Amber Alert: Missing Two Rivers boy​

An Amber Alert has been issued for a missing 3-year-old boy in Two Rivers on Tuesday, Feb. 20.

Authorities said Elijah Vue's caregiver last saw him at 8 a.m. at his home Tuesday morning, near 39th and Mishicot in Twin Rivers. He was last seen wearing gray sweatpants, a long sleeve dark-colored shirt and red and green dinosaur slip-on shoes.

He is described as 3 feet tall and 45 pounds, with sandy hair and brown eyes. Officials said he has a birthmark on his left knee.

The Two Rivers Police Department said Vue is possibly carrying a red and white plaid blanket with him. Authorities said no family or associates are in the area.

Anyone with information is asked to contact police at 844-267-6648 or 920-686-7200.

There is currently no description of a suspect or a vehicle.

Elijah Vue vigil in Two Rivers sends message of positivity and hope for the missing 3-year-old Wisconsin boy​

Stay positive and bring him home.

Those were the overriding sentiments March 16 as family, friends, public officials and community members gathered for a vigil for missing 3-year-old Elijah Vue at Walsh Field.

People lit candles, spoke of the community’s resolve in searching for Elijah, and blew bubbles on a windy evening.


“So, what I would ask of you is could you set an intention with me tonight,” she continued. “Could you intend, in this moment, to reach deep in your hearts and latch on to the emotions of love of support and of hope — because no matter what the circumstances are and no matter what the truth is and no matter where he is, he needs us. He needs our strength, and he needs our love.

“Where we begin is we need to, first of all, unify,” Petri said. “Unify as one to stand together for him. And the most effective way to do that is through our hearts.”


Wachowski said police are doing everything possible to bring Elijah home to his family and community.

He also spoke directly to Elijah, stating: “We hope you can feel all the love pouring out for you right now. May it comfort you as we search for you daily. We will find you.”
 

Blanket beloning to missing Wisconsin toddler Elijah Vue found, police say​

A blanket belonging to missing Wisconsin toddler Elijah Vue has been found, police said Monday, two days prior to the one-month mark of the 3-year-old's disappearance.

In a Facebook post, the Two Rivers Police Department said a red and white plaid blanket found earlier in the investigation was confirmed to be the toddler's. The blanket was discovered in an area between Manitowoc and Two Rivers - 3.7 miles from where Elijah was reported.



UPDATE: A red and white plaid blanket was located on Goodwin Rd east of County Road B, in Manitowoc County, earlier in this investigation. Today we can confirm the blanket is Elijah’s blanket. This blanket was located 3.7 miles from the 3900 block of Mishicot Road in the City of Two Rivers, where Elijah was reported missing on February 20th, 2024.

We continue to request the public’s assistance in checking all urban and rural areas, including water, to find Elijah and locate any evidence related to his disappearance. Jesse Vang, man linked to missing Elijah Vue, seeks dismissal of child neglect charge
The man whom missing 3-year-old Elijah Vue was staying with when he disappeared asked on Monday for his child neglect charge to be dismissed. An attorney was also appointed for Jesse Vang, which should allow the case to resume.

Vang, 39, faces one count of being party to neglecting a child. He has not been charged in connection with the disappearance of Vue who was last seen on Feb. 20. He returns to court Thursday for a preliminary hearing.

Vue’s mother, Katrina Baur, faces four charges, including two child neglect counts. She returns to court Friday for an arraignment.

The motion filed by attorney Timothy Hogan argues the criminal complaint isn’t specific enough in its allegations against Vang.

“Upon reading the criminal complaint, it is unclear as to what behavior Mr. Vang is alleged to have engaged in that would be considered a failure to provide necessary care. Is the state alleging that Mr. Vang having the alleged victim stand for one to three hours in time out a failure to provide necessary care? Is the state alleging that Mr. Vang changing the alleged victim’s diaper at least once per day a failure to provide necessary care? Is the state alleging that Mr. Vang locking the front door (with the lock on the doorknob, the dead bolt, and security chain) and going to sleep while the alleged victim was in a time out a failure to provide necessary care? In short, the complaint fails to provide sufficient notice to Mr. Vang as to the alleged neglectful action that would allow him to plead and prepare a defense. In order to provide Mr. Vang with sufficient notice, the state must make the criminal complaint more definite and certain as to what behavior Mr. Vang is alleged to have done that would be considered a failure to provide necessary care,” Hogan wrote.

