FBI: Woman escapes makeshift cinder block cell in Klamath Falls, man arrested​

A Klamath Falls man is in custody after a woman escaped from a makeshift cinder block cell in his garage, the FBI of Portland says.

According to the Federal Bureau of Investigation 29-year-old, Negasi Zuberi (aka Sakima, Justin Hyche and Justin Kouassi), traveled from his home to Seattle on July 15. Once in Seattle, Zuberi posed as an undercover police officer, picking up a prostitute.

The victim told police Zuberi pointed a taser at her, placed her in handcuffs and leg irons before putting her in the back of his car.

During the 450-mile trip back to Klamath Falls, the victim reported Zuberi sexually assaulted her multiple times during the trip. Once at his home, Zuberi moved her into the self-built cinder block cell at his home at 1336 N Eldorado Avenue in Klamath Falls.

“According to the complaint, this woman was kidnapped, chained, sexually assaulted, and locked in a cinderblock cell. Police say, she beat the door with her hands until they were bloody in order to break free. Her quick thinking and will to survive may have saved other women from a similar nightmare,” says Assistant Special Agent in Charge, Stephanie Shark with the FBI Portland Field Office.

The victim was eventually able to break down the door to the cell when Zuberi was away and escaped the home. She then was able to flag down a passing driver who called 911.

Zuberi fled after the woman’s escape but was found in Reno where he was taken into custody after a 45-minute standoff at a Reno shopping center


FBI officials said during a Wednesday press conference they believe there may be more victims.

The FBI also noted that the suspect has four separate sexual assaults in other states including drugging drinks and posing as an officer.

The FBI says because Zuberi has lived in over 10 states since 2016, (California, Washington, Oregon, Colorado, Utah, Florida, New York, New Jersey, Alabama, and Nevada) the investigation is widening to search for additional victims.
 

FBI Searching For More Victims After Woman Escapes From Cinderblock Cell​

A woman who was kidnapped in Seattle managed to escape captivity in Oregon, leading to the arrest of a man who has been linked to at least four different cases of sexual assault across four states.

Investigators said they have linked Zuberi, who has several other aliases, including Sakima, Justin Hyche, and Justin Kouassi, to four sexual assault cases in four different states. The FBI did not provide any details about those cases.

The FBI believes there could be additional victims and have asked anybody with information to submit tips at fbi.gov/SakimaVictims.
 

Woman’s escape from cinder block cell likely spared others from similar ‘nightmare,’ FBI says​

A woman who escaped her kidnapper by punching her way out of a homemade cinder block cell at a home in southern Oregon likely saved other women from a similar fate, authorities said, by alerting them to a man they now suspect in sexual assaults in at least four more states.

Negasi Zuberi posed as an undercover police officer when he kidnapped the woman in Seattle, drove hundreds of miles to his home in Klamath Falls and locked her in the garage cell until she bloodied her hands breaking the door to escape, the FBI said Wednesday.

Zuberi, 29, faces federal charges that include interstate kidnapping, and authorities said they are looking for additional victims after linking him to the other assaults. Authorities have not yet said publicly in which states those attacks took place.

“This woman was kidnapped, chained, sexually assaulted, and locked in a cinderblock cell,” Stephanie Shark, the assistant special agent in charge of the FBI’s Portland field office, said in a news release. “Police say she beat the door with her hands until they were bloody in order to break free. Her quick thinking and will to survive may have saved other women from a similar nightmare.”


Court records did not yet list an attorney who might speak on Zuberi’s behalf. He has not yet been assigned a public defender in Oregon as he’s still being transferred from Nevada, which can take several weeks, said Kevin Sonoff, a spokesperson for the U.S. attorney’s office in Oregon.

A grand jury in Portland on Wednesday returned an indictment charging Zuberi with interstate kidnapping and transporting an individual across state lines with intent to engage in criminal sexual activity. He could face up to life in prison if convicted.


He then drove to his home, stopping along the way to sexually assault her, the complaint says. When they arrived about seven hours after he first encountered her in Seattle, he put her in the makeshift cell built from cinder blocks with a door of metal bars and said he was leaving to do paperwork.

The woman “briefly slept and awoke to the realization that she would likely die if she did not attempt to escape,” the complaint says.

She managed to break some of the door’s welded joints, creating a small opening which she climbed through, Klamath Falls Police Capt. Rob Reynolds said at a news conference.

