Carmel police seek help to find 31-year-old woman​

Carmel Police Department sought help Saturday night to find a 31-year-old woman.

Ciera Breland (Locklair) was last seen sometime between 10 p.m. and 11 p.m. Friday in the 14400 block of Baldwin Lane, which is near the intersection of Ditch Road and 146th Street.

Johns Creek police looking for missing woman from Indiana​

Johns Creek police are working with Carmel, Indiana, police to find Ciera Breland (Locklair).

Police did not say why they believe she may be in the Johns Creek area.

Husband named 'person of interest' in disappearance of 31-year-old Indiana mother last seen in Georgia​

Police have named the husband of a missing 31-year-old Indiana mother as a person of interest in her disappearance. Georgia police are working to help find her as she was last seen by family members in metro Atlanta.

Xavier Breland Jr., 37, was arrested on Wednesday on an unrelated warrant out of Coweta County. He was being held in the Hamilton County jail in Indiana awaiting extradition to Georgia. Investigators have not revealed what charges were listed on the warrant.

The official missing person's report states that Ciera (Locklair) Breland was last seen around 10 p.m. on Feb. 25 in the Brookstone Park of Carmel subdivision in Carmel, Indiana. That is just north of Indianapolis. That report was filed with the Carmel Police Department over the weekend.

The report also states she said she was headed to the store wearing a black top and purple shorts. The FOX 5 Storm Team said temperatures in Carmel, Indiana were in the mid- to upper-20s that night. Family members said police told them she never arrived there and there was no surveillance video of her entering the store.

She also left without her cell phones, credit cards, or her months old son, family members said.

Ciera was last seen by her father on Feb. 20 in Georgia before returning to Johns Creek with her husband. Those same family member said they never saw her return to Indiana.

The Johns Creek Police Department issued a statement on Tuesday asking the public's help in finding her. The department issued a joint release with the Carmel Police Department on Wednesday that named her husband as a person of interest.

"This continues to be an active investigation, and this is the only information that will be released at this time. As the investigation continues, more information will be released as it becomes available," the release noted.

If this the correct person, her years in practice are noted.

She has an extremely youthful appearance. I have to wonder if that wouldn’t attract a man with violent tendencies.

This is very sad. I’m glad Police seem to be on top of a POI immediately.
 
Ciera was probably with him as his girlfriend, not as his attorney. Not sure that would matter if it ever came up at court, but I'm sure she wasn't there to advise him. And he certainly doesn't care about a protective order. Most abusers don't.

The threats are concerning, particularly with present circumstances. Seems like he has used threats of violence (and stalking, and harassment) to get his way in the past. And likely not just threats.

Being that he violated the "family violence" act, yes she was likely a previous wife/girlfriend/baby-mama.
I agree, abusers care less about protective orders or all they do is enrage them and they break them.

It is concerning his threats and stalking and I'd guess she felt he was wronged in the one case and then came to find out who he was when she was with him. That's not a judgment it happens to man (and I won't exclude myself in that so again, not a judgment at all).

Here is where I take it she was his attorney (posted following these remarks... The bit I looked at in her online she sounded like more of a business atty. and not a criminal defense one but it is possible just as an attorney or a young one even, she was advising him, hard to say... It's difficult to tell but it sounds like she was his attorney when inside the apartment and later became his wife... It's not 100 percent clear:

"A contact familiar with these events told Channel 2 investigative reporter Mark Winne in the Ring video, Xavier Breland Jr. and Ciera Locklair, who was his attorney and at some point became his wife, can be seen on Dec. 17, 2020 inside the apartment of Brittany Lusk, who the day before had gotten a protective order against Breland from a Fulton County judge."

I pray she is safe but not liking how this one sounds/looks.

The address is a home so I'm going to assume she was last seen at the home of one of his family members possibly... The date is 4 days after her family last saw her and that's where they were headed allegedly. I wouldn't think LE would take just someone's word for it so my guess is there is security cam footage showing her at this residence or arriving/departing there. Just a guess though.

Surveillance cams, figured that would come. Cell phone pings. Looks sadly typical of where the phone last was active probably, etc.

There is no hint or indication at all that LE thinks she left this area on her own as an adult as they have named him a POI... And clearly her cell probably stopped a full day earlier than he claims he last saw her...
 
So as of now last seen at her mother-in-law's. Apparently nothing saying she ever left there.

And she had a burner phone to call for help or stay in touch with family (paraphrasing)...

Neither phone with her etc... I'll leave it at wow....

In a Facebook group titled "Where is Ciera (Locklair) Breland" where details surrounding her disappearance are discussed and family, friends, and volunteers coordinate search efforts, Ciera’s former sister-in-law Lauryn Locklair made a direct appeal to Ciera's mother-in-law, whose house the 31-year-old mother was last seen.

"Rochelle, we know Ciera was last seen at your home. As a mother, myself, I understand your pain," she wrote. "I’ve tried putting myself in your shoes and imagining if it were my son. What would I do? It would be a temptation to protect him. But in life, people make their own choices and have to clean up their own messes. I’m hoping you find your humanity and consider what you’d do if it were your daughter!"

Another plea like in Gabby's case. The mother-in-law may want to learn about the lawsuit being filed by the Petito family against the Laundrie family. It might end up being a game changer in these types of scenarios.

