Carmel police seek help to find 31-year-old woman​

Carmel Police Department sought help Saturday night to find a 31-year-old woman.

Ciera Breland (Locklair) was last seen sometime between 10 p.m. and 11 p.m. Friday in the 14400 block of Baldwin Lane, which is near the intersection of Ditch Road and 146th Street.

Johns Creek police looking for missing woman from Indiana​

Johns Creek police are working with Carmel, Indiana, police to find Ciera Breland (Locklair).

Police did not say why they believe she may be in the Johns Creek area.

Husband named 'person of interest' in disappearance of 31-year-old Indiana mother last seen in Georgia​

Police have named the husband of a missing 31-year-old Indiana mother as a person of interest in her disappearance. Georgia police are working to help find her as she was last seen by family members in metro Atlanta.

Xavier Breland Jr., 37, was arrested on Wednesday on an unrelated warrant out of Coweta County. He was being held in the Hamilton County jail in Indiana awaiting extradition to Georgia. Investigators have not revealed what charges were listed on the warrant.

The official missing person's report states that Ciera (Locklair) Breland was last seen around 10 p.m. on Feb. 25 in the Brookstone Park of Carmel subdivision in Carmel, Indiana. That is just north of Indianapolis. That report was filed with the Carmel Police Department over the weekend.

The report also states she said she was headed to the store wearing a black top and purple shorts. The FOX 5 Storm Team said temperatures in Carmel, Indiana were in the mid- to upper-20s that night. Family members said police told them she never arrived there and there was no surveillance video of her entering the store.

She also left without her cell phones, credit cards, or her months old son, family members said.

Ciera was last seen by her father on Feb. 20 in Georgia before returning to Johns Creek with her husband. Those same family member said they never saw her return to Indiana.

The Johns Creek Police Department issued a statement on Tuesday asking the public's help in finding her. The department issued a joint release with the Carmel Police Department on Wednesday that named her husband as a person of interest.

"This continues to be an active investigation, and this is the only information that will be released at this time. As the investigation continues, more information will be released as it becomes available," the release noted.

Helicopters, drones search Georgia river for missing Carmel mom​

Police in Georgia searched the Chattahoochee River in their ongoing effort to find a missing Carmel mom.

Johns Creek police said crews entered the Chattahoochee River to search for her. The search effort also included helicopters and drones, police said. They were unable to locate Breland.
 

Missing Indiana woman’s husband has bond revoked in Coweta stalking case​

Several months before Ciera Breland went missing under suspicious circumstances in a disappearance that’s drawn national attention, her husband, Xavier Breland, was using a GPS to illegally track another woman, Coweta County authorities allege in indictments.

On Wednesday, a judge ordered Xavier Breland to remain in jail, revoking his bond for a second time on an aggravated stalking charge.


In a motion Coweta prosecutors filed last month to keep his bond revoked, Assistant District Attorney Hallie Dixon cited the fact that Xavier Breland missed court dates — including his Feb. 23 arraignment — fled the county and was declared a person of interest in his wife’s disappearance.

“Wherefore the state maintains that the defendant poses a significant risk of flight, a significant threat to the victim, and a significant risk of committing further crimes if allowed to remain free on bond,” Dixon argued in the motion.

It has been more than three months since Ciera Breland, a 31-year-old Indiana mother, was last seen leaving her mother-in-law's home in Johns Creek with her husband.

There has been no sign of her since. Her husband, who is the sole person of interest in her disappearance, remains in the Coweta County jail on unrelated charges.


The family hopes a $10,000 reward will get them the tip that will break the case open.

Buying burner phones and reciting the classic statement to relatives and friends, "If anything happens to me, he's responsible," are signs that you should immediately vacate the relationship. But, not enough women heed the red flags.
Breland's cousin said she began living in fear and stated, "I'm really scared and idk (I don't know) what to do," according to reports. And now, February 25 was the last time Indiana police said that Ciera's husband, Xavier Breland claimed he saw his wife. Statements from those closest to the Brelands have reasons for concern.
Relatives say the 31-year-old mother was hit in the face with a gun, had her head bashed through a window, and objects thrown at her while pregnant. Ciera was planning to walk away from her allegedly savage husband, but did she make the fatal mistake, which is a common one, of telling him she was leaving?
Indiana Police say Breland is the only person of interest, but he is in custody at a Georgia county jail for stalking his ex-wife. With Ciera's family convinced she never made it out of Georgia, where they were moving from because of the tension between he and his ex-wife, police suspicions may be accurate.
Authorities say Breland put a tracker on his former wife's car and is on surveillance video standing in front of the Georga woman's home. Breland reported Ciera missing a day after saying she left their Indiana residence in February and has not been seen since.