“Moreover, the criminal complaint also fails to allege sufficient facts from which it can be inferred that Mr. Vang committed the offense with which he is charged. In order to establish probable cause for a count of Neglecting a Child, the complaint must allege that Mr. Vang’s failure to provide necessary care seriously endangered the physical, mental, or emotional health of the child, and that the natural and probable consequence of his neglect would be death, great bodily harm, a child sex offense, emotional damage, or bodily harm. The complaint fails to set forth essential facts from which it can be inferred that the child’s physical, mental, or emotional health was seriously endangered. How was the child’s health seriously endangered? In addition, how was the natural and probable consequence of any of Mr. Vang’s alleged conduct death, great bodily harm, a child sex offense, emotional damage, or bodily harm? The complaint fails to answer these questions and therefore does not provide probable cause to believe Mr. Vang committed the offense charged,” he added.


Hogan asks that prosecutors either make the criminal complaint more definite or dismiss the charge altogether.

Prosecutors have not responded to the motion. The motion to dismiss is not currently on the court’s calendar.
 
Volunteers focus latest search efforts around where missing Elijah Vue's blanket was found
Tuesday marks four weeks since three-year-old Elijah Vue was first reported missing in Two Rivers, Wisconsin.

Two Rivers police finally confirmed Monday that a red and black blanket found in Manitowoc County, matching the description of one belonging to Vue, was positively identified as the missing child's. It was discovered along Goodwin Road in the town of Manitowoc.

Neighbors told FOX 11 that a woman walking her dog found the blanket -- not far off the road, near a dirt path -- the weekend after Vue was reported missing.

FOX 11 learned the woman reported her find to authorities, and that set off an extensive search of the area by law enforcement. Neighbors said not only were they interviewed by authorities, but local, state and federal agents meticulously performed a shoulder-to-shoulder grid search of the area, too.

It's the same area where law enforcement was seen on Tuesday morning, four weeks after the toddler was reported missing. Investigators were in the area after someone reported that birds were circling overhead. During a search, authorities discovered a deer carcass.

News that Vue's blanket was found along the country road led volunteer searchers to the area.

"We're searching those areas today and more. So, whatever we can do, we're out here doing it," said volunteer Veronica Blackmon. She added, "We're trying, they're trying, so we're trying to do the best we can."

"Mostly going in ditches and on the road, and the ditches and further down," added searcher Kim Reinl of Manitowoc.


While Two Rivers police are still not answering any questions about their investigation into the disappearance of Elijah Vue, they are reminding volunteer searchers not to go on private property.

Meanwhile, the volunteer searchers are asking private property owners to put a blue balloon outside if they don't mind having their property searched, so volunteers know they can come onto their property.

Manitowoc County searches for Elijah Vue are planned again for Wednesday. Volunteers will meet at the Mikadow Theater for searches at 9:30 a.m. and 1:00 p.m.

Jesse Vang is scheduled to appear at the Manitowoc County Courthouse for a preliminary hearing at 10:30 a.m.

Vang is charged with Chronic Neglect of a Child and Party to a Crime.


He filed a motion Monday to either dismiss the charge against him or make the complaint more "definite and certain."

According to court documents, Elijah's mother, Katrina Baur is scheduled to appear in court on Friday at 4 p.m.

TWO RIVERS, Wis. (WBAY) - An Amber Alert remains active one month after Elijah Vue was reported missing from Two Rivers by his mother’s boyfriend on February 20.

Just hours after the 9-1-1 call to the police, Jesse Vang and Katrina Baur were arrested. They face felony child neglect charges concerning the missing little boy. Baur and Vang remain in custody at the Manitowoc County Jail.

Vang’s preliminary hearing was rescheduled on Thursday for April 4, 11:00 a.m. Newly obtained documents reveal a troubled past for Baur, Vang, and Jimmy Vue, the boy’s biological father.

In November 2015, Outagamie County investigators responded to a hotel in Appleton.

According to court documents Katrina Baur hid in the bathroom, and got the attention of hotel staff to call the police. Baur reported a sexual assault by two men, one being Jesse Vang.

According to a search warrant, Baur told investigators she was their property and described being taken to Minnesota to perform sex acts for compensation, including drugs.

Two months later, Baur asked police to not investigate the sexual assault involving Vang. Bauer was now involved with Jimmy Vue, Elijah’s biological father, and according to Baur, Vue was the “alpha” over Vang in, “some sort of structure”.

