Carmel police seek help to find 31-year-old woman​

Carmel Police Department sought help Saturday night to find a 31-year-old woman.

Ciera Breland (Locklair) was last seen sometime between 10 p.m. and 11 p.m. Friday in the 14400 block of Baldwin Lane, which is near the intersection of Ditch Road and 146th Street.

Johns Creek police looking for missing woman from Indiana​

Johns Creek police are working with Carmel, Indiana, police to find Ciera Breland (Locklair).

Police did not say why they believe she may be in the Johns Creek area.

Husband named 'person of interest' in disappearance of 31-year-old Indiana mother last seen in Georgia​

Police have named the husband of a missing 31-year-old Indiana mother as a person of interest in her disappearance. Georgia police are working to help find her as she was last seen by family members in metro Atlanta.

Xavier Breland Jr., 37, was arrested on Wednesday on an unrelated warrant out of Coweta County. He was being held in the Hamilton County jail in Indiana awaiting extradition to Georgia. Investigators have not revealed what charges were listed on the warrant.

The official missing person's report states that Ciera (Locklair) Breland was last seen around 10 p.m. on Feb. 25 in the Brookstone Park of Carmel subdivision in Carmel, Indiana. That is just north of Indianapolis. That report was filed with the Carmel Police Department over the weekend.

The report also states she said she was headed to the store wearing a black top and purple shorts. The FOX 5 Storm Team said temperatures in Carmel, Indiana were in the mid- to upper-20s that night. Family members said police told them she never arrived there and there was no surveillance video of her entering the store.

She also left without her cell phones, credit cards, or her months old son, family members said.

Ciera was last seen by her father on Feb. 20 in Georgia before returning to Johns Creek with her husband. Those same family member said they never saw her return to Indiana.

The Johns Creek Police Department issued a statement on Tuesday asking the public's help in finding her. The department issued a joint release with the Carmel Police Department on Wednesday that named her husband as a person of interest.

"This continues to be an active investigation, and this is the only information that will be released at this time. As the investigation continues, more information will be released as it becomes available," the release noted.

CARMEL, Ind. — The husband of a Carmel woman who was last seen in February 2022 has been released from the Hamilton County Jail after posting a surety bond on a gun charge.

A jail sergeant told 13News Xavier Breland was released at around 10 p.m. Thursday.

Breland was extradited from Georgia and arrived in Indiana Wednesday night.

At Breland's initial hearing, he pleaded with the judge to lower his bond to an amount his mother could afford. His bond had been set at $35,000 and prosecutors wanted it increased to $50,000.

"I just need an opportunity to get my life back in order," Breland told the judge.

Breland said he could get a job as a truck driver if he was let out of jail.

After considering the case, the judge set bond at $100,000.

Breland also said he was fighting for custody of the 1-year-old he had with Ciera Breland (Locklair), but her disappearance was not mentioned in court Thursday.
So his mother couldn'\t afford $35,000 bond, he wanted it lowered, prosecution wanted it increased to $50K and judge on looking at case, raised it to $100K. Good. Yet at the higher amount he was bonded out so apparently mom or someone could afford it. I hope she knows she is apt to lose it. He's already fled once and I don't doubt he will again. So if she put up her home or something, she's apt to lose that too and if she had trouble with $35K, she likely strapped herself. If true.

Yeah sure appears that way. If she manages to bail him again she better kiss her money and probably all she has in life goodbye. He says if they let him out wow he could get a job, as a truck driver. Uhm, please don't let him do that if he makes bail. I assume he means an OTR truck driver and not UPS. He's already fled once.

I agree he should have no bond but I think it's harder for judges in these circumstances and no bond would be unlikely. He isn't charged with her murder unfortunately.

I can't recall, is her child with her family? I hope so. And of course I say hers. He gave up his right to the child imo when he likely murdered child's mom.

Yeah there's something wrong with this picture. While they aren't murder charges, he did flee and fail to appear. and a warrant had to be issued.

That makes perfect sense. Not.
 
Well we don't need to worry about him offing himself, he clearly hasn't and thinks his hide is too special to do so; what does have to be worried about is his fleeing again. I'm not sure how high a judge can set bond, it isn't murder as said but he had violated an order to appear or terms or some such and took off and I'd think that would give a lot of discretion and power to set it higher, not sure about none, if they can or not...?

My guess is he is going to take his mom down financially if he hasn't already.

Yeah, I don't really get it, bond should have been revoked and whoever lost it (probably mom)... Shouldn't it have?? No bond? Unsure how that all works. If the judge could have done that, then what's wrong with him or her?!!

Where is the kid in this one, I can't recall? With him I assume and when in jail with his mom is my guess?

So little news on this one, only a five page thread, hasn't been the most active and I've forgotten that part. I do remember the case though and that they were out of town and then went back home (or he did at least) to another state...And she was an attorney if I recall correctly and they had a baby...

Law enforcement has not ruled out foul play in Ciera Breland's disappearance and her family believes she is dead because she would have never left behind her young son.

While Xavier Breland Jr. has been named a person of interest in the case by law enforcement, he has not been charged in connection with the disappearance more than two years later.

appreciate the update. many depts don't or won't name someone a POI and here they did. yet no arrest all this time later sadly.

New intimidation charge filed against man whose Carmel wife is still missing​

Xavier Breland faces a new intimidation charge while he remains the only person of interest in the disappearance of his Carmel wife, Ciera Breland, over two years ago.

A Hamilton County jury convicted Xavier on June 11 for unlawful possession of a firearm by a serious violent felon, and a Carmel woman said Xavier threatened her life during the trial.

Ciera Breland was last seen on Feb. 24, 2022, in Johns Creek, Georgia. She was visiting family with her husband, Xavier. He reported her missing from their Carmel home on Feb. 26, 2022. But Carmel Police do not think she ever returned home from Georgia. Their investigation did find three guns in their home.

That led to last week's conviction of Xavier. He is now in the Hamilton County Jail awaiting sentencing July 18 in that case.

Blaire Duncan attended the trial as an advocate for Ciera and her family. She said Xavier threatened her on the same day he was convicted.

"As I was exiting the courtroom, he made direct eye contact with me, and then he turned back to face the courtroom and as I walked behind him to exit, he said, 'You better hope you see me before I see you.' And so, I'm really not there for his antics, and I fully expected something like that from him," Duncan said.

Duncan said that Xavier also noticed the lockscreen photo on her phone, a photo of a child, and said, "Cute kid" — not as a compliment.

"No, it was in a threatening way, for sure. Absolutely," Duncan said.

Court records say courthouse security cameras captured the interaction. Xavier is now charged with intimidation, with his initial hearing in that case scheduled for July 10.

"I'm not afraid of Xavier Breland," Duncan said. "I obviously wouldn't be here doing what I'm doing if I was. I'm really over the audacity that it takes for him to think that he can speak to anyone any way that he wants and to think that he's above the law. And I'm really glad to see some justice and really happy to be a part of that justice."