“She repeatedly punched the door with her own hands,” Reynolds said. “She had several lacerations along her knuckles.”

The victim opened Zuberi’s vehicle which was in the garage, grabbed his gun and fled, leaving blood on a wooden fence she climbed over to escape, the complaint says. She flagged down a passing driver, who called 911.


Two Nevada State Patrol officers tracked Zuberi down at a Walmart parking lot in Reno the next day, July 16, the complaint says. He was in his car holding one of his children in the front seat while talking to his wife, who was standing outside the vehicle. He initially refused to get out of the car when the officers asked and instead cut himself with a sharp object and tried to destroy his phone, according to the complaint. Zuberi eventually surrendered, and the child wasn’t harmed.

Investigators interviewed Zuberi’s wife and neighbors, but authorities declined to say if there was any indication that any of them had been aware of the abduction.

A search of Zuberi’s home and garage turned up the Seattle woman’s purse and handwritten notes, according to investigators. One of them was labeled “Operation Take Over” and included a bullet list with entries that read, “Leave phone at home” and “Make sure they don’t have a bunch of ppl (sic) in their life. You don’t want any type of investigation.”

Another handwritten document appeared to include a rough sketch for an underground structure using concrete blocks, foam insulation and waterproof concrete.

The FBI said Zuberi may have used other methods of gaining control of women, including drugging their drinks. The agency said it was setting up a website asking anyone who believes they may have been a victim to come forward.
 
Horrendous.

Seems they became aware of other victims/crimes after his arrest. I'd like to know his criminal history, if any.

So the cell and the woman were in the garage with his car. He has a wife. And child. Did she know? Kind of farfetched to think otherwise since the garage housed the vehicle too, and his gun. I can't quite picture pounding apart a metal barred door unless there were some really poor welds.

We don't have murder here but what were they planning to do with her? Assault her I'm sure but to what end... I guess I should say "he" planning to do. Maybe the wife was a "prisoner" too of sorts but who knows... I find it near impossible to believe she didn't know or wouldn't come to know... Where do you stop to assault someone safely through states and in what kind of vehicle... I mean did he plan the areas/know them? Did his vehicle look like a police vehicle?

I assume she didn't know his name so they must have known it was him due to her knowing where the home was and then here maybe ID'g a photo from that point. Finding him at Walmart must have been due to following or tracking his phone I'd think...

Haven't had time to read the links and won't get time so just going by what I read in posts.

I'm finding it hard to believe the wife didn't know something. Here again we have a cheating man who sees prostitutes and he took one HOME to a CELL. He traveled states so had to be gone a lot. I'm assuming he assaulted her in the vehicle which I'd think would then be ripe with DNA and more. Is this what his wife and child rode to Walmart with him in? Sick. A LOT of questions here.

They say Zuberi told them he was the owner and landlord, and even collected their rents. Court records show the real owner of the house worked to evict Zuberi in April – and one neighbor even filed a restraining order against him.

“The cops were always showing up,” Dunn said. “There was constantly drama happening in and out of the house.”

So now it is a girlfriend rather than a wife. Small thing but we see that in almost every case until news gets it straight.

Quite the address etc. history. We seem to sure be seeing a lot of serial stuff in the last month or so... Or suspicions of such. As we know there are serial rapists too...

He’s been all over the place! It just gives me the chills. He probably drove just a few miles from my house with his victim in his car.
 

Suspect in Oregon cinder block cell kidnapping targeted sex workers in previous crimes, FBI believes​

The man accused of kidnapping and sexually assaulting a sex worker in Oregon is believed to have targeted sex workers in previous crimes, the FBI said Monday.

Zuberi is being investigated in at least four other sexual assaults in at least four other states. The FBI is looking for anyone else who may have been a victim.

"Based off the information that we have, sex workers were part of the population that he targeted, but also other roommates or other people he felt that didn’t have connections to anybody else," Shark said.


A note found at Zuberi's residence indicated he had plans for other assaults, authorities said.

One of the most "chilling" aspects of the note was that Zuberi wrote "make sure that they don't have a bunch of people in their lives," Shark alleged.

The FBI asks any potential victims or tipsters to contact its hotline, 1-800-CallFBI, or submit a tip through the investigation website.

Shark said sex crime investigations are difficult because victims don’t always feel they will be believed and suspects don’t always look like monsters.