Ultimately federal prosecutors handled the case against Vang, convicting him on drug charges. He was released in December of 2022. Vue went to prison in January of 2023 in another case.

Action 2 News recently learned in court through a statement from Baur’s mother why she was with Vang:

“She stated, ‘I felt alone,’ I can assure you she is well aware of resources available, but she chose not to use them.”

We now know from criminal complaints that Baur wanted Vang to teach Elijah how to “be a man” and correct his supposed bad behavior. On February 12 Baur and Vang met in Fond Du Lac to drop Elijah off with Vang for disciplinary reasons.

Two days later Baur visited Vang in Two Rivers the criminal complaint says Katrina took a photo of Elijah lying on a bed at 3:13 a.m. He had a “blindfold over his eyes, appears to have bruising on his jawline and neck on the left side, as well as bruising on his upper left arm.”

An hour later, she deleted the photo. On February 16, Vang visited an auto shop with Elijah. The owner released these photos to Action 2 News.

Later that night, into the early morning hours of Saturday the 17, phone data shows Baur came to Two Rivers. She told investigators she saw Elijah, but he was tired.

The couple went to Manitowoc in the early morning hours, but according to surveillance photos, police didn’t see a child in the vehicle. On Monday, February 19, Vang told investigators Elijah was in punishment while he took a sleeping aide and watched a movie.

The next morning, Vang got up around 7:30 a.m. to get his 15-year-old son on the bus for school.

When Vang returned to the apartment he said he locked the doorknob, deadbolted it, and put the security chain on the door to keep Elijah from walking out of the apartment.

Around 8 a.m. Vang said he woke Elijah up for breakfast, then went back into his bedroom and fell asleep, while Elijah stood in time out. Vang called 911 at 10:59 a.m. to report Elijah missing.

At 3 p.m. on Tuesday, state officials issued an Amber Alert for Elijah Vue. It remains active one month later.
 
WTF! I don't use that term but WTF! I don't have it in me to think of this one right now and this info. I'm not even going to touch on her being chattel and property and this weird dynamic through the years because I can't even fathom it right now.

I will say he gets a 15 year old up (so HE has a child!) to get on the bus and help I guess but allegedly wakes the little boy up for breakfast, a THREE year old, (I doubt he had breakfast) and then locked the door etc. put him in time out and went to bed??

So the 15 year old needs help but the three year old can obey and stand ina corner while he goes to sleep?

Not that I believe this is the entire truth one bit.

She takes a picture of her toddler son with injuries and then deletes it later.

AGain WTF.

I can't. Just can't.

Give up his location YOU MONSTERS and plead guilty. In prison you can fight to be the alpha and either control or be chattel and property.

Up there with as SICK as I've seen this one is.

There is something wrong with these people. Wrong in the head! They should not be around children again for the rest of their lives.
 
Agree and I'd go further. They shouldn't be around people for the rest of their lives as they're subhuman and dangerous. We don't have the DP but put them away for life if that's the only option there is. I don't care about her story of being chattel herself. She had a son to protect and SENT him for punishment AND stayed with the world of these two men and I can't even follow the half of it or the whys and I don't CARE. If any of that is true even, there's all forms of help. You know what you do, you DROP your son at a hospital or CPS, I don't care where SAFE or you even go to jail for abandoning him if that's what it takes to keep him safe. I don't CARE if she was treated whatever herself back when, sorry, that should make you not SEND your son to the very type for PUNISHMENT and to make him a man. A man like THAT person?

I can't, I don't, fathom or need to read more of this. Don't need any sorry for her thing or play for it. If such is even true. Get RID of them and keep society safe from them with this bunch.
 
There are no volunteer search efforts Monday or Tuesday for clues to Elijah Vue’s disappearance. The family of the missing 3-year-old boy posted a new schedule online this weekend.

Search teams will go out Wednesday and Thursday after meeting at Manitowoc’s Mikadow Theatre, 1118 Washington St., at 9:30 a.m. and 1 p.m.

There’s another day of rest on Friday, and search efforts continue Saturday.

There are no plans to search on Easter Sunday.
 

Large law enforcement presence searching for Elijah Vue in Two Rivers area​

A large coordinated search effort is underway to find missing 3-year-old Elijah Vue.

Sources tell Action 2 News that this is only a coordinated effort, and this latest search effort wasn’t sparked by new information.

Multiple agencies, including from Ozaukee, Green, Trempealeau, Outagamie, Sheboygan, and Oconto County, were called up by the Wisconsin Division of Criminal Investigation to search for Elijah.

