10-year-old Lily Peters found dead near Wisconsin trail with bike nearby, suspected homicide *ARREST*

So the uncle of the girl, And his son, Her cousin did this horrendous crime. I don't like that kids pictures. The one where he is younger standing behind his father, He looks distant and disturbed. The one where he is older he looks pretty blank in the eyes and a non chalant expression. He planned this, Threatened her on numerous occasions and did it. Charge him as an adult. If he can do this to his own cousin, He is a very high public risk. A 14yr old that thinks they can just do whatever they want to this extreme is very dangerous.

This Twitter feed has a lot of background regarding the victim and suspect's families.

How sad and tragic for these children. So both the victim and the suspect grew up in highly dysfunctional families, and the suspect had a father that was into pornography and spent time in prison, and now is a registerd sex offender. What a start to life as a pre-adolescent and now adolescent male. Weren't there any relatives to intervene in the lives of these children to be role models of law-abiding functional adults?

Just very sad and tragic all around.

The trouble with Twitter and I've done it too and don't know how to link the relevant posts so when someone hits the link they go to the relevant ones. I don't any longer because of that. I didn't see this post until just now and I go to the link and it is posts about chimpanzees, etc. so it updated past whatever I guess the news was on this case. I scrolled down a ways, etc. and didn't see it. Maybe later I can find it. Right now just catching up and thought I read all posts here last night but I missed a few and this was one.

So I don't know a thing about the families but what bothers me about the pedophile article is so here is a family friend and relation of his going on about how the 14 year old looked so unhappy with his mother, missed his dad, it really messed him up, yada, yada, yada. WELL DAD is the pedophile of prebuscent girls so he would have been better OFF they think with DAD?? Seems to me most likely he gets his thoughts from his dad and MAYBE he was trying to IMPRESS DADDY. I don't know that the mom/victim's aunt is blameless don't get me wrong, but listening to the pedophile's side blame the mother of the boy is disgusting to me and it just goes to show what this boy lived with probably growing up in a tug of war and maybe hatred between his family/parents and their families. And then the DM article also goes on to say the boy is the product of a BRIEF relationship between his mom and dad so they were never a "couple" basically. Oh a kid just loves people saying that about him. I don't know but it sure sounds like he probably lived with at least ONE side (clearly the father's) trashing the other side and maybe both did it but maybe mom didn't at all, hard to say.

They are making excuses for pedo dad if you ask me and now his son.

All of this doesn't excuse the 14 year old but it seems we have the apple not falling far from the tree in pedo dad's case. He likely wasn't taught any different from the male "role" model in his life but at 14 he was old enough to know it is WRONG by law and society standards so NO excuse.

I also wouldn't doubt this father was a deadbeat dad, not one bit. But I don't know that. Often that is the one a child idolizes, the missing parent they know nothing about and think if only I impressed him, did this right, that right, he would want to be in my life.

What kind of father goes to prison for crack and having pedo pictures of girls his son's age or younger?? SICK. They go on about his goal was to get unsupervised visits with his son like dad is some saint... Yeah, he was really there for him... Sure.

How can the woman that say that in his defense even not know how they sound?

I realize I am judging but only on the facts... I speculate otherwise but not on the fact this is not some primo role model of a dad and if ONLY he had him instead of the mother is what they sound like.... SMH.

pretty much the same thought here about the dad being gone vs being there for the well being of the son. A case screaming of a child needing counseling if I ever saw one.

Totally agree. Not that he didn't make a very wrong decision here the boy and needs to be off the streets for good, but he sure didn't come from probably any appropriate male modeling.

The easiest way to look up this case will be by the case number. I usually search by defendant's name but that's out with this one. Anyone interested in keeping track of it might want to note the case #. I do wonder and think his name may be placed on it when he is waived into adult court, not sure how that works.

I still can't get over this one. I wonder if it has dawned on this evil little POS yet that he will never again be free to do as he likes, not a single day in his lifetime. At least he had BETTER not.

Criminal complaint to be made public in case of 14-year-old charged with homicide of Lily Peters

It has been 12 days since 10-year-old Lily Peters was found dead, allegedly murdered and raped by someone she knew in Chippewa Falls.

The details of that day remain largely unknown, but we will soon learn more as the judge ordered a key document to be unsealed.

The 14-year-old who is only being addressed as C.P.-B. made his second court appearance on Thursday as he faces 1st degree intentional homicide, and 1st degree sexual assault charges.

The court appearance Thursday was a review hearing. C.B.-P. appeared virtually with his new lawyer, Michael Cohen.

The main point of interest of this hearing was whether the criminal complaint and warrants remain sealed. These documents are usually publicly available upon request.

The prosecutor told the judge he was agreeable that the complaint be unsealed. Cohen brought up concerns about the document being made public, saying there is not a need for the media to have this information at this time.

"I have little to no information about this case and I certainly don't want to be finding out about it first from some media outlet from England or California or Texas or wherever," Cohen said.

Judge Benjamin Lane ultimately granted the request by media to have the complaint unsealed. Names of juveniles or witnesses, dates of birth, and any addresses in the complaint will be redacted, he added.

The warrants relating to the case are also sealed. Both the prosecutor and Cohen said they wanted these to remain sealed at this time.

C.P.-B. will return to court for a status conference on June 24.

I feel like I know his attorney's name from somewhere. WI in general is pretty open record compared to some states. Might play into keeping the complaint open, not sure. And the case would be up on the court site pretty sure but under initials. I had heard it was being waived into adult court or he was. I never did see it confirmed anywhere though.

Evil little freak. HE was scared? What about her?!! I'd wonder where such thoughts came from and crossing that line but when one considers what his dad did...