“You know, a lot of them are the people next door and the people you’d never understand or believe would be capable of doing these things,” Shark said. “Which makes this case so shocking. Nobody thinks their neighbor will have a cinder block cell next door in a family neighborhood.”

Officials said Zuberi may have used several methods to target victims, including drugging drinks and impersonating police officers. Some of the encounters may have been recorded, and victims were threatened with violence if they notified police, the FBI said on its investigation webpage.

“I’m hoping we caught him in time,” Shark said. “That's always our goal with escalating violence, that we were able to stop him before someone actually died.”
 

Man accused of holding woman in concrete cage appeared on ‘Judge Judy’​

In another twist to the story, People Magazine is reporting that Zuberi appeared on “Judge Judy” back in 2019 over a domestic dispute. Zuberi sued the mother of his two children — and won. Judge Judy handed Zuberi a victory, and ordered Alycia Westfall to pay him $2,500 in damages.

Westfall later obtained a restraining order against Zuberi after he abused and threatened her and the the kids.


Judge Judy ruled in favor of man now accused of kidnapping, assaulting woman in makeshift cell in Oregon​

An Oregon man accused of kidnapping and sexually assaulting a woman in July appeared on a 2018 episode of “Judge Judy” titled “Baby in Danger.”

Five years ago, Zuberi walked away from “Judge Judy” with $2,500 after he sued Alycia Westfall, the mother of his children, for damaging his clothing with bleach and throwing a glass bottle at him during a fight.

In the 2018 episode, Zuberi uses one of his many aliases, Justin Hyche. His other aliases include “Sakima” and “Justi Kouassi,” according to the FBI. Zuberi used the name Justin Kouassi in a Contra Costa County, California, case involving Westfall, who requested a retraining order against Zuberi, aka Kouassi.

Zuberi presented video evidence of Westfall allegedly throwing a bottle and yelling at him in the recently resurfaced “Judge Judy” episode. He also told Judge Judith Sheindlin in the episode that Westfall had him arrested for domestic violence after the incident.

“You’re not suing for being arrested. That’s unfortunate,” Sheindlin told Zuberi at the conclusion of the episode. “Although, you’re suing for the court maximum. I would’ve awarded you for false arrest, ‘cause I don’t think there was any basis for you to be arrested other than the police in New York sometimes are scared not to make an arrest if there’s a call for domestic violence.

‘Your counterclaim is dismissed,” Sheindlin told Westfall. “You destroyed his suits and his computer.”

Gf and kids living in the same residence as this cinder block cage he kept them (at least one) in?? That just is beyond believable to me that the gf wouldn't know and then ya all head for Walmart.

It isn't like it was a below ground bunker back on some 40 acres.

I think I said above but will say again we sure have a lot of serials all of a sudden in the news... Two OR related ones, NY, etc. This one MAY not be a murderer (yet) but certainly a very active serial kidnapper and rapist...
 
Man accused of locking woman in homemade cell in S. Oregon now booked into Jackson County Jail
The man accused of posing as an undercover police officer to kidnap a woman from Seattle, drive her to his Southern Oregon home and lock her in a cinder block cell is now booked in the Jackson County Jail.

Negasi Zuberi, 29, is facing federal charges including interstate kidnapping. He was arrested in Reno, Nevada after the FBI said the woman escaped the cell and told authorities her harrowing story of survival.

Zuberi was extradited to Oregon earlier this week and temporarily held in Portland.

He will appear in federal court in Medford or Eugene.

According to the FBI. There are between 25-50 active serial killers at any given time.

Negasi Zuberi, who is accused of kidnapping a woman and locking her in a cinderblock cell in his Klamath Falls home, pled not guilty to multiple charges at a court appearance on Monday.

According to court documents, Zuberi, 29, has been ordered to remain in custody until his court date which is currently scheduled for Oct. 17.

The documents show that he is being held for numerous reasons including the nature of the offense, violent behavior, previous crimes, possession of weapons and criminal activity while under supervision.

The jail’s exterior windows are made of reinforced glass, so Zuberi was only able to damage the interior layer of the window.

While searching the cell further, deputies found an improvised tool that was suspected to have been used to damage the window.

Zuberi is being held until his next court date in October. In addition to crimes he has already been accused of, Zuberi now faces additional charges of second-degree attempted escape and first-degree disorderly conduct. He has been moved into a hard cell with no exterior windows.

He's very bad news. Look at what he did and who knows what else he has done. I hope they are keeping not just one but all eyes on him every moment.