About 54 drone teams are currently in use.

Authorities are searching the East Twin River and the Charles & Winifred Spring West Twin River Preserve. Searchers expect to be out all day Thursday.
 
I'm really glad they are making such efforts for over a month now when it doesn't seem they have a clue what area he may be in.

It stands in stark contrast though to the 13 year old whose name escapes me right now. I don't recall near the efforts for him. And that doesn't seem right.
 

Elijah Vue Case: Vigil held Saturday night in Fond du Lac, searchers planning large-scale effort on Monday​

It’s been nearly two months since three-year-old Elijah Vue went missing from the Two Rivers area. On Saturday night, many people gathered for a vigil to keep Elijah’s disappearance in the spotlight, and hoping that he will eventually be found.

Searchers also announced on Saturday that they are looking for 100+ people for a search on Monday that will cover a very large area.


The flicker of dozens of candles and lights lit up McDermott Park as the community came together to pray for Elijah’s safe return home

“We’re feeling vulnerable. We’re feeling sadness and grief. We feel anger and frustration and we even feel rage. And we want to be able to do something to relieve that hurt,” said Kyle Holewinski, Winnebago County chaplain.

Blue and green ribbons, balloons, and dinosaur tracks lined the sidewalks where the vigil took place. Bracelets and stickers were given out to help spread awareness. Multiple members of Elijah’s family were in attendance as well.

Orson Vue, Elijah’s uncle, says the last several weeks have been hard on everyone and knows it’s been a long time since Elijah was last seen. He says we have to have hope and remain positive.

Fond Du Lac?

I've said it before and will again and don't get me wrong, kudos to all that care and all searchers but as far s I can tell they and even if it's LE are looking for a needle in a haystack and maybe even beyond that. Finding him or let's just be honest and what is really the case beyond almost a shadow of a doubt his body is admirable but there's absolutely been nothing I've ever seen or indication from investigators as to any place he likely is.

And I can only hope searchers or those leading aren't doing what we see in other cases, it for attention, money, etc. I'm sure that most that volunteer or show up to help those that org them probably aren't. I don't know. I would never say don't search and I don't mean it that way. At all. Never would I.

I just don't know. Kudos I guess because searching every single place in WI and across the nation may find someone.

I never go 100 percent but I will say this boy is dead. I think we all know or figure that. And his body would certainly add to the cases.

I don't know what I mean...

He could be in a landfill. He could be the next state over (as far as we know, investigators may know more).

I think care, concen and searching is beyond reproach. I do.

I guess what my thing is is don't wear people out willing to help or did I miss something in this case because I've never seen a single reason for where some of these searches are taking place? They are from like Two Rivers to Green Bay to Fond Du Lac and I forget a lot of the others. Again kudos and do it but is there a reason it is where the focus is each time? I've never heard such from LE.

I don't know. I'm tired I guess but I"be did similar here before about needle in a haystack so I'm pretty sure even though I don't recall now no one has a reason to have a location of any kind and LE has never given any indication they know either where a likely area is or have shared such.

I am NOT knocking searchers and volunteers. IF that's all it is all about.

RIP Elijah. I don't go 100 percent but have little hope you are alive and I have more but similar or close that you will be found with these searches. Sadly.

Pressure on the TWO evil monsters is the only thing imo that might have some effect.

WISN 12 News' sister station in Green Bay said volunteers Monday looked inside Avery's salvage yard in Two Rivers.

The yard is connected to a different case, involving Steven Avery, who is serving a life sentence for the 2005 murder of Teresa Halbach.

There is no indication the Avery family is involved in Elijah's disappearance. Additionally, the search is not based on new information, WBAY-TV reported.

Volunteers received special permission from the Avery family to go onto their property.
Oh my God before I even read further I knew they meant Steven Avery. WTF? I have now used that term a few times and NEVER have until just the past week I think. EVER. Why? I mean REALLY.
 

'The main goal here is just bringing him home': Elijah Vue missing 50 days​

Wednesday marks 50 days since Elijah Vue vanished from Manitowoc County.

His mother's boyfriend reported him missing Feb. 20 from his apartment in Two Rivers. The Wisconsin Department of Justice issued an Amber Alert that day. It's still in effect, more than seven weeks later.


"Do you feel any closer today to finding Elijah?" Keys asked Meinnert.

"Until we've found him, I don't feel any differently. I still have that, you know, that aching in my gut that he's not here," Meinnert said.

