FBI: Woman escapes makeshift cinder block cell in Klamath Falls, man arrested​

A Klamath Falls man is in custody after a woman escaped from a makeshift cinder block cell in his garage, the FBI of Portland says.

According to the Federal Bureau of Investigation 29-year-old, Negasi Zuberi (aka Sakima, Justin Hyche and Justin Kouassi), traveled from his home to Seattle on July 15. Once in Seattle, Zuberi posed as an undercover police officer, picking up a prostitute.

The victim told police Zuberi pointed a taser at her, placed her in handcuffs and leg irons before putting her in the back of his car.

During the 450-mile trip back to Klamath Falls, the victim reported Zuberi sexually assaulted her multiple times during the trip. Once at his home, Zuberi moved her into the self-built cinder block cell at his home at 1336 N Eldorado Avenue in Klamath Falls.

“According to the complaint, this woman was kidnapped, chained, sexually assaulted, and locked in a cinderblock cell. Police say, she beat the door with her hands until they were bloody in order to break free. Her quick thinking and will to survive may have saved other women from a similar nightmare,” says Assistant Special Agent in Charge, Stephanie Shark with the FBI Portland Field Office.

The victim was eventually able to break down the door to the cell when Zuberi was away and escaped the home. She then was able to flag down a passing driver who called 911.

Zuberi fled after the woman’s escape but was found in Reno where he was taken into custody after a 45-minute standoff at a Reno shopping center


FBI officials said during a Wednesday press conference they believe there may be more victims.

The FBI also noted that the suspect has four separate sexual assaults in other states including drugging drinks and posing as an officer.

The FBI says because Zuberi has lived in over 10 states since 2016, (California, Washington, Oregon, Colorado, Utah, Florida, New York, New Jersey, Alabama, and Nevada) the investigation is widening to search for additional victims.

It sure makes one wonder how many other reports are wrong (intentional or not) and why ALL law enforcement should wear body cams. This is how this was caught.

Maybe, or maybe drug possession or resisting or some such? Criminal activity I guess could even be assault or some such. I don't think they gave any hint of what it was did they?

Man accused of holding woman in concrete cage appeared on ‘Judge Judy’​

In another twist to the story, People Magazine is reporting that Zuberi appeared on “Judge Judy” back in 2019 over a domestic dispute. Zuberi sued the mother of his two children — and won. Judge Judy handed Zuberi a victory, and ordered Alycia Westfall to pay him $2,500 in damages.

Westfall later obtained a restraining order against Zuberi after he abused and threatened her and the the kids.


Judge Judy ruled in favor of man now accused of kidnapping, assaulting woman in makeshift cell in Oregon​

An Oregon man accused of kidnapping and sexually assaulting a woman in July appeared on a 2018 episode of “Judge Judy” titled “Baby in Danger.”

Five years ago, Zuberi walked away from “Judge Judy” with $2,500 after he sued Alycia Westfall, the mother of his children, for damaging his clothing with bleach and throwing a glass bottle at him during a fight.

In the 2018 episode, Zuberi uses one of his many aliases, Justin Hyche. His other aliases include “Sakima” and “Justi Kouassi,” according to the FBI. Zuberi used the name Justin Kouassi in a Contra Costa County, California, case involving Westfall, who requested a retraining order against Zuberi, aka Kouassi.

Zuberi presented video evidence of Westfall allegedly throwing a bottle and yelling at him in the recently resurfaced “Judge Judy” episode. He also told Judge Judith Sheindlin in the episode that Westfall had him arrested for domestic violence after the incident.

“You’re not suing for being arrested. That’s unfortunate,” Sheindlin told Zuberi at the conclusion of the episode. “Although, you’re suing for the court maximum. I would’ve awarded you for false arrest, ‘cause I don’t think there was any basis for you to be arrested other than the police in New York sometimes are scared not to make an arrest if there’s a call for domestic violence.

‘Your counterclaim is dismissed,” Sheindlin told Westfall. “You destroyed his suits and his computer.”

Accused kidnapper Negasi Zuberi appears ‘desperate’ to ‘lash out’ at alleged victims in jail calls, judge says​

Accused kidnapper Negasi Zuberi has been ordered to have no direct contact with the mother of his children without supervision after he divulged some of the names of his alleged victims in calls to her and urged her to create a public video calling them liars.

U.S. District Judge Michael J. McShane said Zuberi’s calls to Alycia Westfall were “quite frankly, frightening,” in that he sounded “desperate to lash out at these victims” and his actions violated a protective order shielding the women’s names.

Assistant U.S. Attorney Jeffrey Sweet called Zuberi’s actions a “flagrant violation” of the protective order, saying it was clear from his jail calls that his aim was “to harass, embarrass, exactly the kind of conduct that the protective order is designed to protect the victims from.”

Zuberi told the judge he did not understand the terms of the protective order.

Zuberi’s jail calls to Westfall were blocked after his disclosures on a phone call in late June were discovered, according to Sweet. Once blocked, Zuberi engaged in a three-way call with his mom that had Westfall patched into the line, the prosecutor said.

“My mom just did the three-way call,” Zuberi blurted out during the court hearing held by phone. “I never asked her to. I never asked her to do it.”

