags.

Organizers said the project is to honor Khaleesi Cuthriell. Khaleesi went missing in early 2021, but she wasn’t reported missing until September 2021.

Event organizer Erin Landes said when she learned Khaleesi’s story, she wanted justice for the child, but she also wanted to help others in the community.

“It’s something small that we can do that can make a big difference in a child’s life. It’s something I think we really need to pull together as a community to help the kids,” said Landes.

Landes said honoring Khaleesi by helping kids in need is the right way to tell her story.

Good for them, this is heartwarming, however, I have to say more than I am heartwarmed by their actions, I am disgusted that any child in control of an agency would be taking what they had if anything in a trash bag is disgusting and unacceptable! The government money these agencies get and the sheer waste of government spending on fat and in back pockets or on the stupidest things and this goes on...?!!!! We see it every day. LE doesn't have enough money or manpower for searches or investigations so citizens and volunteer search and rescues step up, etc. Laws if passed at all don't get passed fast enough but ones that provide gravy in some way for the big powers go right through. Billions or kazillions just passed quickly and thrown to other countries in aid with no oversight oh yah... Yet a small child can't even have an empty used Macy's bag instead of a GARBAGE bag. I know, I know, different agencies, states, levels, subjects, etc. Doesn't matter though does it...Civilians who are already strapped STEP UP to donate or help what we were taught is one of the richest countries in the world...Just think about that and all the LACK... Or burden on the PEOPLE while other just collect and do nothing...

“It has been a year since they realized that Khaleesi was missing and I think it is very important to keep her story out there in hopes that someone eventually comes forward and tells the truth about what happened to her,” Erin Landes said.

Landes and other community members held a vigil in front of the Augusta County Sheriff’s Office on Saturday in honor of Khaleesi Cuthriell.


“We have to be her voice, not to forget about her,” Landes added.

“Khaleesi’s story needs to be out there,” Alex Sprouse said. “It needs to be heard.”

“We will never stop looking for Khaleesi, we may not all be blood but we all stand here in faith that Khaleesi is going to be found,” Katherine Clinedinst said.
