I'll try to update this as quickly as possible. This case is evolving rapidly and it appears the investigation is widening. Help appreciated with actual links as there are many.

This case involves alleged corruption in the millions of dollars.

He was the sheriff from 2015-2022.

As the investigation widens, you will start to see how he got away with it. :(

At some point, I need to make a timeline because it's just a mess.

While I believe each individual is responsible for their own bad deeds, I’m sure this puts a black eye on sheriffs all over the land. Makes me mad!

Sheriff Jamey Noel is a lifelong resident of Clark County and a lifelong member of Sacred Heart Church in Jeffersonville. Upon graduation from Providence High School, Sheriff Noel obtained a B.S. in Criminal Justice and Supervision from Indiana University. While attending IU, he was placed on the Dean’s list and is a life time member of the Indiana University Alumni Association.

Sheriff Noel has been a member of the Utica Township Volunteer Fire & EMS since 1987, an Advanced EMT, Asst. Chief in 1991 and Fire Chief from 1993-2015. In 2000, he became the founding Chief of New Chapel Fire & EMS. In 2006, Sheriff Noel received the Midwest Award for Lifetime Achievement in the fire service. Sheriff Noel has numerous firefighting certifications and awards.

Sheriff Noel has been a Republican Precinct Committeeman since 1994. He was Vice Chairman in 2008-2009 of the Clark County Election Board, current Chairman of the Clark County Republican Party since 2009, and also is currently Chairman of the Indiana Republican Party 9th District and member of the Indiana Republican Party State Committee & Budget Committee Chairman since June 2011. Indiana Governor Mike Pence appointed Sheriff Noel as a member of the Indiana Homeland Security Board in January 2013.

Sheriff Noel retired from the Indiana State Police after 22 years and held the following ranks: Trooper, Senior Trooper, Master Trooper, Undercover Narcotics Detective, Detective, Corporal, Sergeant, First Sergeant, and retired as an Asst. Post Commander on December 31, 2014. He is a field training officer and has numerous police certifications. He was elected as Sheriff of Clark County Indiana and took office on January 1, 2015. Sheriff Noel has received the following awards: ISP Life Saving Award, American Legion Police Officer of the Year, and Governor’s Award for Valor.

Sheriff Noel is a member of the following organizations: Knights of Columbus – Jeffersonville, Indiana Volunteer Firefighters Association, Clark County FOP Lodge, Indiana State Police Alliance, Indiana Sheriff’s Association, National Sheriff’s Association, American Legion Sellersburg Post, Past Master of the Henryville Masonic Lodge #651, Kosair Shrine, and a Kentucky Colonel.

What the heck? Oh how I’d love to talk to some people that have worked with him over the years. This is crazy.
 

Court records related to the new charges include accusations that Jamey and Misty Noel failed to report more than $3.4 million on their joint tax returns over several years — including income from property and vehicle sales.

They’re also accused of making purchases for personal items and services on American Express accounts linked to the Utica Township Volunteer Firefighters Association, also known as New Chapel EMS.
 

Kramer’s employment records at the Clark County Sheriff’s Office have been part of the ongoing public corruption investigation into former Sheriff Jamey Noel.

Current Sheriff Scottie Maples turned over records to state police investigators claiming Kramer was entitled to a pension benefit from the county when he retires in the future. The records in Kramer’s file appeared to show he had been promoted to Jail Matron in 2015, rather than in 2018 as other official county records show.

Bad deeds are catching up to them

I want to know why they were getting away with all of this? Isn’t there a check and balances system in the department? What about during the annual budget meeting process? Nobody noticed?

Here's the kicker. The only thing anyone could have had oversight over is the commissary fund. He was submitting 2x yearly reports showing income and very broad category expenses. No one knew what he was up to until the state board of accounts did an in depth audit. And the county officials had their hands tied because what he was submitting was the accepted norm. Let's just say people are looking to tighten up reports regarding sheriff commissary funds statewide.
 
The ongoing Indiana State Police investigation into former Clark County Sheriff Jamey Noel’s financial conduct now includes former Scott County Sheriff Kenneth Hughbanks and his wife, Lyndi.

Court documents revealed Noel paid Hughbanks over $262,000 for consulting work between March 2015 and October 2022 using Clark County Sheriff’s Office jail commissary funds. Commissary funds are profits the sheriff’s office raises through the sale of goods to people incarcerated in the jail.

In late November 2023 ISP investigators served a search warrant at Hughbanks’ home and business in Scott County. Investigators believe Hughbanks and his wife, Lyndi Hughbanks, failed to report at least $214,700 of income on their taxes over a five-year span. Neither Hughbanks’ have been charged.