Yeah. I believe he is responsible for her disappearance. There are as you say many "Red flags". It's so sad that so many women get and stay in this situation. They don't deserve it. And for many reasons put up with it, Including the abuser making them believe they do deserve it. And abusers see very little jail time and are allowed time and time again to abuse. Often escalating to death of the abused. And they don't care about restraining orders. And sadly alot of times the women let them come back.

In this case, it's been said over and over that she was very bright and confident in most areas of her life, but didn't know what to do about this abuse. It's scary, really!

It is scary. She obviously was very bright. She became a lawyer. And he is very scary finding out his background and behavior. The first sign from this guy, I wish she would have ran. It's easy for me to say. I told every man I was involved with., "You might be able to hit me once. But that's the last time. I'll kill ya. If I don't. You will be marked up. In jail. Anything possible. I am not going to take it, And you won't get away with it.". I've never been hit, Or in fear of being hit by a significant other.
 
The shortest route is on Interstate 65. Plenty of places to leave her body. I hope they know which route he took back to Carmel. BTW Carmel is a pretty nice town.
And you know the area. Wow. So with you saying that makes me more convinced it couldn't have been anyone else. The location, Affluent town, Husband has been violent and a stalker. The multiple options of places for disposing of her. Close to home crime.
 
Carmel was beautiful the last time I was down there, but it was about 25 years ago. Plenty of places to hide a small body. 😢
 

Husband of woman missing for months found not guilty in separate stalking case​

The husband of a woman who has been missing since February has been found not guilty on a separate stalking case.


Another woman, the mother of Breland’s two children, had accused him of stalking by placing a tracking device in a stuffed animal belonging to one of the children. Brittany Lusk had issued a restraining order against Breland in Coweta County.

Defense lawyer Bryan Howard said the jury came back very quickly Thursday with a not guilty verdict in that case.

“He was very emotional,” Howard said. “He showed a lot of emotion because this has been some very hard times for him. He’s been vilified throughout this process unfairly. And it was good to get a little bit of justice.”

Johns Creek police Chief Mark Mitchell said that despite the verdict in the stalking case, Breland remains a person of interest in the disappearance of his wife.

Howard said he believes Xavier Breland is innocent in that case as well.

“He’s cooperated with police. He’s made statements to the police and tried to help them in any way possible,” Howard said.

Mitchell said detectives are still working on running down any leads, but the department still needs the public’s help.

Howard said he requested that the missing person case was kept out of the Coweta County trial because it might have prejudiced a jury.

“It’s important that everyone keeps an open mind when allegations are made,” Howard said.

He said Breland still has a pending aggravated stalking case in Fulton County, which he hopes will be dismissed due to the evidence in that case was aired in the Coweta trail.

Lusk still has a permanent protective order against Breland issued by a Fulton County judge.

Howard said he hopes he can clear up some of Breland’s pending legal matters and have him out of jail in days.

The Fulton County stalking warrant is dated Aug. 17, 2022, just days after Channel 2 Action News learned of the Coweta County acquittal.

Johns Creek police Lieutenant Debra Coble said Breland is still a person of interest in the disappearance of his wife, attorney Ciera Locklair Breland.

Howard told Channel 2′s Mark Winne last week that Breland Jr. is innocent in connection with the disappearance.

“He’s cooperated with the police. He’s made statements to the police and tried to help them in any way possible,” Howard said.

Police said Breland reported Ciera Breland missing in Indiana, to where the couple had moved from Georgia, but her last confirmed sighting other than by Breland was in Johns Creek at Breland’s mother’s house.

I'd sure like to know with more than one incident and tracker how this man was found not guilty on the recent charge/case. What was the jury not allowed to hear??