A gut feeling set in for Meinnert seven weeks ago, and hasn't left.

"We were called with the information that a child had walked off. Our initial belief was that this had happened within 15 minutes," Meinnert said.


The Wisconsin Department of Justice issued an Amber Alert, and help flooded in from the FBI and DCI.

"I get questions quite a bit of, you know, is the FBI still involved? Is DCI still involved? Absolutely. A lot of things, however, with the technology we have today, are taking place behind the scenes," Meinnert said.

Meinnert said the FBI has helped sift through more than 10,000 video files and police have exhausted at least 1,500 tips and leads.

"We have no evidence to believe that this child was abducted," Meinnert said. "That evidence has also shown that this child didn't just simply walk off."

Keys asked Meinnert if he believed Elijah was still alive.

"I get asked a lot, you know, do I still think he's alive? I don't know. That's the sad truth of the matter. I think about it just like everybody else all the time. I think everybody has that hope," Meinnert said. "But yeah, until we bring closure, I don't think that gut wrenching feeling ever goes away."
 

'The main goal here is just bringing him home': Elijah Vue missing 50 days​

Wednesday marks 50 days since Elijah Vue vanished from Manitowoc County.

His mother's boyfriend reported him missing Feb. 20 from his apartment in Two Rivers. The Wisconsin Department of Justice issued an Amber Alert that day. It's still in effect, more than seven weeks later.


"Do you feel any closer today to finding Elijah?" Keys asked Meinnert.

"Until we've found him, I don't feel any differently. I still have that, you know, that aching in my gut that he's not here," Meinnert said.

A gut feeling set in for Meinnert seven weeks ago, and hasn't left.

"We were called with the information that a child had walked off. Our initial belief was that this had happened within 15 minutes," Meinnert said.


The Wisconsin Department of Justice issued an Amber Alert, and help flooded in from the FBI and DCI.

We have no reason to believe he was abducted he said but yet Elijah gets an Amber Alert. Glad he did. But in other caises it has just been discussed why another child didn't merit one. The rules and reasons are certainly not the same in every state. There's no evidence here of a vehicle, an abductor, an abduction nor any other usual necessary element. Yet it is still active and was issued.

TWO RIVERS (WLUK) -- As the search for missing 3-year old Elijah Vue reached the 52-day mark, Two Rivers Police Chief Ben Meinnert sat down with FOX 11's Emily Matesic to provide an update on the case.

When asked if police were searching for a body, Meinnert said, "We're searching for Elijah. I don't know how that will turn out, but we're searching for Elijah."

The Two Rivers Police Department continues to lead the investigation that includes local, state and federal authorities.


"I am hopeful that we're going to find him," Meinnert said."Do you feel like you're closer today than you were 52 days ago?" FOX 11 asked
"I can't say that, because until we find him, how can you say that?"

Meinnert said it was early on in the investigation when it became clear that Elijah Vue wasn't abducted and he didn't walk off on his own.

We learned that it was several hours prior that he may have walked off, so that changed the whole focus at that point, because now we had an endangered child out with what as reported as possibly a blanket in very cold temperatures in winter at 3 years old. A 3-year-old can't care for themselves, so that's when everything changed.


Since then, Meinnert said authorities have followed hundreds of leads -- and conducted dozens of interviews and neighborhood canvasses.

"We literally went into every home, talked to everybody that lived in each home, we checked every room, every cabinet, everything in those homes. It doesn't get much more thorough than that."

Investigators have reviewed more than 10,000 video files.

They've searched from land, air and water.

They've advised citizen searchers who've volunteered their time to look for Elijah.

And the chief believes, based on the investigation and tips that have come in, authorities have narrowed down their search area to a specific 15-to-20-square-mile area in and around Two Rivers.

"At this point, I have a strong belief that the areas we are searching are the correct areas and we'll continue searching."

While Chief Meinnert said the number of leads coming in have decreased, investigators are constantly coming up with new investigative ideas.

The search for Elijah Vue has been difficult on not only the police department but the also the community. But Chief Meinnert said they're trying to stay positive in the search efforts because they just want to bring Elijah Vue home.

Unfortunately, we have to be open to all possibilities. Clearly, some of these areas aren't pleasant that we're searching. I wouldn't be happy if we found him in a sewer or a landfill, for instance. But, at the same time, if that's where he is and we need to bring closure, we will.
Meinnert is hoping to organize another drone search soon, before the terrain changes and greens up this spring.