Attorney Amy E. Potter, one of Zuberi’s defense lawyers, said Zuberi subsequently instructed Westfall not to make any videos. “He tried to walk it back. So we’re not aware of any video having been made,” she said.

The judge ordered that Zuberi no longer have any private contact via phone, email or mail with Westfall and that any contact only be allowed in the presence of a member of his defense team.

“It’s clear that you are encouraging somebody to harass, if not tamper with, the witnesses in this case,” McShane said. “I’m concerned greatly about that.”
 
Perhaps he should be allowed NO calls and I don't think just blocking contact with her and putting it only in the presence of his defense team is adequate.

You know, I don't think when they had to call by prison phones they could have done a three way call, perhaps he should be returned to one AND allowed no email. Perhaps all prisoners should.

This is outrageous he did it twice at least and there's no charges for it?

God forbid they be "mean" to a man who did these things. Let's even admit he hasn't been found guilty but I'd know he was trying to intimidate witnesses and victims so NO PHONE CALLS.

I admire your willingness to admit to how bad it is getting there and I gather that from many things and I don't think they are exaggerated. For years now in fact as to the politics and changes and laws and freeing prisoners and more. Just what I hear about Portland every time I turn around and more. And I've never even been there.

If you want to buy a place in the Midwest where although not perfect are light years behind the kinds of troubles on the west coast, let me know lol.

But to the point, yeah NO CALLS or at least no calls or emails on a TABLET or personal device. Put him in the warden's office on a phone or some such. Or in front of a guard on a recorded line that can't have a conference call and so on. PERIOD.

He's probably getting a ton of harassment and maybe worse about being so weak and lacking any decency as to use a child as a human shield. I doubt it's false but even if it was, I don't care. He is the worst of the worst and let him make his "statement" it won't change it or what all think, he's scum and a liar and a torturer and more.

NOT that they need to allow him to make any statement. He is not to speak in court out of turn unless asked a question by the judge or at all if represented other than that. I suspect he just up and said such. NO ONE speaks in court when they wish to or just decide to.

There had bettter not even be a CHANCE of any release of this man, why would there be? Trial is starting shortly.

Negasi Zuberi, a 29-year-old faces charges of interstate kidnapping and transporting an individual across state lines with intent to engage in criminal sexual activity. He pleaded not guilty.
 

The Negasi Zuberi case, explained: What we know about the cinder block cell kidnapping ahead of trial​

It’s been more than a year since the FBI first revealed details of a shocking kidnapping case involving a man named Negasi Zuberi, who is accused of trapping a woman in a cinder block cell in southern Oregon before fleeing the state.

Zuberi’s trial is set to begin Monday at the Oregon U.S. District Court Eugene, according to federal court records.

Over the course of the trial, federal prosecutors will claim the 29-year-old had kidnapped the woman in Seattle, sexually assaulted her, and drove her across state lines to hold her in a makeshift prison in his Klamath Falls home in July 2023.

Here’s what we know about the case so far:

Who is Negasi Zuberi?

Court documents and personal accounts from ex-roommates and neighbors show that Zuberi has been known to use the aliases Sakima, Justin Hyche and Justin Kouassi.

According to the FBI, Zuberi has lived in 10 states over the past decade, including Washington; Oregon; Colorado; Utah; Florida; New York; New Jersey; Alabama; and Nevada.

Under these aliases, Zuberi has been linked to at least four sexual assaults in four of those states. Authorities believe there could be additional victims.

What happened in July 2023?

Court documents state that on July 15, 2023, Zuberi traveled from his southern Oregon home to Seattle, where he approached a woman around midnight near Aurora Avenue and solicited her for prostitution.

Officials said Zuberi claimed to be a police officer and showed the victim a badge saying he needed to take her into custody, pointing a taser at the victim before putting her in handcuffs and leg irons and forcing her into the back of his car.

He then drove 450 miles to Klamath Falls, Ore., where he stopped at a gas station and put a backward sweatshirt on the woman to cover her face before driving to his home at 1336 North El Dorado Ave, according to the court documents.

The woman later reported that once they arrived at the house, he put her into a makeshift cell in the garage that he had made out of cinderblocks with a metal door that could not be opened from the inside.

Authorities said the woman was locked in the cell for a few hours, but when Zuberi left, she escaped by punching and banging on the door several times to break the welds.

Once outside the cell, the woman fled the house and flagged down someone who called 911, according to court documents.

The next day, Zuberi was arrested in Reno, Nevada in a Walmart parking lot while holding one of his children in the front seat of his car and talking to his wife, according to law enforcement.

What else do we know?

Zuberi is also accused of kidnapping a separate victim two months earlier on May 6, though details of this case remain limited. An indictment filed in September 2023 stated he “did unlawfully and willfully seize, confine, decoy, kidnap, abduct, and carry away and hold” another person.

Since then, more information has been revealed about Zuberi and what prosecutors claim to be his motives — including plans to capture multiple women to raise an “army” under his control.

In September 2024, prosecutors accused Zuberi of plotting an “Operation Take Over” in which he “sketched out plans for an underground structure” and targetable women, listing characteristics of an “ideal victim” who had few personal connections.

Investigators say Zuberi would scout for potential victims in parking lots and take “surreptitious photos” of the women and their license plates to track their cars as recently as July 2023.