I hope the MIL doesn't make the same mistake the Laundries did. Their life became he77 because of it. Hopefully the appeal to the MIL will result in getting some answers. I would imagine cops have questioned the MIL, not sure why they wouldn't if it was the place she was last seen.
 
Trying to remember the new ones to check on. Was hoping this one (and all) had more news while it is still a fresh crime...
 

New surveillance video shows sheds light on case of missing lawyer​

The search is on for the mother of a 5-month-old baby who disappeared nearly three weeks ago.

Channel 2 Action News obtained home surveillance video on Tuesday of 31-year-old Ciera Breland.

A contact familiar with these events told Channel 2 investigative reporter Mark Winne in the Ring video, Xavier Breland Jr. and Ciera Locklair, who was his attorney and at some point became his wife, can be seen on Dec. 17, 2020 inside the apartment of Brittany Lusk, who the day before had gotten a protective order against Breland from a Fulton County judge.

Eventually Judge Alexandra Manning issued a permanent family violence protective order in Brittany Lusk’s case, finding that Breland had violated the Family Violence Act by committing family violence, and had placed Lusk, her family and children in reasonable fear for their safety.

A document from Breland’s side said he denied he violated any Family Violence Act and/or other offenses.

A contact of Winne’s said Ring video, allegedly of Breland speaking to Lusk, was played in a court hearing.

Winne obtained a January 2021 hearing transcript for one of several cases we found involving Breland and Lusk.

It indicates Breland was asked: “So the recording that we just heard where you stated that her kids will come see her in a cemetery, was that not you? Is that what you are saying?”

“No, that is my voice on there,” Breland answered.

“Oh, OK. So you did make those statements in that threat?” Breland was asked.

“I didn’t hear that threat, no, ma’am,” Breland answered. “If I did say it, I mean, it is just another time that she has been antagonizing me throughout the years which is clearly why she started her recording.”



Hood said Breland’s past may concern investigators, but the present task is finding Ciera.

She was his attorney and then married him. Geez. Sounds like he manipulated her to me. I'm not a bad guy. Etc.
 

Family, cops still pleading for tips in disappearance of Ciera Breland​

It has now been nearly a month since anyone has seen 31-year-old Ciera Breland.

Family members told CBS4 it would be very unlike Ciera to just leave her family and her 5-month-old son. Bush said the entire family is struggling with not knowing where she is or what happened to her.

“We need each other, we depend on each other for everything and now we’re kind of missing a piece,” Bush said.


So far, Johns Creek Police said it’s received some tips but believes Ciera could be anywhere between Georgia and Indiana. They’re asking people to call in and tell them what they know.

“Don’t think the tip is so small it’s going to be insignificant because as of right now, we don’t know where she’s at,” Capt. Hood said.

The big question is how would Breland Jr. know his wife Ciera had been kidnapped and that she wasn’t coming home? It’s notable he told two of his stepchildren that somebody took her, especially in light of what a Johns Creek Police captain told Channel 2 investigative reporter Mark Winne on Tuesday.

A contact, who told Winne that she is close to the mother of two of Breland Jr.’s children, said the Zoom call was a video visitation between Breland and the kids allowed under a Fulton County judge’s permanent order of protection, protecting Ciera Locklair from Breland.

“Somebody kidnapped my wife,” Breland Jr. is heard saying on the Zoom call.

“She’s not coming home, bud,” he tells one of the children on the call.

So Ciera had a permanent order of protection against her husband? This is very confusing because then it says a contact close to the "mother" of two of Breland Jr's children knows of a video visitation between him and the "kids" due to a permanent order of protection against Breland, Jr. And mentions stepchildren of his. Is it kids or stepkids and do they mean Ciera or another mother. And if they are stepchildren why would he necessarily have any visitation unless he adopted them. Finally why was she with him if she had a permanent order of protection against him? This makes no sense at all to me and they are not at all clear on kids vs. stepkids, hers, his or whether the woman who is mother to two of his kids is Ciera or not.
 

Family of Indiana missing mother shares new details as search continues​

Campbell said problems started early on in the whirlwind romance between Ciera and Xaiver, who met on a dating app in 2020.

“The relationship from the very beginning was extremely rocky,” she said. “There was a lot of fighting, there was a lot of issues in terms of the fighting.”

Campbell said her cousin described erratic behavior displayed by Xavier Breland including calling the law firms where Ciera worked trying to get her fired and instances of him getting physical with her.

“She was scared, she was very concerned for her safety,” said Campbell. “I have messages where she was saying if anything happens to to me it’s him.”

Campbell shared with CBS46 text messages she exchanged with her cousin that she said she’s turned over to the police. They include past texts from Breland saying “Xavier is nuts. If anything happens to me then he is responsible. If I call and say it’s an emergency or I text it then call 911 in Carmel.”

“I’m really scared and idk what to do,” said another text message from August.

“I literally think Xavier might hurt me bad,” she wrote.

Campbell said, “I know she planned on leaving him, she told me multiple times she was trying to leave him, she was trying to make it to where he didn’t know.

“She had told me at one point that she was actually learning who he was and she had married somebody she had no idea who they actually were,” she added.