It's too simple to put it down to sex or hatred but it almost seems he maybe hated her or was jealous of his cousin. More likely just not a bit of empathy...

So not only was this a plan but he also went back and moved her.

So someone she knew found her and not LE... And she wasn't reported missing until 11 p.m. or so it sounds.

'Lily Alert' gains momentum as State Rep. works to push legislative proposal forward

Wisconsin lawmakers are taking steps to create a new statewide alert system.

It has been six weeks since the murder of 10-year-old Lily Peters from Chippewa Falls. While the community continues to wait for answers, an area father created a petition to keep their children safe.

Eric Henry is a father and Chippewa Falls community member. After Peter's death, he released a petition to create a new alert system for children who don't fall under the criteria of an amber alert. Over 187,000 people have signed the petition.

"As a parent, I think we can all agree that when your child goes missing the rule book goes out the window," Henry said. "We do not care what the proper steps are we just want to know our child is safe.

Jesse James, a Wisconsin State Representative for the 68th assembly district, is working with Henry to bring this alert to reality. James has created a draft outlining the cause and actions of the Lily Alert.

The draft legislation said, "This bill creates a “Lily Alert” to be disseminated through the integrated crime alert network for a child who is reported missing under suspicious circumstances...Under the bill, if a law enforcement agency that receives a report of a missing child reasonably believes that there are suspicious circumstances surrounding the child's disappearance and that the child may be in danger of suffering great bodily harm or death, the law enforcement agency is required to issue a Lily Alert... and is required to enter the child's information into the national crime information center system."

James said he will be working with lawmakers and justice members over the next few weeks to discuss the draft.

C.P.-B.'s grandmother, lawyer write letters to judge ahead of next court hearing

In an emotional letter filed last week, the grandmother of the accused killer known to us as C.P.-B. asked Judge Benjamin Lane to send this case to juvenile court.

C.P.-B.'s lawyer also sent a letter to the judge with a few requests of his own.

In documents now made available to the public, C.P.-B.'s grandmother pleads that the case be sent to juvenile court so he can get the mental health care he needs. In her letter, she describes C.P.-B. as a kind, caring, giving, and loving person. She noted that he was chosen as student of the month this past February. She said her grandson is just a young boy who got mixed up and lost control.

C.P.-B.'s lawyer, Michael Cohen also laid a request for the judge. He asks the judge to bar law enforcement and the district attorney's office from giving press conferences or media statements.

Cohen said this case should be tried in the courtroom, not in the media, saying his client has the right to an impartial jury free of outside influence.

Cohen also seemed to admonish the judge for a decision he made in court in May, when he discussed with the family whether certain documents should be a matter of public record.

Judge Lane has not responded to these letters yet.

C.P.-B. is currently being held on a $1 million cash bond. He is due back in court next Friday, June 24.

I can't imagine the pain the grandmother feels but this boy took a life and made more than one conscious decision. Permanent decisions. He crossed lines most would never cross. I can't believe on any level that he did not know everything he did was wrong from attempted rape to murder to covering up the deed and getting her away and alone. Act after act after act of wrongdoing.

He may well need help but it doesn't change the severity and permanence of what he did to her. He shouldn't be around other juveniles for one thing, he showed that did he not? Already the perpetrator is becoming the "victim" as is usually how it goes isn't it... Excuses. Reasons. In need of help. Whether he needs help or not imo shouldn't be the primary focus or concern, he is where he is because of his own actions. Safety of the public and other juveniles should be first as should consequences befitting his actions.

Charge: St. Paul man threatens family involved in Lily Peters death

A St. Paul, Minn., man has been charged after police say he made threats to come and harm a family that he believes was involved in the death of 10-year-old Lily Peters on April 24. During an interview with police, he said “he could be a vigilante.”

Herbert R. Badalich, 47, was charged in Chippewa County Court with making terrorist threats, which is a felony, and two misdemeanor charges of unlawful use of a phone-threatening harm and disorderly conduct. Bandalich will appear in court Sept. 27.

According to the criminal complaint, Badalich called the Chippewa County dispatch center on May 2 and “stated he had done his research, was in the area, and coming for restitution and was going to murder the whole family.”

And he threatened her before. He knew what he was doing. Charge as an adult. And when out of juvie. To prison for life.

Yep. I get he is a kid, boy do I get it. And I can't imagine how his own family feels at his ruining his own life BUT this sh*t of putting the dam*ed perp before the victim is getting VERY OLD. Oh well, the victim is dead, can't do anything to help her, but we can still help him seems to be a lot of the prevailing attitude nowadays and it is disgusting. Re-evaluate him if need be every so many years, I don't doubt some youths know theoretically of the consequences but don't really fathom them but STILL he knew right from wrong and again committed one wrong act after another. Society is not safe from him. Chances are his dad's behavior and history affected him but regardless, common good and safety of others is foremost or should be.

To be fair, in this case, doesn't seem to be the legal system saying that, it is his family which I guess is natural but SHE was his family.

Lily Peters update: Wisconsin teen charged as adult in 10-year-old’s murder wants case in juvenile court

The Wisconsin 14-year-old accused of luring, killing and then sexually assaulting 10-year-old Iliana "Lily" Peters in April waived his right to a preliminary hearing Thursday before his attorney announced he is looking to have the case transferred to juvenile court.

The juvenile suspect is being identified only with his initials, CTB-P. and was initially charged as an adult. He has pleaded not guilty.

Defense Attorney Michael Cohen did not immediately respond to messages seeking comment. In court Thursday, he said he would be filing a reverse waiver, records show. The reverse waiver filing would ask the court to send the 14-year-old's homicide case to juvenile court.
